BACKGROUND INFORMATION
• The Public Works Department requested Freese and
Nichols Inc. provide engineering services in securing bids
for the 2018 SMP at a cost of $58,898.
• The bid was published in the San Antonio Express-News
on July 4th and July 14th.

BACKGROUND INFORMATION
On July 25, 2018, the City received and opened four bids:
• Fuquay, Inc. in the amount of $991,320.20
• Oldcastle Materials in the amount of $1,021,043.84
• Lone Star Paving in the amount of $1,104,271.08
• Clark Construction in the amount of $1,109,575.95

BACKGROUND INFORMATION
• Project consists of approximately 73,000 sy. of roadway
improvements, utilizing both milling and overlay of existing
surfaces as well as some full depth reconstruction.
• The bids were evaluated by staff and Freese and Nichols
Inc.

POLICY ANALYSIS
• Freese and Nichols Inc. recommends the bid
contract be awarded to Fuquay Inc. as being the
lowest bid.

FISCAL IMPACT
• The contract cost is $991,320.20. A recommendation
with approval of a 5% Contingency of $49,566.01
totaling $1,040,886.21 currently available in the Capital
Expense for SMP.
