Administration can be defined as the activities of groups cooperating to accomplish common goals. Key elements include cooperation, division of labor, and an authority structure. Organization is the establishment of structured relations among members to facilitate goal accomplishment. Formal organizations are deliberately created by human decisions to achieve predetermined goals. They use money and other resources, and select qualified members for specific roles according to rules and regulations. Organization can also be viewed as a system, with interrelated elements in an orderly pattern that may relate to other systems. While administration and management generally mean the same thing, administration refers more to public organizations which have differences from private organizations.
