This is the presentation of the British Embassy on the Forum on Devolution and Autonomy, to share lessons on their handling of Ireland. This lessons can be applied on how PH can handle the issues involving the Bangsamoro autonomy and the creation of the Bangsamoro Basic Law.

These slides are adapted from a talk I gave at the Welsh Government's Marketing Awards for the LAM sector, in 2017.
It offers a primer on UX - User Experience - and how ethnography and design might be used in the library, archive and museum worlds to better understand our users. All good marketing starts with audience insight.

The technologies and people we are designing experiences for are constantly changing, in most cases they are changing at a rate that is difficult keep up with. When we think about how our teams are structured and the design processes we use in light of this challenge, a new design problem (or problem space) emerges, one that requires us to focus inward. How do we structure our teams and processes to be resilient? What would happen if we looked at our teams and design process as IA’s, Designers, Researchers? What strategies would we put in place to help them be successful? This talk will look at challenges we face leading, supporting, or simply being a part of design teams creating experiences for user groups with changing technological needs.

Women have three distinct types of involvement: direct involvement in terrorist acts; enabling of others to commit such acts; and facilitating the disengagement of others from violent or extremist groups.
In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

3. What is devolution?
> Devolution is the statutory granting of powers from the central
government of a sovereign state to government at
a subnational level.
– Differs from federalism

I mentioned that the UK Parliament remains sovereign in law and can still in theory legislate for Scotland, Wales and Northern Ireland. However, the reality is that this would not happen without the consent of the devolved administration.
Lord Sewel, was the Scotland Office minister in the House of Lords responsible for the conduct of the Scotland bill in 1998. During the second reading debate he said the above.
When the subsequent memorandum of understanding on intergovernmental relations (which I will describe shortly) was drafted it captured Lord Sewel’s point, which has subsequently become known as the Sewel Convention.
Motions giving consent under the convention are now known as Legislative Consent Motions.
