Lorsque Samantha Power a pub-
lié son ouvrage primé, (ndlr : prix
Pulitzer en 2002, une étude sur la
réponse américaine au problème de
génocide). « A Problem from Hell:
America and the Age of Genocide
(Un problème en enfer: l’Amérique
et le génocide), les Arméniens, mais
aussi les militants des droits de la
personne dans le monde, ont cru
qu’elle avait été envoyée du ciel
pour défendre les opprimés, les vic-
times de génocides et des droits
humains. Elle était si proche des
faits, légaliste et passionnée que rien
ne mettait en doute son rôle
d’apôtre des droits de la personne et
de la justice.
Au cours de la première cam-
pagne électorale du président
Obama, elle s’approcha de la com-
munauté arménienne par des décla-
rations écrites ainsi que des vidéos
YouTube prédisant, qu’une fois élu,
M. Obama reconnaitrait le génocide
arménien.
En ralliant le soutien des
Arméniens et de différents groupes
ayant des programmes de défense
des droits de la personne, elle a con-
tribué à l’élection de M. Obama et a
été récompensée par un emploi à la
Maison Blanche, comme assistante
spéciale du président et du directeur
des affaires multilatérales et des
droits de la personne. Elle aurait pu
obtenir une position plus élevée si
ce n’était des retombées d’une
entrevue dans The Scotsman au
cours de laquelle elle avait qualifié
Hillary Clinton, de « monstre ».
Aujourd’hui, nommée représen-
tante des Etats-Unis aux Nations
Unies, en remplacement de la
belliqueuse Susan E. Rice, Mme
Power est un animal politique com-
plètement différent. Elle n’a pas
tenu sa promesse sur le génocide
arménien et elle n’a pas rappelé à
son patron son engagement solennel
sur la question. Au lieu de cela, elle
a recouru à la ruse en mettant dans
la bouche de M. Obama le terme
utilisé par le pape Jean-Paul II,
d’heureuse mémoire, « Metz
Yeghern », pour éviter l’utilisation
du mot génocide qui a des mor-
phèmes juridiques définis. A son
tour, M. Obama a continué à rabâch-
er qu’il n’avait pas changé sa posi-
tion sur la question, sans, encore
une fois, la définition de ce prob-
lème.
L’Assemblée arménienne a publié
un communiqué de presse le 7 juin
décrivant les activités et les déclara-
tions antérieures de Mme Power, ce
qui pourrait la dépeindre comme
une honnête universitaire et une
protectrice des droits, sans aucune
référence à ses gymnastiques poli-
tiques malhonnêtes, avec la déclara-
tion suivante : « L’Assemblée
s’attend à un processus de confirma-
tion robuste de la part du Sénat
américain dans les prochaines
semaines. »
Ce type de présentation irrespon-
sable est un mauvais service à ren-
dre à la communauté arménienne.
Le fait qu’un faucon agressif
comme le sénateur John McCain (R
Ariz) ait approuvé sa nomination en
dit long sur la volte-face de Mme
Power.
La précision la plus objective à
son sujet et à propos de Rice a été
faite par Edward C. Luck, doyen de
la School of Peace Studies à
l’Université de San Diego et ancien
conseiller principal des Nations
Unies sur les questions de maintien
de la paix. Il a déclaré : « Il y a cinq
ans, vous pourriez ne pas avoir été
en mesure de prédire où ils sont
maintenant. Ils étaient tous deux
idéalistes, mais ils sont devenus
tous deux des idéalistes pratiques.
Le temps passé au gouvernement
fait cela pour vous. »
La même chose pourrait être dite
au sujet d’Obama.
Comme membre sénior de
l’équipe de M. Obama, nous ne
savons pas exactement ce que Mme
Power a dit aux dirigeants turcs et
quels sont les engagements qu’elle a
pris envers eux au nom du gou-
vernement américain, mais sa trahi-
son de la confiance en dit beaucoup
plus sur elle que vendre son âme
pour l’avancement de sa carrière.
Son changement de position sur la
question du génocide et sa façon
d’éloigner le président de son
engagement sont tout ce qu’il faut
connaitre sur son caractère. Le reste
découle de ses activités qui sont des
dossiers publics.
On croit que Samantha Power et
Susan Rice sont les architectes de
« l’intervention humanitaire » poli-
tique de la Maison Blanche, ce qui a
convaincu M. Obama de renverser
Mouammar Kadhafi en Libye pour
des « raisons humanitaires ».
Combien d’humanité Mme Power a-
t-elle perdu en plaidant l’invasion
d’un pays souverain, qui à ce jour
est saisi entre le carnage et l’insta-
bilité politique, même en écartant
l’assassinat de l’ambassadeur améri-
cain Chris Stevens, résultat direct de
cette « intervention humanitaire ».
Mis à part les excentricités de
Kadhafi, ce dernier avait créé l’une
des société les plus égalitaires au
Moyen-Orient, la distribution de la
rente pétrolière à son peuple, à la
différence de la dynastie Aliyev qui
dépense des revenus pétroliers pour
son style de vie opulent, tandis que
des millions de réfugiés sont con-
finés à la misère des bidonvilles.

Le nouveau maire de Erévan
prête serment
Taron Margarian, tête de liste du parti Républicain, qui a remporté les élec-
tions municipales du 6 mai dernier, a été élu maire de la capitale par le Conseil
municipal à l’occasion de la session inaugurale de celui-ci, le 8 juin. Il a prêté
serment le 11 juin. L’alliance « Bonjour Erévan » d’opposition a boycotté la ses-
sion. Haykakan Jamanak relève qu’Arménie prospère, qui pendant la campagne
électorale ne ménageait pas ses critiques envers le parti Républicain, semble
avoir considérablement modéré la teneur de ses déclarations au lendemain des
élections.
Après la cérémonie d’assermentation, Martin Vardazarian, un membre du
Conseil des Anciens d’Erévan, a remis le symbole de maire, une chaîne
incrustée, à Taron Markarian.
« Taron Markarian et son équipe doivent encore travailler et communiquer
avec les gens pour régler les problèmes de la ville. Je pense qu’il n’y a pas de
problèmes insolubles à Erévan, il y a juste des tâches difficiles qui peuvent être
réglées grâce à un travail acharné et cohérent », a-t-il déclaré.
Le 10 juin dernier, les arbres
fruitiers et autres cultures dans
plusieurs localités dans la province
méridionale de Siounik ont subi des
dommages de grêle.
Les villages touchés sont Azatan,
Vahramaberd, Marmashen, Lousakert,
Saratak, Benyamin, Ajgabats, Arevik,
Tsoghamarg, Toros, Gogahovit et
Sarnaghbyour.
Dans plusieurs régions comme à
Arakadzodn, Lori ou Tavouch, les très
fortes pluies et la grêle ont occasionné
des dégâts importants dans les cul-
tures. Au village de Ldjap dans la
région de Kegharkounik, la grêle a été
très violente. Et fait relativement rare,
ces chutes de grêle où les boules de
glace avaient une dimension excep-
tionnelle ont tué 10 bovins dans une
ferme du village. L’Arménie tente de
s’équiper de batteries anti-grêles. Mais
nombre de villages ne disposent pas
pour l’heure de ces unités qui ont un
coût important.

achevé la tâche par l’assassinat style
Genghis Khan de Kadhafi durant les
informations télévisées et le pays a été
relégué aux bains de sang, qui continu-
ent jusqu’à ce jour. Ainsi, « l’interven-
tion humanitaire » de Mme Power a
pris corps.
Le véritable test de l’intervention
humanitaire a été présenté en 1994,
lorsque le commandant de la paix de
l’ONU a averti qu’un génocide était
imminent au Rwanda. L’avertissement
a été ignoré car 800 000 Tutsis ont été
tués par leurs voisins Hutus en moins
de 100 jours. Le voyage subséquent du
président Bill Clinton à Kigali, afin de
s’excuser pour sa non-intervention
était malhonnête, trop peu et trop
tard.
L’opportunisme le plus révélateur
de la politique tournoyante de Mme
Power a été son revirement quant à la
question israélo-palestinienne. Avant
d’entrer dans le gouvernement, elle
avait déclaré que les Etats-Unis aurait
besoin de faire des engagements
« mammouth » pour obtenir un Etat
palestinien, « un mouvement qui pour-
rait signifier s’aliéner les juifs améri-
cains », selon le New York Times, un
groupe qu’elle a décrit comme ayant
une « portée politique et financière
énorme. »
Mme Power a, par la suite, présenté
ses excuses pour ses commentaires au
sujet des droits de la personne des
Palestiniens afin de se disculper aux
yeux des lobbyistes israéliens.
Il est lamentable pour n’importe
quel politicien de descendre si bas
pour s’attirer les faveurs des lobby-
istes et un avancement de carrière.
Elle a remporté, en effet, la considéra-
tion de l’ambassadeur d’Israël à
Washington, Michael B. Oren,
Abraham H. Foxman et, directeur
national de l’Anti-Defamation League.
Ce dernier a déclaré : « Elle a muri et
évolué, et j’ai hâte de travailler avec
elle aux Nations Unies. »
L’article du New York Times sug-
gère que par l’abandon de son point de
vue sur les droits des Palestiniens, elle
a ouvert la porte à des votes conforta-
bles au Sénat américain. « Mme Power
a également cultivé les groupes juifs
américain, elle s’est réunie en 2011
avec 40 dirigeants de ces groupes,
envers lesquels elle a exprimé ses
regrets pour certains de ses propos et
s’est défendue en termes émouvants
contre les accusations de parti pris
anti-israélien ».
Si elle a laissé tomber les droits des
Palestiniens, il n’existe aucune
garantie qu’elle ne se soit pas excusée
envers les dirigeants turcs au sujet de
sa position sur le génocide arménien.
On dirait que Mme Power va rem-
porter une victoire facile au cours des
audiences du Sénat des États-Unis et
au mieux, nous enverrons une hyp-
ocrite aux Nations Unies pour
représenter les intérêts américains.
Si nous avions besoin d’une preuve
supplémentaire que la politique et la
morale s’excluent mutuellement, le
cas de Mme Power en est un exemple
flagrant.

Le 18 mai dernier, l’ambassadeur
des Etats-Unis en Arménie, John
Heffern, sa femme Libby Heffern, l’ex-
président du Comité UGAB de
Californie, Haig Messerlian, et la direc-
trice de l’UGAB Arménie, Arpi
Vartanian, ont visité le Centre des
femmes enceintes Hye Geen de
l’UGAB.
Au cours de cette visite de l’ambas-
sadeur chez les Arméniens de la dias-
pora en décembre dernier, Sona
Yacoubian, présidente et fondatrice du
centre Hye Geen de l’UGAB, a invité
les Heffern à une visite des centres
pour femmes enceintes en Arménie et
mieux comprendre les réalités que
vivent les femmes et leurs familles
dans les régions d’Arménie.
Yacoubian a fait remarquer que « le
Comité Hye Geen de l’UGAB se félicite
de l’intérêt et de l’appréciation montré
par l’Ambassadeur et Mme Heffern.
Nous considérons que les centres pour
femmes enceintes en Arménie sont
une priorité. Des nouveau-nés en
bonne santé et des mères instruites
sont essentiels pour assurer l’avenir de
notre patrie. Je remercie également
Haig Messerlian et Arpi Vartanian pour
leur aide dans l’organisation de cette
visite. »
En 2009, le Centre de Talin a été
établi, en remplacement de celui de
Goumri. À ce jour, le centre a reçu
près de 160 femmes et leurs bébés en
bonne santé.

Les femmes arméniennes
autorisées à entrer dans
les écoles militaires
Le Ministère arménien de la Défense a annoncé que, pour la première fois, les
femmes peuvent désormais être des étudiantes dans les écoles militaires du
pays.
Le porte-parole du ministère, Artsrun Hovannisian, a déclaré aux journalistes
le 6 juin que les femmes arméniennes ont le droit de demander à s’inscrire à
l’institut Vazguen Sarkissian et l’institut Maréchal Khanperiants cette année.
Les candidates doivent avoir au moins 18 ans et avoir d’excellentes notes en
physique et mathématiques.
Selon Artsrun Hovannisian, le nouveau règlement fait partie des réformes
générales en cours dans les forces armées d’Arménie.
Ilham Aliev « un jour le drapeau de
l’Azerbaïdjan flottera sur Chouchi,
Aghdam et Stepanakert »
Lors de l’inauguration de la mosquée de la ville de Chamakh (Azerbaïdjan)
après sa rénovation, le président azéri Ilham Aliev a déclaré « un jour nous
rénoverons également la mosquée de Chouchi ».Une déclaration qui vient juste
à quelques jours du 21e anniversaire de la libération de Chouchi (République du
Haut Karabagh) par les forces arméniennes de l’occupation azéries en mai
1992.
« Pour nous les richesses nationales et religieuses sont au-dessus de tout.
Nous rénovons et continuerons à rénover nos monuments historiques et reli-
gieux. Lors des dix dernières années nous avons construit plus de 200 mos-
quées et rénové plus de 80 (...) un jour nous rénoverons la mosquée de
Chouchi, d’Aghdam et les autres qui se trouvent en territoire occupée. Nous
expulserons les occupants des terres azéries et nous ferons flotter le drapeau
de l’Azerbaïdjan sur Chouchi, Khankent (Stepanakert) (...) et afin que ce
jour-là vienne le plus vite possible, nous devons nous renforcer et développer
notre pays » dit le président-dictateur Aliev qui reste malgré ses propos, le plus
grand dilapidateur de la richesse de l’Azerbaïdjan...

To Our Beloved Armenian Faithful:
For more than 1700 years, Armenians have prided themselves in, and
defined themselves by their dedication to their Christian faith and their
commitment to a deeply democratic and civilized value system. Historically,
we have been passionate about our Church and devoted to the tenants of
our Christian doctrine, and have worked tirelessly for generations to pre-
serve our identity and protect out future.
Canadian-Armenians have been no different. We greatly value and pro-
tect both our Church, our Clergy and our Communities. We stand tall as
stewards of democracy, our constitutional right to religious practice and
our inalienable right to free speech. These are, undeniably, what enables
And keeps a civil society.
However, it is with great shock and dismay that we are confronted in
recent days by public behaviours that go beyond and reasonable scope of
civility, legitimacy or legality... what we are now experiencing has become
nothing short of un-Christian behaviour. Verbal and written attacks have
been issued against member of our Clergy, volunteer leaders of the
Diocesan Council and specific members of our Church communities across
the country. The attacks are threatening, mean spirited, antagonistic, ill-
informed, damaging and demoralizing. Additionally pathetic is that the
authors of such slander continue to hide under the cowardly umbrella of
anonymity.
We are appalled, disgusted and condemn these aggressive and slander-
ous tactics and will not allow such bullying and malice to be confused with
free speech. We demand an end to such outlandishness, wickedness and
spite and commit to using every legal means possible to weed out and pros-
ecute the hateful few, and ensure that we protect the good and virtuous
majority of faithful within the Armenian Church of Canada. We cannot
imagine that any Armenian who is true to our Church and our community
would condone or encourage any of these behaviours.
Notwithstanding the legitimate election outcomes following a legal,
transparent and democratic Annual Assembly process, unlawful and
unchristian behaviour will not be tolerated within our Diocese. We are bet-
ter than this! We are stronger than this! We urge all of our membership to
join us in stopping these damaging and destructive attacks.
If any member of the Diocese of the Armenian Church of Canada has
any question, concerns or comments, they should direct them to our atten-
tion specifically and we will respond accordingly.
We are resilient because of our Ancestry, and remain hopefully for a uni-
fied and robust future... for the ties that bind us as Armenians will always be
stronger than that which threatens to divide

“Why is the Badarak so long? Can it
be shortened? Why do we not receive
Holy Communion during Great Lent?
How often should one receive Holy
Communion? Do women have to
cover their heads during Badarak? Can
you arrive late for the Badarak?
These are a few of the provocative
questions that have been answered in
an easy to read, understandable book
covering the many queries have been
asked by countless Armenian church-
goers during the past several decades.
A new book entitled, “Frequently-
Asked QUESTIONS on the Badarak”
(the Divine Liturgy), researched and
written over many years by scholar
and professor, Very Rev. Fr. Daniel
Findikyan, has now seen the light of
day. It is a must-have book for all
interested in understanding the
Armenian Badarak.
On Tuesday evening, May 28, in the
tahlij of the Armenian Diocese
(Eastern), a reception was held to
introduce the book, and the forces
instrumental in its work and publica-
tion. Rev. Fr. Untzag Nalbandian, pas-
tor of the Armenian Church of the
Holy Ascension in Trumbull, CT,
in a thoughtful presentation, explained
the history that led to the book’s publi-
cation which began several years ago.
At the time, the Diocese guided by
the Primate, Archbishop Khajag
Barsamian, was publishing a series of
important educational and liturgical
books. The current book, “Frequently
Asked Questions on the Badarak” was
the logical continuation in the series.
And Fr. Daniel Findikyan was the logi-
cal person to undertake this necessary
and meaningful task. As the Dean of
St. Nersess Armenian Seminary, and a
noted scholar and teacher of liturgical
studies at Notre Dame University and
St. Nersess, he was already involved in
many projects, but nonetheless
agreed. “Week after week, I did not
leave Fr. Daniel alone,” related Fr.
Untzag. “I sent him the questions one
by one, and he answered them one by
one. This was the genesis of this
important and much needed book, a
book not just for Sunday and
Armenian School students, children,
teens, but also for their parents, grand-
parents, and for the leadership of the
church – lay and clergy, Armenians
and non-Armenians alike.”
PLANS FOR ARMENIAN
TRANSLATION AND
ELECTRONIC AVAILABILITY
There are now plans to have the
book translated into Armenian, and
also make it available electronically.
These publications “do not necessarily
fill the pews, but they help our faithful
to understand and appreciate what we
have inherited from our forefathers,”
said Father Untzag, and quoted the
legendary poet Vahan Tekeyan who
wrote, that the “Armenian Church, in
her Chalice, God himself descends, in
front of which comes my entire nation
with bowed heads.”
Calling it a “splendid achievement”,
Archbishop Khajag Barsamian,
Primate of the Armenian Diocese
(Eastern), said the liturgy is “the life of
the church. We must be attentive to
the many questions that people ask
about the rituals or our worship. Left
unanswered, those questions can be
an obstacle to worship.” Paying trib-
ute to this monumental work, the
Primate called Fr. Daniel “an authority
on our liturgy and a masterful teacher
who speaks in an accessible way
about these common concerns. The
book is not only accessible, but also
easy to handle and a joy to read, an
invitation to enter into dialogue about
our beautiful worship traditions, and

ISTANBUL — The collection of
essays presented at the conference
“Social and Economic History of
Diyarbakir and Region,” held in
Diyarbakir November 2011, has now
been published in Turkish by the
Hrant Dink Foundation Press.
The book includes 24 essays on the
region by researchers abroad and in
Turkey. The press says it hopes the
collection will contribute to political
discourse on the topic of the peace
process in Turkey.
“Memory is returning to these
lands. It is coming from a far, from the
period of nation-building, which is
[more than] a century away. Surely,
what has been deemed fit by the state
for the inhabitants of these lands dur-
ing the process of nation-building,
what the inhabitants deemed fit for
each other, the suffering, the collec-
tive violence, every malign recollec-
tion that has been forgotten or worse,
made to forget, is returning now,” said
Cengiz Aktar, professor of political
science at Istanbul’s Bahcesehir
University.

The idea of “engaging our people in
conversation has been a hallmark of
the ministry of Fr. Daniel Findikyan,”
the Primate continued. “He is among
the handful of people in the world who
can be called an expert on Christian
liturgy. His generosity of heart led him
to become a teacher. And he is one of
the most widely read and influential
teachers in the present generation of
the Armenian Church. Most impor-
tantly, through his teaching and writ-
ing, his long service as Dean of St.
Nersess Seminary, and above all by his
personal spiritual conviction, Hayr
Soorp has influenced countless young
souls, inspiring them to love their
ancestral Armenian Church.”
In his message, Fr. Daniel pointed
out that the question and answer for-
mat of theological literature was
developed during the Middle Ages in
Europe, and also in Armenia. “This
is the first question and answer book
that focuses on the Badarak,” he
revealed. The question and answer
style is “very practical, cutting to the
heart of issues, and has immediate rel-
evance. The goal is not to just under-
stand the Badarak, but create an
immediate, personal knowledge of
Jesus Christ, and make it an ongoing
process in our lives. In the process of
writing, I also learned,” he related, and
expressed special thanks to Diocesan
staff members Chris Zakian for the lay-
out, and Artur Petrosyan for the cover
design.
Giving the closing prayer,
Archbishop Yeghishe Gizirian congrat-
ulated Fr. Daniel, and thanked the
Primate, Fr. Untzag, and the many
priests and lay people in attendance
for their interest and support.
The Very Rev. Fr. (Michael) Daniel
Findikyan, a native of Fort Worth,
Texas, is Professor of Liturgical
Studies at St. Nersess Armenian
Seminary, and Director of the
Diocese’s Krikor and Clara Zohrab
Information Center in New York. He
also serves as Visiting Professor of
Theology at the University of Notre
Dame in South Bend, Indiana. A
noted lecturer throughout the United
States, as well as in Armenia, Greece,
Italy, Lebanon, Sweden, Slovakia and
Russia, he is the author of dozens of
scholarly publications in the last fif-
teen years. Fr. Daniel received his
doctorate in Liturgical Studies from
the Pontifical Oriental Institute in
Rome, and also earned a Master’s
degree in musicology from the City
University in NY. As the former long-
time Dean of St. Nersess Armenian
Seminary in New Rochelle, NY, he has
inspired countless students to pursue
their goal of becoming priests.

The Armenian Soccer Team upset Denmark Tuesday 4-0 in a World Cup quali-
fying game, with experts predicting that Denmark’s hopes for reaching the 2014
World Cup all but faded.
Armenia striker Yura Movsisyan opened the scoring within 30 seconds of the
kickoff after Denmark’s Simon Kjaer accidentally passed the ball to him.
Aras Ozbiliz made it 2-0 in the 19th minute, sending his shot past goalkeeper
Stephan Andersen after a mistake by an increasingly error-prone Denmark
defense.
Movsisyan added a third in the 59th minute, prompting fans to start leaving
the Parken stadium, and Henrikh Mkhitaryan scored in the 81st minute.
Denmark lies fifth in the six-team Group B with six points from as many
games. Group leader Italy has 12 points, Bulgaria 10, Czech Republic nine and
Armenia six.
French City twinned with Martuni
PARIS — The foreign minister of Nagorno-Karabagh (Artsakh), Karen
Mirzoyan, met with France’s Armenian community representatives during his
visit to the country. A working meeting with the members of the Coordination
Council of Armenian Organizations was also on the Mirzoyan’s agenda. A recep-
tion at Marseilles mayor’s office was organized in honor of the Artsakh official,
with Mirzoyan praising the current relations between the French city and NKR
and expressing hope for their further development. Also, an agreement was
signed, naming Les Pennes-Mirabeau and Martuni as sister cities.

toward the construction of the
Vartenis (Armenia)-Martakert
(Karabakh) highway.
It will take just three hours to drive
from Yerevan to Stepenakert, the capi-
tal of the Nagorno-Karabakh Republic,
through this highway.
According to Ara Vardanyan, execu-
tive director of the Fund, the estimat-
ed cost of the project is nearly $30 mil-
lion.
“Such decision was made based
upon some strategic purposes, and
development of Armenia’s Martuni
region,” Vardanyan told reporters at
conclusion of the meeting of
“Armenia” Fund’s Board of Trustees
on TMay 30th. He said most of the
work has already been carried out.
The Fund will just inject money into
paving and landscaping the 114-km
long highway. The new highway will
also contribute to the advancement of
the tourism sector, Vardanyan said.
The project will be launched in
January 2014 following the fundraising
at the European Phonethon, the
Thanksgiving Telethon and charity
dinners in different countries.
Last year, the traditional telethon in
Los Angeles raised over 21.4 million
dollars in donations which were
invested in constructing community
centers in the rural regions of
Karabakh, agricultural program devel-
opment in Tavush region of Armenia,
and assistance to the Syrian
Armenians.
Russia, U.S., French leaders
issues joint statement on
Nagorno-Karabakh
U.S., the Russia and France, the three countries co-chairing the OSCE Minsk
Group, which is engaged in finding a solution to the Nagorno-Karabakh conflict,
expressed their deep regret at the fact that the parties to the conflict were
unable to find a solution to the conflict during their talks.
“We express our deep regret at the fact that instead of trying to find a solu-
tion to the conflict based on mutual interests, the parties continued to seek uni-
lateral advantages,” says a joint statement on the Nagorno-Karabakh conflict by
the presidents of the three countries - Vladimir Putin, Barack Obama and
Francois Hollande, RIA Novosti reports.
“We are confident that further delay in reaching a balanced framework agree-
ment leading to a comprehensive peace settlement is unacceptable and urge the
leaders of Armenia and Azerbaijan to focus with renewed energy on the issues
that are still open,” the statement says.
The leaders of Russia, the U.S. and France have expressed confidence that
their statements on this issue made in the last four years should become the
foundation of a just and lasting settlement of the Nagorno-Karabakh conflict.”
According to leaders of the three countries, “these provisions need to be con-
sidered as a whole, since an attempt to give preference to any of them excludes
the possibility of adopting a balanced solution.”
“We strongly urge the leaders of all the parties to reaffirm their commitment
to the Helsinki Principles, in particular, the principles of non-use of force or
threat of force, territorial integrity, equality and the right of peoples to self-
determination,” the joint statement says.
