UE : Visas plus faciles
pour l’Arménie
L’Arménie a déjà annoncé avoir
supprimé les visas de court séjour
pour les ressortissants des 27 pays de
l’nion Européenne, afin de favoriser le
développement du tourisme dans la
république. Les ressortissants de l’UE
sont désormais dispensés de visa si
leur séjour en Arménie ne dépasse pas
180 jours, a déclaré le porte-parole du
ministère arménien des Affaires
étrangères, Tigran Balian.
« La suppression des visas favorise
les activités commerciales
européennes et celles du tourisme en
Arménie », a ajouté M. Balian. Outre
les 27 Etats de l’UE, cette décision unilatérale s’applique aussi aux quatre
pays de l’espace Schengen qui ne font
pas partie de l’UE: l’Islande, le
Liechtenstein, le Norvège et la Suisse,
a-t-il précisé.
Par ailleurs, le nouvel accord UEArménie vise une facilitation des visas
et prévoit des procédures plus rapides
(10 jours pour rendre une décision, 2
jours maximum pour les cas urgents),
moins chères (35 euros pour le traitement de la demande de visa), moins
bureaucratiques (documents simplifiés
mis en place pour justifier l’objet du
voyage pour des catégories de personnes telles que des parents proches, des
membres de délégations officielles, les
étudiants, hommes d’affaires ou scien-
tifiques) et enfin des procédures
prévoyant des conditions simplifiées
pour les visas à entrées multiples. Edit
Bauer affirme que la République
d’Arménie satisfait les conditions
quant à un tel accord.
Quant à ce qui concerne les dispositions relatives à la réadmission, dès
1999 un accord entre la République
d’Arménie et l’UE prévoyait en son
article 72 un ensemble d’éléments portant sur l’immigration illégale. Il s’agissait de « coopérer pour prévenir et
contrôler l’immigration illégale, réadmettre chacun de leurs ressortissants
qui seraient présents illégalement sur
le territoire de l’autre partie ». Dans la
même lignée, le 19 avril 2013 a été
signé l’accord de réadmission entre
l’UE et la République d’Arménie. Son
apport consiste en une pleine
réciprocité des procédures rapides et
efficaces d’identification et de rapatriement en toute sécurité et en bon
ordre des personnes en séjour irrégulier.
L’UE a déjà conclu des accords de
facilitation des visas avec neuf pays
non membres de l’UE. Une telle
entente existe jusqu’à présent seulement avec la Géorgie, mais les négociations avec l’Azerbaïdjan sont déjà en
cours.
La première dame d’Arménie
prête sa voix à Aragil
Le fonds Aragil, qui vient en aide aux familles aux prises avec l’infertilité,
va maintenant présenter ses activités avec une nouvelle chanson promotionnelle.
La prière en chanson de la première dame Rita Sargissian, a été choisie
comme hymne.
Lors d’une conférence dédiée à la médecine de reproduction, Rita Sargissian
a déclaré : « J’espère que ce chant aura un effet cigogne qui amènera les enfants
à des familles. » Karine Pokhunts, gynécologue, a noté l’augmentation des couples infertiles en Arménie.
Selon elle, 9 000 couples en Arménie ont besoin d’aide. L’Association arménienne de médecine de la reproduction a fondé Aragil dans le but de financer ces
procédures coûteuses.

Dans le contexte des bains de sang
qui font rage en Syrie et en Irak, le battement de tambour d’une nouvelle
menace de guerre était de trop pour la
communauté internationale. Un vote
unanime du Conseil de sécurité des
Nations Unies, le 27 septembre
dernier, est arrivé juste à temps tel un
soupir de soulagement dans un monde
las de la guerre.
Le vote des Nations Unies a été
l’œuvre d’un commandement responsable sur tous les fronts voulant éviter
un autre désastre au Moyen-Orient.
Tous les participants, à l’Est comme à
l’Ouest, pourront jouir des dividendes
qu’amènera la paix grâce à ce vote historique. L’Arménie étant à proximité
de cette région, elle sera également
l’une des bénéficiaires de ce nouveau
schéma.
Ce qui est connu comme étant le
printemps arabe est en fait un processus sinistre de démantèlement des
pays stables et prospères du MoyenOrient afin d’éliminer toutes les menaces réelles et présumées contre
Israël.
L’Irak et la Libye ont été détruits
sous les faux prétextes d’y instaurer la
démocratie. Les conséquences de ces
débâcles sont trop évidentes pour en
tirer les bonnes conclusions.
Durant l’administration Bush-Cheney,
friands de gâchette, le Premier ministre israélien Benjamin Netanyahu
n’avait pas besoin de trop tordre le
bras de Washington pour attirer les
Etats-Unis dans de désastreuses aventures.
Après avoir gaspillé 3 trillons de
dollars dans la guerre, sacrifié 4 500
braves de l’armée américaine, et
mutilés et blessés 50 000 soldats, le
président Obama s’est immobilisé un
instant avant d’engager les Etats-Unis
dans une autre guerre.
Contrairement aux communiqués
confectionnés par les médias, la guerre
en Syrie est loin d’être une guerre
civile, puisque des mercenaires
étrangers se sont engagés à établir un
autre Etat islamiste au Moyen-Orient.
Les États-Unis et l’Occident avaient
contribué à cet objectif par inadvertance en aidant des mercenaires intégristes.
L’effusion de sang qui afflige déjà la
région et la perspective d’un autre
régime d’Al-Qaïda ont dégrisé tous les
hommes d’Etat afin qu’ils trouvent une
solution diplomatique à un problème
créé artificiellement.
Bien que le président Obama ait été élu
sur la prémisse et la promesse de
ramener la paix dans le monde, il a été
poussé à menacer d’attaquer la Syrie
avec des missiles Tomahawk.
Le débat sur le budget et autres
préoccupations nationales ont forcé la
Maison Blanche à tendre la main afin
de recueillir des votes et des légistes
bellicistes comme John McCain ont
augmenté le prix de ce soutien en
entrant illégalement sur le territoire
syrien, en y plaçant des mercenaires,
afin de trier le bon grain de l’ivraie terroriste.
Ainsi Obama a tracé une ligne rouge
hypothétique dans le sable, faisant de
l’usage d’armes chimiques son casus
belli. Cette réserve a été l’occasion
pour le prince saoudien Bandar Bin
Sultan, maître de l’intrigue internationale, le Premier ministre Recep
Tayyip Erdogan de Turquie et l’intelligence israélienne de mettre en scène,
le 21 août, une attaque aux armes
chimiques afin de justifier des représailles américaines. Il a fallu la diplomatie créatrice du secrétaire d’Etat
américain John Kerry et celle du ministre russe des Affaires étrangères
Sergueï Lavrov pour élaborer un consensus devant les Nations Unies et
sauver la journée.
La résolution des Nations Unies
demande le démantèlement de toutes
les armes chimiques de Syrie sous le
contrôle de ses experts. La résolution
ne blâme aucun parti pour les incidents du 21 août, ce qui signifie que les
solides preuves russes ainsi que celles
de l’Occident se recouvrent. La résolution n’active pas automatiquement
l’article 7 de la Charte des Nations
Unies, qui appelle à une action militaire en cas de non-conformité.
Ces deux cas sont considérés
comme des victoires pour les qualités
diplomatiques de Lavrov, tout en permettant au président Obama, guerrier
réticent, de sauver la face.
La 68e Assemblée générale des
Nations Unies a permis une autre percée lors de la conversation téléphonique de 15 minutes d’Obama avec
le président nouvellement élu d’Iran
Hassan Rouhani. Le bras de fer entre
les Etats-Unis et l’Iran sur les ambitions nucléaires de ce dernier, a été
considérablement assoupli. L’Iran
cherche, en échange d’un règlement
négocié sur la question, la levée des
sanctions internationales qui ont
paralysé son économie.
L’Iran étant le premier partenaire
commercial de l’Arménie, l’Occident
désapprouve ses relations, tandis que
le Pakistan, un ardent allié américain
met en doute les sanctions qui entrent
dans un accord énergétique avec
Téhéran. Non seulement l’Arménie
respirera plus facilement dans son
commerce avec l’Iran, mais un risque
de guerre à ses frontières sera évité.
Par conséquent, il n’est pas surprenant
que le ministre des Affaires étrangères
d’Arménie, Edouard Nalbandian, ait
salué la percée et félicité son homologue iranien Mohammed Javad Zarif
pour la reprise des négociations G5+1.
Tous les représentants des membres
du Conseil de sécurité des Nations
Unies ont abondamment salué les
efforts diplomatiques de Kerry et
Lavrov pour faire des perspectives de
paix la réelle question.
Kerry a remercié Lavrov pour
avoir relevé le défi de l’élimination

La cathédrale arménienne Gars sur la
liste du Fonds mondial du patrimoine
L’Arménie et la Grèce veulent
poursuivre leur coopération militaire
Le Fonds mondial du patrimoine a
inclus la cathédrale arménienne du 7e
siècle de Mren, situé dans la région de
Gars, en Turquie, sur la liste des monuments qui ont besoin d’être préservé.
Depuis 1996, le Fonds mondial du
patrimoine publie chaque année une
liste des monuments du monde, qui
ont besoin d’être préservé. La liste
comprend 67 monuments de 41 pays.
Située sur un haut plateau, la cathédrale de Mren s’élève sur le paysage
entouré de fondations en ruine d’un
ancien village. La cathédrale a été construite sous le règne d’Héraclius, en
638 et est associée au prince
d’Arménie et de Syrie, Dawit’
Saharouni. Construite durant les guerres byzantines et perses au début de la
conquête arabe, la cathédrale
représente un moment de création et
de collaboration pendant une période
de destructions importantes. Mren est
représentative des églises construites
en Arménie médiévale et en Géorgie.
C’est la plus grande basilique à
coupole préservée du septième siècle,
construite en maçonnerie de moellons
et décoré avec des fresques intérieures
et un toit de tuiles de céramique. Au fil
des siècles, la cathédrale a changé de

Erévan réagit à la déclaration turque
sur la normalisation des relations

étrangères Ahmet Davutoglu en visite
en Suisse sur les perspectives de normalisation des relations avec
l’Arménie.
Ahmet Davutoglu avait déclaré que
la partie turque souhaitait proposer de
nouvelles idées créatives visant à la
normalisation des relations arménoturques. Il a également dit que la
Turquie attachait une importance particulière à la normalisation de ces relations, mais a ajouté qu’elle serait possible
seulement après la « libération des territoires azerbaïdjanais ».
Tigran Balayan a répondu en ces termes : « Quatre années se sont écoulées
depuis la signature des protocoles et pendant cette période, nous avons entendu
la même rengaine du côté turc sur quelques idées créatives. Il ne s’agit de rien
d’autre que de la poursuite des efforts visant à cacher l’échec de la Turquie dans
le processus de ratification et de mise en œuvre des protocoles sans conditions
préalables, ce qui étaient attendus par la communauté internationale ».

Castro a rechigné à l’idée de nouvelles concessions, soit la suppression
des Il-28 bombardiers et les armes
nucléaires tactiques encore à Cuba.
Mais après plusieurs semaines exténuantes de négociations tendues, il a
finalement cédé et les missiles et les
bombardiers ont été retirés en décembre de la même année. »
Le même article de Wikipedia dit à
propos de Lavrov : « Lavrov est né à
Moscou le 21 mars 1950 d’un père
arménien de Tbilissi et d’une mère
russe de Géorgie. » Il s’avère que deux
Arméniens apparaissent comme des
artisans de la paix à l’aube d’une crise
internationale.
Le monde va bénéficier des compétences de ces deux diplomates. Dans
le cas du vote des Nations Unies, la
perspective d’une seconde Conférence
de Genève devient réalité. Il y a,
actuellement, plus de 10 000
Arméniens de Syrie vivant en Arménie,
espérant revenir à la prospérité, une
fois le retour du pays à la normale.
Très peu de gens ont compris, et
réalisent dans ce cas, que le génie
diplomatique de deux Arméniens a
servi à sauver le monde d’une catastrophe.
D’autre part, il faut réaliser que les
Arméniens excellent lorsqu’ils sont au
service de puissances étrangères.
Pourtant, à ce stade, la perspective de
la paix est le facteur qui permettra au
monde de profiter d’un soupir de
soulagement.

Turkey revamps its image

Serving as a geopolitical bridge of
NATO structure between Europe and
the Middle East, Turkey improved its
economy and international image to a
point where Ottomanist ambitions
were resurrected once more. The duo
of Premier Recep Tayyip Erdogan and
Foreign Minister Ahmet Davutoglu
were credited with Turkey’s high-flying position.
As a scholar-diplomat, Foreign
Minister Davutoglu had begun to nurture and nostalgically portray the
Ottoman Empire, when subject nations lived “in harmony” and “brotherly love,” the Armenian Genocide
and the bloodbaths from the Balkans
to North Africa notwithstanding.
Fueled by the dynamics of a booming economy and the hegemony
forged with Israel in the Middle East,
Ankara entertained visions of reshaping the region in a configuration
matching its dreams.
Davutoglu proudly proclaimed
Turkey’s new policy of zero problems
with neighbors, which basically
meant to force down Ankara’s policies on its neighbors, under the
umbrella of NATO powers.
At this time, Mr. Erdogan’s “mildly” Islamist party, in power for the
last decade, had to put the brakes on
its domestic and foreign policy ambitions because it realized that it was
biting more than it could chew.
Despite the dramatic achievements
in its economy, its domestic policies
hit some snags as revealed by the
Gezi Park demonstrations. Erdogan
was smart enough to diffuse another
potential problem — the Kurdish
issue — which could bring down his
rule, if it had combined with the
social unrest sparked by an environmental issue and conflagrated
throughout the country. Generally the
Kurds abstained from any action,
waiting for the outcome of the
Erdogan administration’s negotiations
with the jailed leader of the Kurdish
Workers’ Party (PKK), Abdullah
Oçalan.
Erdogan’s personal ambitions and
the ambitions of his country are under
a severe test at this moment; personally he is gearing up for the upcoming
presidential elections, during which
he would like to replace his erstwhile
ally, President Abdullah Gul.
He has proclaimed his reform
package with the visible intent of
building domestic coalitions for a successful presidential bid.
His “zero problem” foreign policy
is in complete tatters, because Ankara
overextended itself to meddle in
every neighbor’s internal problems,
which backfired.
On September 30, Erdogan
announced his package of reforms,
which were met with general discontent. The package does not go enough
to satisfy Kurdish aspiration. The
Kurds began their 30-year struggle for
complete independence, which meant
the partition of Turkey. Oçalan realized that the great powers would not
allow the territorial disintegration of
an ally and he toned down his
rhetoric to settle for cultural selfdetermination, which meant in the
first place, the use of the Kurdish language. Erdogan’s package gives only
lip service to that demand. It allows
for the instruction of the Kurdish language only in private schools, which
very few Kurds can afford. The terror
laws, which cost the lives of 40,000
Kurds, are still in place and Erdogan
promises to dismantle them as he
plans to draft and adopt a new constitution. The new constitution will also
lower the bar, allowing Kurdish representatives to be elected to the parliament.
The Kurds are dissatisfied and they
have been grumbling about the withdrawal of armed guerillas from
Turkish territory, the only guarantee
to force the government to make concessions.
Turkey boasts a population of 75
million, of which 20 million are
Kurds. Another 20 million are Alevis,
whose religious rights have been completely trampled. Alevi ethnic pride
has been mostly awakened by neighboring Syria, where the Alevi rulers
are battling for their survival.
Erdogan’s Sunni-dominated administration has ignored Alevi aspirations,
planting a time bomb under his
reform package. While the Syriac
Church has been promised the return
of some shrines, the Heybeli Island
Greek seminary remains closed and it
is contingent upon some reciprocity
with Greece. Turkey insists on opening two mosques in Athens to consider the opening of the seminary.
The Ecumenical patriarch of the
Greek Orthodox Church
Bartholomew is the spiritual head of
300 million adherents, yet Turkey
refuses to recognize his title. If the
seminary remains shut, no young
seminarians will be educated to
replace aging priests or the patriarch
himself.
The same applies to the Armenian
seminary as the Turks have set up a
trap; no foreign-born clergy can be
elected Greek or Armenian patriarch.
And if their respective seminaries are
closed, they are doomed to extinction.
Turkey’s foreign policy is under
intense scrutiny as most of its promises and premises have failed; Turkey
was in hegemonic alliance with Israel
which afforded Ankara Western pow-
YEREVAN (Arka) — By a vote of 102, Armenia’s parliament endorsed
president Serzh Sarkisian’s proposal to grant amnesty to a large portion of the
country’s prisoners, in what the president attributes to be in honor of the 22nd
anniversary of Armenia’s independence. No lawmaker voted against or
abstained from voting.
The amnesty applies to persons who were convicted of crimes before
September 1, 2013, excluding those convicted of serious crimes such as murder
or rape. Persons convicted for a maximum period of three years, persons given
probation sentences, or persons whose jail term was postponed will be freed
from serving their terms.
The amnesty also applies to persons convicted for a term of up to 3 years,
who were awarded first degree disability, persons older than 60 years, those
aged under 18, those who have no other criminal record, pregnant women and
women with children under the age of 3 years, WWII veterans, and veterans of
the Karabakh war. The amnesty will apply to some 1,200 prisoners out of a
total of approximately 4,600 in the country’s prisons.
The amnesty will not apply to persons who committed serious crimes, willfully violated the prison regime, committed a second offense in a penitentiary
institution, or those who are on the wanted list. Armenia has declared a total of
nine such amnesties since independence from the Soviet Union.
Amnesty International: Azerbaijan in
downward spiral of oppression
BAKU — Harassment, intimidation, ill-treatment, arbitrary arrests,
fabricated charges and unfair trials
are all part of the arsenal the
Azerbaijani authorities are employing
in a downward spiral of oppression in
the run up to the October 9, 2013,
presidential elections, said Amnesty
International.
“With new arrests of civil society
activists reported almost daily, it’s
hard to keep up with the sheer number and the speed at which dissenters
are being persecuted at the moment,”
said John Dalhuisen, Amnesty
International’s Europe and Central
Asia Director.
“We have already adopted no
fewer than 14 people as prisoners of
conscience. These people are currently
behind bars solely for expressing their
views or taking peaceful action.”
The report documents how the
activities of non-governmental organizations (NGOs), the media, critical
and pro-democracy groups, and
opposition parties have come under
attack.
“Azerbaijan should put an end to
the harassment and suppression of
civil society and independent media.
The international community must do
everything in its power to ensure that
the government of Azerbaijan fully
respects and adheres to its obligations
under international law,” said

Armenian Church in Turkish
Province Turned into Cattle Shed
A historic Armenian church in the village of Germus, south-eastern Turkey’s
Sanlıurfa Province was turned into a cattle shed, hyetert.com said.
The church was reconstructed by Armenians 10 years ago, however, 3 years
ago, instead of becoming a tourist destination, the church was turned into a cattle shed, according to urfadabugun.com.
A 3-language sign installed at the entrance of the church tells the story of the
building, yet the place is far from being a tourist zone.
The village of Germu was a home to a number of Armenians before 1915. Yet
modern villagers never stopped excavating the land in search of treasures
allegedly hidden underground.
Turkish writer receives Armenian medal
YEREVAN — Acclaimed Turkish
writer Yasar Kemal has received
Armenia’s Grigor Narekatsi Medal,
which is awarded by the Armenian
Ministry of Culture, the Hurriyet Daily
News reports.
Kemal was awarded the medal for
his successes and contributions to literature, in addition to his works, which
have helped preserve Armenian cultural heritage.
“We are here to show our appreciation to Kemal for his contributions to protecting important Armenian architectural sites such as Akhtamar Church [in
Lake Van],” said Culture Ministry representative Seyranuhi Geghamyan during a
visit to Kemal’s home to present him with the award.
“On these lands people have gone through pain. The most sacred effort is to
fight against hostility,” Kemal said, adding that Grigor Narekatsi was a poet that
he esteemed greatly and that he was honored to receive the medal.
The Armenian representatives also gave Kemal an Armenian translation of

World Bank: Armenia’s Entrepreneurial
Activity Highest in Caucasus
YEREVAN (ArmRadio) — Armenia has by far the highest level of entrepreneurial activity among the countries of the Caucasus, according to the
new World Bank report, “Fostering Entrepreneurship in Armenia.”
Armenia’s entrepreneurial culture is built largely on the very strong math
and science foundation established during the Soviet era. However, it still
needs to tackle bottlenecks to business growth and entrepreneurship, the
report notes.
The findings of the study, which are based on an Entrepreneurship survey
conducted in 2012,were discussed during a one-day seminar, organized by
the World Bank with participation from government agencies, representatives from higher education, and business enterprises and associations.
One of the peculiarities of entrepreneurship in Armenia noted in the
report was the unusually high educational attainment level, with 75 percent
of firm founders having a postgraduate or doctoral degree. The seminar has
helped initiate discussion around the report’s recommendations to outline
possible, suitable policy options for comprehensive reform in this area, with
an increased role by the government and the private sector in supporting
innovation and knowledge-led growth and job creation.
ICRC continues confidential
dialogue with Armenian and
Azerbaijani authorities
The delegations of the International
Committee of the Red Cross (ICRC) in
Armenia and Azerbaijan continue confidential dialogue with the authorities
of two states in connection with the
border incident.
“The confidential dialogue continues. The sides have displayed constructive approach,” head of communication program of the Yerevan office
Zara Amatuni told.
The incident on border between
Armenia and Azerbaijan occurred on
October 6. According to Azerbaijani
media, three citizens of Azerbaijan
tripped a mine. One of the injured was
hospitalized. The 30-year-old Hagani
Megeramov was not affected. The
whereabouts of 40-year-old Ali Aliyev
are unknown. He is supposedly in the
neutral zone. Azerbaijani media said
they are shepherds.
Most likely, the confidential dialogue is related to evacuation of the
body which is in the neutral zone.
IT giant Oracle to develop
software in Armenia
YEREVAN (Arka) — The world's largest software developer, Oracle
Corporation, plans to open a “center of excellence” in Armenia, senior vice
president of the company, Alain Blanc, said Friday at a news conference in
Yerevan. The company will implement educational programs and will expand
a range of services for the government.
Blanc said representatives of the company visited a number of Armenian
universities and IT companies, and were impressed by the skills of Armenian
students and professionals.
Headquartered in California, Oracle is the world's largest developer of software for corporate clients and a major provider of server hardware and accompanying services.
Oracle's Senior Vice President Blanc expressed confidence that the American
company's entry to the market will be successful, stimulating, hopefully, various innovative programs.
“We have registered a 15 to 20 percent growth in the field and we are confident that this bilateral cooperation will give new impetus to the further development of the IT sphere in our country,”said Armenian Prime Minister Tigran

Turkey is dependent on Azeri,

strikes a deal with Turkey’s archenemy, Cyprus, it has to restore relations with the Jewish state to get a
piece of the pie and deny Cyprus a
boost to its economy.
Ankara has also extended all the
way to Beijing negotiatiating over air
defense systems to the chagrin of
NATO. Two years ago Erdogan had
accused the Chinese government of
Genocide in relation to an incident
with the Uyghur minority.
Now it is extending its hand for a
military deal.
The ill-fated protocols with
Armenia remain frozen and there is
no hope of reviving them, although a
former Turkish ambassador to the US
has commented that Ankara needs to
restore its relations with Armenia to
enhance its international image.
Thus far, Erdogan’s magic has
worked domestically and internationally. He has to prove his political mettle in the present challenges.
