The document proposes leveraging existing government schemes and educational institutions to boost agricultural productivity in India. It suggests implementing MNREGA such that labor is employed in agriculture under a larger government plan. Universities would provide expertise to efficiently manage MNREGA workers and conduct research to improve yields. Skills training through NGOs could reduce disguised unemployment and increase meaningful employment. Interlinking schemes in a coordinated effort could holistically address issues like unemployment, malnutrition and low productivity. Challenges include unskilled labor that requires training and strong administrative will to implement large-scale projects. Proposed solutions involve universities developing skills and regular audits of capacity to deliver training.
India has predominantly been an agrarian economy which provides a livelihood to 58% of the population in 2019 as per data collected by government agencies.

In many countries of the world, technology plays a leading role in the transformation of businesses. This study adopts a survey of literature in agriculture sector and gives certain recommendations which are evolved after descriptive analysis of literature. After systematic review of literature in Chinese, Pakistani and Nigerian context, our paper describes that agricultural policy and agricultural funding are connected to many problems in agriculture field and needs social and strategic steps to be taken particularly in Nigeria. The way observed by the study includes increased budgetary allocation for agriculture, adding a line of technological development, and expansion to social responsiveness in Agricultural Motor Mechanics and Tractors Operators Training Centres (AMMOTRAC). Our study has theoretical implications in social, technology and business research and has practical implication regarding liaison and funding cooperation among the Research and Development (R&D) Agencies.

On both a pilot and large-scale basis, Bangladesh has pioneered much of the safety-net approach to food security and has led in planning and developing much of the basis for longterm solutions to food security problems. I was in Professor Nurul Islam’s home for the fateful speech that, in certain respects, marked the inception of the nation, and I have continued to learn from Bangladesh through my friends and many visits over the last four decades. During that time span, the food security of Bangladeshis has increased immensely, but there is more to be done, obviously, and, fortunately, a way to do it.

Social safety nets in Bangladesh have been quite effective in smoothing the consumption and the income of poor households and helping them cope with stresses and shocks. These programs, however, cover only a fraction of the poor, and they must be strengthened if they are to adequately address poverty or mitigate the vulnerability to poverty in a sustainable way. Safety nets will become even more important in Bangladesh as the country faces economic downturn, food price fluctuations, climate change, and other developments that increase the vulnerability of the poor.

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM
The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

Food for thought: Some expected queries to our three

Where to get the labor from?
What about the warehousing facilities?
Where will the agricultural surplus go, if the same is produced?
Can MNREGA experience longevity outside the monsoon period?
What do the Universities get out of it(support)?
Will this not encourage disguised unemployment already prevalent in agriculture?

Falling agricultural growth
Causes: Over-regulation of

Reducing farmer population:
Farmer population has reduced

Reasons: Disguised
unemployment, Not using High
Yielding variety seeds, Poor
Governmental support. High
Distress Migration: Due to lack of
any durable required
infrastructure for the poor.
4. 4
Proposed solutions
Efficient implementation of MNREGA such that a specific portion of MNREGA workers
are employed in the agricultural sector as per a larger Governmental plan of linking
MNREGA directly with agriculture.
:
By interlinking various Government schemes, there can be concerted coordinated
efforts at overall problem mitigation. MNREGA should’nt be viewed as a populist
scheme; as it has to guarantee employment. A part of the remuneration can be
provided as Food grains. Hence productive employment carries gainful remuneration.
To ensure the efficient management of MNREGA workers in boosting agricultural
production; the Educational Institutes in every State can be asked to provide the
necessary expertise. For instance, IITs can work towards researching on HYV seeds;
IIMs can work towards overall management, NLUs can work towards simplifying the
rules and procedures for such operation. Hence, tapping our inherent potential.
The mantra is to exploit the proportional relationship between improving the
productivity of workers viz. skill development. NGOs can be instrumental.
The MNREGA workers can contribute towards interlinking of rivers by rendering their
labor services. This will have a twin impact on our agricultural productivity as well as
in generation of meaningful employment.

Problems in implementing the

• UNSKILLED LABOUR- A vast majority of our labor force is
highly unskilled and would require a lot of training to make
them employable.A.
• STRONG ADMINISTRATIVE AND POLITICAL WILL- To even
think of projects of such vast magnitude(interlinking of
schemes etc.) needs political and administrative will.B.
• CAPABILTY OF OUR INSTITUTIONS- The quality and ability
of local educational institutions which would be given the
task of skill building, as such institutes are irregularly
funded and lack requisite expertise.

MNREGA can be an adequate source of labor to incentivize agriculture. The excess
labor can be used in order to expand warehousing facilities.
The agricultural surplus, if any, must be the domain of the Universities concerned,
i.e., they must plan production pattern such that surplus in the domestic market is
in response with the international demand.
Labor from MNREGA can be employed to increase the available stock to agricultural

They will be certified or accredited regarding the same.
Such a mechanism will train MNREGA workers to specialize in agriculture. Hence,
the problem of disguised unemployment will be converted to gainful and
