The National Adult Education Programme (NAEP) launched in 1978 aimed to make 35 million Indians literate within 5 years. It was influenced by Paulo Freire's concept of adult education as a means for socioeconomic change. The NAEP followed a grassroots approach with a federal structure to monitor literacy programs. The program focused on literacy skills like reading, writing, and arithmetic, as well as functionality and social awareness. Many universities and voluntary organizations participated in expanding India's adult education resources through the NAEP.
