In this study, a tool was developed to estimate contingency cost for a maintenance contract based on
historical records of the CO on the road maintenance activities. In order to develop the tool, the Visual
C# and the R program were selected as development platforms. As historical data, 614 road
maintenance contracts were received from Kenya Rural Road Authority (KeRRA) in Kenya. These
data were used for the validation of the tool developed during this study. The steps that were required
to develop the contingency estimation tool is given in Figure 1.
For the contingency estimation tool, a database system was designed and all the contracts data were
imported to the database. Similarly, the necessary input and output interfaces were prepared. The
contingency percentage is estimated based on the input parameters such as work category, road
surface type, road condition, accessibility, weather condition, location name, and the total activity
cost.
At the beginning of the prediction, this tool queries the historical data on CO in the database for the
selected activity. Then, this tool prepares an ANN model for the data prediction. The neural network is

Anime is a term for Japanese animation. It is a unique, detailed, and popular form of animation. It
tends to dive deeper into the more serious topics as well as creating shows and series that really
capture a broad range of viewers attention. Normally, one would associate cartoons with children and
how they favor them. Not with Japan, however. People of all ages watch and enjoy anime. Most anime
series target younger and teen viewers, but there are some created for the older viewers as well. Anime
has a large abundance of categories such as comedy, romance, action, drama, and even pornography.
Anime had started to flourish shortly after World War II and it has continued to grow significantly
over the years. It continues to evolve and I firmly believe that it will still be relevant in the future due
to its fast paced popularity, common art style in most cartoons nowadays, and its cultural influence.
Artwork for anime is one of the most apparent differences between Japanese graphics and other
countries. Huge eyes, brightly colored hair, well endowed female characters, and exaggerated

It is hard not to enjoy this author. Richard Feynman is an extremely curious character with a lot of
time on his hands. He obviously loved to explore the science world as an art. He won the Nobel Prize

pages that I have read, Richard Feynman was definitely a man with a huge sense of adventure and a

Feynman had a good excuse for picking locks though. Going through filing cabinets may not have
been legal, but Feynman did it. Today, if we were to pick a lock in a Dr. s office, we would definitely
get in trouble, it seemed like Feynman hardly ever got into trouble. He was probably so well respected
that no one really cared if he broke into cabinets or houses for that matter. The Third chapter that I
read was, Certainly Mr. Big! It was a chapter of excitement to say the least! I think that Feynman was
trying to figure out all of the games that people played with money and life. This chapter was not
