interdependent parties who perceive in compatible goals, scare
resources and interference from others in achieving their goals”.

(i). Helps to raise and address problems.
(ii). Energizes work to be on the most appropriate issues.
(iii). Helps people “be real”,e.g. it motivates them to participate.
