The emergency unemployment compensation program (EUC) was created in 08 by President George W. Bush and the House of Representatives at the time. It was a federal funded program that would kick in after a claimant exhaust their state unemployment. So if a claimant were to exhaust their 26 weeks of state unemployment funds, they would be eligible for up to 99 weeks of federal funds. The House at the time considered the fact that many claimants may not be able to find employment right away.
