ANALYSIS OF MGNREGP IN TAMIL NADU (2011-12 TO 2018-19)IAEME Publication
The MGNREGP is an important strategy in the current economic context of global economic crisis and national economic slowdown, where raising aggregate demand is a major task for the government. Fiscal policy that provides more wage income directly to unskilled workers in the rural areas is likely to be much more effective in increasing aggregate incomes than other forms of public spending. Simultaneously, the manual work provided by the act creates sustainable assets that promote the economic and infrastructure development of the village. The main objective of the study is to analyse the various aspects of MGNEGP in Tamil Nadu, like job cards applied and issued, households and persons work demanded and allotted, percentage of caste-wise job cards issued, labour expenditure per household and person, and percentage of labour expenditure to material expenditure.
Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is notified on
September, 2005 and implemented all over the country in three phases. The major criticism of MGNREGA is
that it is making agriculture less profitable, landless laborers are lazy to work on farms. The present paper
looks into 1) the employment generated by MGNREGA, 2) categories of person’s secured employment, 3) assets
generated by the programme, 4) expenditure incurred under the programme and 5) the growth in wage rates
and growth in productivity of agriculture. The present study relies on secondary sources for information to
analyze and infer conclusions. The study collects data for the period 2009- 10 to 201-14 from the MGNREGA
website .The present study looks at the problem in a holistic way to arrive at right conclusions. MGNREGA is
important not only to overcome the rural distress but also to improve human resources in rural areas. There is
need to rise aggregate demand, which is possible through rising income levels of the people. The programme
got potential to meet inclusive growth.

The jobs created under the Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA helped people sustain in Jharkhand during 2020 21 and also expected to do the same even this year. This was revealed in a report on the performances of the job scheme released by an independent organisation, Lib Tech India, late last week. “We have just complied the data as available in the public domain to arrive at the conclusion,” said Lavanya Tamang of the organisation, adding they considered several indicators such as work and employment and payment issues. This job scheme helped scores of migrant workers who returned to their homes in Jharkhand following lockdown last year sustain lives and livelihoods, the report said, adding “over 14 lakh new job cards were issued in the state during 2020 21 that recorded a 75 per cent increase over the number of the previous year 2019 20 ”. Results Depicted mean post test score 25.37 is higher than mean pre test score of 17.97. The actual gain knowledge score is 7.4 and post test SD =3.243 is more than pre test SD=3.102 and computed paired t test 23.29 p= 2.18 at the level of 0.05. Thus data showed higher than the tabled value t test = 2.18 at the level of 0.05 thus indicated significant difference and effectiveness of Structured Teaching Program. Conclusion The study concluded that effectiveness of Structured Teaching Program, in increasing the knowledge of adults regarding Mahatma Gandhi National. The Mahatma Gandhi National Rural Employment
Guarantee Act (MGNREGA) is an Indian law that aims to

15. Factor for Low Performance of
MGNREGA in INDIA
Delay in Payments – inadequate staff, irregular flow of
funds. States have failed to disburse wages within 15 days
as mandated by MGNREGA. In addition, workers are not
compensated for a delay in payment of wages.
Lack of awareness – lack of awareness about rights &
entitlements and inability to submit written applications
Poor states have higher demand for work but a lesser
capacity to implement MGNREGA effectively because of
institutional factors and end up with greater unmet demand
for work.
Insufficient involvement of PRI1s. a large amount of
funds allocated for MGNREGA have remained
underutilised due to involvement of PRIs

16. Reason for Good Performance of
MNREGA IN Rajasthan, A.P AND T.N
Self-Help Groups and Civil Society Organisations
encouraging women, SC and ST participation in
MGNREGA.
Civil Society organisations, NGOs, Political
representatives, Civil Servants and Workers of Rajasthan
and Andhra Pradesh collectively organise social audits to
prevent mass corruption under the MGNREGA.
In these states, three-tier PRI played a important role for
implementation of MGNREGA .
These states have successfully employed computerization
and e-governance mechanisms which helps widespread
reach. For example, funds are being transferred
electronically .

In Rajasthan , The MGNREGA permits wage
payments on daily rate as well as on piece rate.
Existence of Peer Monitoring system and Mate
Monitoring system helps in better supervision by the
authorities.
MGNREGA has reduced traditional gender wage
discrimination.
In the Worksites there are facilities of rest room,
crèche facilities for the workers babies, safe water and
FIRST AID KIT.

18. Cause For Bad Performance of
MGNREGA in Gujarat and
Jharkhand
Misfit: A competitive local labour market, with several
employment opportunities outside MGNREGA also
offers limited scope for MGNREGA to influence the
labour market. WMNREGA<wLOCAL.
Potentially Significant Impact: wage payment delays
prompted villagers to seek employment outside
MGNREGA since they depended heavily on wage
payments made weekly.
In Jharkhand, insufficient involvement of PRIs(First
election was conducted in Nov 2010).
State government do not take necessary steps to
implement the policies suggested by the central
Government.

19. Suggestions
• The MGNREGA should be linked with other
developmental programmes like Drought Prone Area
Programme, National Horticulture Mission etc.
• To ensure greater dissemination of information and
participation of rural people at every stage of MGNREGA,
form planning and execution, the role of Civil Society
Organisations should be emphasized.
Opening of Help Centres in all blocks which will create
awareness on basic entitlements, processes and procedures
for accessing entitlements under MGNREGA.
The focus of the programme has been on grassroots
mobilisation for securing the rights of MGNREGA
workers.

20. CONCLUSION:
Performance of MGNREGA in a particular state can be
expected to depend on the quality of governance.
The training of mates has certainly helped to protect the
entitlements of labourers - in the sense of provision of
mandatory worksite facilities, as well as protecting them
from corrupt practices.
Frequent meetings, high participation at the Gram
Sabhas(GS) convened for planning MGNREGA works
further increase the implementation of the Scheme at the
village level in many places.
In Industrial states people are not motivated to work under
the MGNREGA due to less wage rate.
