Introduction- Nehru Place
One of the primary reasons behind the development of Nehru Place as a CBD:
• Decongest in Chandni Chowk and Connaught Place.
• Originally called Kalkaji complex and was established in 1969 as a local community
centre.
• In 1990’s it was renamed as Nehru Place.
Nehru Place planned by Delhi Development Authority (DDA), located on a site of 96
acres was biggest and one of the first 15 district centres built in the mid seventies as per
the Delhi Master Plan 1961.It functioned as regional commercial, financial and business
hub on a major scale. Today, it is one of the Asia’s largest IT hubs. It is a conflux of
formal and informal labour which brings around 1,30,000 people daily from all corners
of Delhi.

District, which have been
playing a key role in driving
the nation’s economy for past
few decades. Majority of
Indian cities are distressed
due to inadequate investment
in basic infrastructure, lack
of maintenance of buildings
and overloading. High rental
and high operating cost. So
revival of these spaces is
important.
Why Retrofitting
For reviving a CBD one of the measures taken can be retrofitting. Retrofitting is
planning in the existing area to make is liveable and efficient. As land parcels are scarce
in prominent location of India’s Business Districts, now is the right time to revamp them
in order to stay in business and meet the need of aspirational Indian Businesses.

Poor basic pedestrian infrastructure, inadequate public
transportation facilities and cheap parking rates encourage private
mode of transit
Public transport drop-off and pick up points are at the periphery of
the complex and no designated auto and taxi stands

  • 1. Introduction- Nehru Place One of the primary reasons behind the development of Nehru Place as a CBD: • Decongest in Chandni Chowk and Connaught Place. • Originally called Kalkaji complex and was established in 1969 as a local community centre. • In 1990’s it was renamed as Nehru Place. Nehru Place planned by Delhi Development Authority (DDA), located on a site of 96 acres was biggest and one of the first 15 district centres built in the mid seventies as per the Delhi Master Plan 1961.It functioned as regional commercial, financial and business hub on a major scale. Today, it is one of the Asia’s largest IT hubs. It is a conflux of formal and informal labour which brings around 1,30,000 people daily from all corners of Delhi. Majority of Indian cities are distressed due to inadequate investment in basic infrastructure, lack of maintenance of buildings and overloading. High rental and high operating cost. So revival of these spaces is important. Why Retrofitting For reviving a CBD one of the measures taken can be retrofitting. Retrofitting is planning in the existing area to make is liveable and efficient. As land parcels are scarce in prominent location of India’s Business Districts, now is the right time to revamp them in order to stay in business and meet the need of aspirational Indian Businesses.

With 100 buildings altogether. • Old and run down infrastructure falls short for current footfall, viz toilets , lifts, drinking water facilities. • Negligence towards maintenance of painting of main façade. Solid Waste Management • Collected food waste is dumping in front of dhalao . • Inside of dhalao is occupied by rag pickers and segregates recyclable waste . • workers are not practicing safety norms of SWM Rules 2016 . • Toilet Entrances are blocked with illegal parking. • People are not interested to access to toilets. • No proper maintenance of public toilets. • Due to Insufficient water supply for the toilets, they produce bad odour. • Hawkers and visitors are dumping waste on the opened Manholes. • Blocking sewerage lines. • People are burning waste on site • Worker collecting waste which is dumped open on site . (Annexure III, fig 5 ) • Lack of social conscious on surroundings making Nehru place in pedestrian zone worst.(Annexure III, fig 4). • Dustbins are not accessible due to parking zone (Annexure III, fig 6). • Hawkers are dumping waste on adjacent land, which is for future development. • Site turned into Unhygienic landfill with bad odour. • Lack in Number of dustbins, according to the footfall of the place. Transportation • 130,000 individuals visits Nehru Place daily • 93% of the visitors coming from a distance more than 2km • Non-motorized mode of transit : 0.3% • Public Transit : 56% • Private Transit : 43.7% • Introduction of metro, north of the complex in 2002, connecting Nehru Place with the violet line resulted in an increase in footfall • Underground magenta line do not meet the violet line, rather cuts diagonally outside Need for more Mobility Plan Poor basic pedestrian infrastructure, inadequate public transportation facilities and cheap parking rates encourage private mode of transit Public transport drop-off and pick up points are at the periphery of the complex and no designated auto and taxi stands Reason for preference to private transit mode : On ground parking Multi-level parking Parking Rates Absence of separate designated two wheeler and four wheeler parking results in chaotic parking. • Designed for 5500 ECS but due to increased demand now requires approx. 6621 ECS • Results in chaotic parking and illegal parking spots To tackle parking issue DDA has proposed a MLPC Absence of zebra crossing on the main road. The existing MLCP by EROS Corporate is not of much help Encroachment of the footpaths by street vendors and illegal parking spots contribute to congestion (Annexure III, fig 1) Convenience for visitors to park in the outer roads(Annexure III, fig 2) and dilapidated inner roads and footpath parking leads to parking issues(Annexure III, fig 2). Designated free spaces inside the complex also act as parking areas
  • 5. • Hawkers on the main at the turning blocking the traffic flow. • Water clogging in front of Satyam on the main which is 26m wide. External Environment • Epicure and Metro Station in Nehru Place acts as a catalyst. • It has increased the footfall of the place. • Epicure has also act as an hangout place for young crowd, making this part of the place lively at night also. Circulation plan Pedestrian circulation Vehicle/loading autos circulation • The footpath and the pathway are broken and filled with water and waste. • Circulation paths all around are broken. Refer annexure IV, fig 4. • Due to all the shops and footfall there are informal businesses that have come up. Refer annexure IV, fig 3. Hawkers have been given permission by the High Court, who are capturing all the open space in the plaza and creating congestion. Refer annexure IV, fig 5. • Garbage is spread all around the footpath making it difficult for the people to walk. Refer annexure IV, fig 2. • The drain water is flowing on the road all around the place. Refer annexure IV, fig 1 There is lack of street furniture all around the plaza. • Lack of open spaces as they are used for parking. • There is no provision for physically abled people as they have barricades on all the entry points • There is also no street lights for the vendors and no smart lighting provision. • Cars are also parked after the water blocking the road. Absence of adequate street lights creates dark spots around the plaza area, mainly on the pathways leading to main road. Dark spots
