Week eleven:
Service delivery
Special education
Special education is a service, not a place
 A student with a learning disability might need to preview
vocabulary before entering a new unit in a science class.
 That preview is a service that could be provided in a variety of
places.
 A student with an emotional or behavioral disorder might need
a token economy to maintain school-appropriate behavior.
 The token economy is a service that could be provided in a variety
of settings.
 A student with a cognitive disability might need modified
instruction
 The modified instruction is a service that could be provided in a
variety of settings.
Least Restrictive Environment
IEP teams have to make decisions about placement.
That decision driven, at least in part, by LRE:
 “To the maximum extent appropriate, children with disabilities...are educated with children
who are not disabled, and special classes, separate schooling, or other removal of children
with disabilities from the regular educational environment occurs only when the nature or
severity of the disability of a child is such that education in regular classes with the use of
supplementary aids and services cannot be achieved satisfactorily.”
This exists concurrently with the federal mandate to
provide FAPE

Special education Special education is a service, not a place  A student with a learning disability might need to preview vocabulary before entering a new unit in a science class.  That preview is a service that could be provided in a variety of places.  A student with an emotional or behavioral disorder might need a token economy to maintain school-appropriate behavior.  The token economy is a service that could be provided in a variety of settings.  A student with a cognitive disability might need modified instruction  The modified instruction is a service that could be provided in a variety of settings.

Least Restrictive Environment IEP teams have to make decisions about placement. That decision driven, at least in part, by LRE:  “To the maximum extent appropriate, children with disabilities...are educated with children who are not disabled, and special classes, separate schooling, or other removal of children with disabilities from the regular educational environment occurs only when the nature or severity of the disability of a child is such that education in regular classes with the use of supplementary aids and services cannot be achieved satisfactorily.” This exists concurrently with the federal mandate to provide FAPE
