Facebook has changed its guidelines for promotions to now allow them to be administered directly on brand page timelines. Specifically, promotions can now collect entries from users posting or commenting on a page post or messaging the page directly. Some previous requirements like disclosing that information is being provided to the sponsor and not Facebook, and that winners can't be notified through Facebook messages or posts, have been removed. However, promotions can still be run through apps and people can't enter by liking, sharing, or posting on their personal timelines. Rules around releasing Facebook from liability and noting the promotion is not sponsored by Facebook still apply.
