• Starts this school year for ALL schools on the list
• $2 million in state funds available over 2 years for grants to implement breakfast after
the bell

• If you have eligible schools in your district
• Make a plan for what you need to get Breakfast After the Bell started at the schools on the list
• Equipment needs?
• For BIC, may need carts, wagons, etc
• For grab and go or second chance, kiosks for alternative POS?
• For cafeteria, do you need more refrigeration?
• Staff needs?
• Be prepared to provide information on why you need these items

• Intended to be used for electronic meal benefit and application systems
• NOT required to use this template
• May use the previously distributed application template that includes all sample forms

• Will continuing operating under this process for the coming school year SY 15/16
• Over the course of the coming school year we will be conducting an RFP for USDA Foods
processed end products

• Reduce the number of processed products available
• Reduce the administrative burden of working with so many different
processors

• Will result in greater volume for certain processors that are selected

 Calories: Snack- ≤200 calories; Entrée- ≤350 calories
 Sodium: Snack- ≤230 mg**; Entrée- ≤480 mg
 Fat: Total fat- ≤35% of calories; Saturated Fat- <10% of

 Sugar: ≤35% of weight from total sugars in food

Hiring Standards for SFA Directors
• Hiring standards for new SFA directors
• Current directors are grandfathered in
• State agencies may require that new acting SFA directors expected to serve for 30
days or more meet the hiring standards
Changes to Hiring Standards
• Hiring standards are based on 3 LEA size categories
• 2,400 or less student enrollment
• 2,500-9,999 student enrollment
• 10,000 or more student enrollment
• Educational requirements reflect the knowledge and expertise required to perform
duties successfully
Changes to Hiring Standards
• Specific Majors/areas of concentration:
Food service management, dietetics, family and consumer sciences, nutrition
education, culinary arts, business, or a related field
• For very small LEAs (<500 students):
• State agency has discretion to approve the hiring of a director that has a
high school diploma but less than 3 years of experience
Changes to Hiring Standards
• For small LEAs (≤2,499 students):
• Bachelor’s degree with academic major in specific areas,
OR
• Bachelor’s degree in any academic major and a state recognized
certificate or at least 1 year of relevant school nutrition experience,
Or
• Associate’s degree with academic major in specific area and at least one
year of relevant school nutrition experience,
Or
• High school diploma (or GED) and 3 years of relevant school nutrition
experience

• For mid-size LEAs (2,500 -9,999 students):
• Bachelor’s degree or equivalent educational experience, with academic
major in specific area
OR
• Bachelor’s degree in any academic major and a State recognized
certificate for school nutrition directors,
OR
• Bachelor’s degree in any academic major and at least two years of relevant
school nutrition program experience
OR
• Associate’s degree with a specific major and at least two years of relevant
program experience

in management of school nutrition programs
• For all LEA size categories:
• SFA director’s food safety certification is valid for a period of 5 years

• At least 8 hours of food safety training within 5 years prior to the starting
date, or completed within 30 days of the starting date
• State agency has discretion to require current SFA directors to
obtain food safety certification every 5 years

• Providing training to school nutrition personnel is an allowable use
of the nonprofit school food service account
• Paying for costs incurred by an individual to meet the hiring
standards are not an allowable use of funds

• The final rule phases in the training standards for all SFA in SY
2015-2016
• Program directors - 8 hours (12 hours beginning SY 2016-2017)
• Program managers - 6 hours (10 hours beginning SY 2016-2017)

• In SY 2015-2016: Training received three months prior to July 1, 2015, counts toward the
first year’s training requirements for all SFA personnel
• Good news—this conference counts towards your needed hours!!
Procurement
• “Super Circular” has been released, makes some changes to the federal procurement
regulations
• Affects district’s practices, although your state, federal and local regulations also apply
• Most restrictive rule applies
• USDA has a renewed focus on procurement practices
• NDA will be conducting procurement training in SY 15/16
• Procurement review module will be implemented in SY16/17

• FSMC will also be part of procurement review module
• Increase in number of districts utilizing FSMC over the last few years

SB 503 • Signed into law on June 12, 2015 • Requires all schools with ≥70% FRL to serve breakfast after the start of the school day • Starts this school year for ALL schools on the list • $2 million in state funds available over 2 years for grants to implement breakfast after the bell • All schools are eligible for funds BOTH years • What type of breakfast service counts? • Breakfast in the Classroom • Grab and Go • Second chance breakfast • Traditional cafeteria, after the start of the school day

SB 503 • What do I need to do? • If you have eligible schools in your district • Make a plan for what you need to get Breakfast After the Bell started at the schools on the list • Equipment needs? • For BIC, may need carts, wagons, etc • For grab and go or second chance, kiosks for alternative POS? • For cafeteria, do you need more refrigeration? • Staff needs? • Be prepared to provide information on why you need these items

Application Templates • Who has been confused by the USDA meal application template? • The USDA Prototype distributed via numbered memo • Intended to be used for electronic meal benefit and application systems • NOT required to use this template • May use the previously distributed application template that includes all sample forms • Letter to parents, verification letters, etc http://www.fns.usda.gov/school-meals/translated-applications • If you are modifying the USDA template, you must submit the application for review • Don’t forget to included you district information into the template!

Community Eligibility Provision (CEP) • Total of 4 districts are implementing CEP • Clark • Mineral • Nye • Pershing • Very positive remarks amongst a few challenges • Lack of student level FRL data • Until August 31st to notify us • Late adoption available, just need to notify NDA before starting CEP

USDA Foods • New Entitlement Processes • Entitlement calculations • Previously, projections were made using previous years using • ADP*180 serving days • Mid year reconciliation based on actual meal counts • New projections made using the previous years actual meal counts, not using ADP and certain number of serving days • Mid year reconciliation based on actual meal counts • Reconciliation amounts were applied to starting year balances per SFA’s request at last years NSNA meeting • Goal-start SFAs off with a more accurate entitlement amount so the reconciliation isn’t as significant

USDA Foods • New Forms and New Process • New Product Request form • Updated, we will be including pricing data before product is added to survey • Minimums must be met for us to add it onto the survey • Entitlement surrender/additional requests • Accommodated on a first come, first serve basis • Form must be submitted to NDA • Implemented to increase entitlement usage and move products out of surplus • Both forms can be found at: http://commodityfoods.nv.gov/Resources/Resources/

USDA Foods • What changes are to come? • Previously operating under RFQ process (4th Year) • Allowed any NDA approved processor to provide processed end products • New products are added to the survey via the new products request form • Resulted in a lot of products on the survey…. • Will continuing operating under this process for the coming school year SY 15/16 • Over the course of the coming school year we will be conducting an RFP for USDA Foods processed end products

USDA Foods • What will be different under the RFP process? • Streamline process • Reduce the number of processed products available • Reduce the administrative burden of working with so many different processors • Competitive bidding process • Will result in greater volume for certain processors that are selected • 2 year contract

TENTATIVE • Identify advisory group members (everyone is invited to participate!!) • Sept 2015 • Advisory group will meet to determine the products needed to be included in RFP • October 2015 • Advisory group will review specifications of items included in RFP • November 2015 • RFP will be released • December 2015 • Student taste tests conducted • January 2016 • Proposals due and evaluated • February and March 2016 • Contracts awarded • April 2016

Changes to Hiring Standards • Specific Majors/areas of concentration: Food service management, dietetics, family and consumer sciences, nutrition education, culinary arts, business, or a related field • For very small LEAs (<500 students): • State agency has discretion to approve the hiring of a director that has a high school diploma but less than 3 years of experience

Food Safety Certification • For New SFA Directors in All LEAs: • At least 8 hours of food safety training within 5 years prior to the starting date, or completed within 30 days of the starting date • State agency has discretion to require current SFA directors to obtain food safety certification every 5 years
  • 44. Annual Training Standards for All SFA School Nutrition Personnel • Providing training to school nutrition personnel is an allowable use of the nonprofit school food service account • Paying for costs incurred by an individual to meet the hiring standards are not an allowable use of funds

Training Standards - Flexibilities • Training is allowed in a variety of formats and from different sources • State agency, in-house, National Food Service Management Institute, SNA, etc. • See: http://professionalstandards.nal.usda.gov • In SY 2015-2016: Training received three months prior to July 1, 2015, counts toward the first year’s training requirements for all SFA personnel • Good news—this conference counts towards your needed hours!!

Procurement • “Super Circular” has been released, makes some changes to the federal procurement regulations • Affects district’s practices, although your state, federal and local regulations also apply • Most restrictive rule applies • USDA has a renewed focus on procurement practices • NDA will be conducting procurement training in SY 15/16 • Procurement review module will be implemented in SY16/17

  1. Good Afternoon. My name is Cindy Rainsdon and this is Catrina Peters. We are with the Nevada Department of Agriculture, Food and Nutrition Division. Today we will give a brief overview of Nevada’s School Wellness Policy.
  2. Nevada created the Statewide School Wellness Policy for SY 2006-2007. Each school district was required to have a school wellness policy in place. In 2010 USDA came out with the Healthy Hunger-Free Kids Act which expanded the scope of school wellness policies and required stricter nutrition standards for foods sold in schools and required additional elements be added to school wellness policies. In 2014, we brought together a stakeholder group to revise Nevada’s School Wellness Policy and developed the new Policy that went into effect July 1, 2014.
