Civil society organizations play an important role in democracy according to the document. They can help establish and maintain democracy in several ways: by monitoring the government, exposing issues, encouraging democratic values, promoting political participation, providing democratic education, and acting as an arena for expression. In the Philippines, civil society groups helped transition the country to democracy and shaped the new constitution after People Power Revolution in 1986. Examples of civil society groups in the Philippines include Bagong Alyansang Makabayan which advocates for national and social issues, and National Secretariat of Social Action-Justice and Peace which focuses on poverty and governance issues.
