SUBJECT: Consideration for adoption of “Bexar County Hazard Mitigation Plan” for the
City of Alamo Heights

SUMMARY
The Bexar County Office of Emergency Management and most of the incorporated cities within
Bexar County has adopted an updated Hazard Mitigation Plan. Adoption of a plan is mandated for
all available grant funding and includes a wide range of projects such as the purchase of homes in
flood prone areas to pre-disaster drainage improvements such as culverts and waterway upgrades
etc. Other funding includes federal re-imbursement to communities after devastating events such
as flooding, tornadoes, and hurricanes during recovery efforts.
BACKGROUND INFORMATION
The City is a stakeholder in Bexar County’s regional plan which adopted the Bexar County Hazard
Mitigation Plan in 2015. Staff have been collaborating with other stakeholders in the development
of a new plan. The plan is required to be updated as needed in the future to meet the stakeholders’
needs. The Bexar County Hazard Mitigation Plan would continue to enhance the safety and welfare
of the citizens of the City of Alamo Heights.
POLICY ANALYSIS
The adoption of this plan provides for pre-disaster and post disaster grant funding directly through
Federal Emergency Management Agency (FEMA) and the Texas Division of Emergency
Management (TDEM). It is in compliance with the Federal Disaster Mitigation Act of 2000 and
FEMA.
FISCAL IMPACT
Approval of the revised Bexar County Hazard Mitigation Plan has no fiscal impact. The City could
face significant fiscal liability with no agreement and/or guidelines for State and Federal
reimbursement. The resolution has been reviewed and approved by the City Attorney. The Bexar
County Hazard Mitigation Plan can be viewed at alamoheightsfire.com.

RESOLUTION NO. 2024R - 185
A RESOLUTION ADOPTING BEXAR COUNTY HAZARD MITIGATION
PLAN FOR THE CITY OF ALAMO HEIGHTS AND SETTING AN
EFFECTIVE DATE
WHEREAS, natural hazards in the City of Alamo Heights area historically have caused
significant disasters with losses of life and property and natural resources damage; and
WHEREAS, the Federal Disaster Mitigation Act of 2000 and Federal Emergency
Management Agency (FEMA) require communities to adopt a hazard mitigation action plan to be
eligible for the full range of pre-disaster and post-disaster federal funding for mitigation purposes;
and
WHEREAS, FEMA requires that communities update Hazard Mitigation Action Plans
every five (5) years in order to be eligible for the full range of pre-disaster and post-disaster federal
funding for mitigation purposes; and
WHEREAS, the City of Alamo Heights has assessed the community’s potential risks and
hazards and is committed to planning for a sustainable community and reducing the long-term
consequences of natural and man-caused hazards; and
WHEREAS, the Bexar County Hazard Mitigation Plan outlines a mitigation vision, goals
and objectives; assesses risk from a range of hazards; and identifies risk reduction strategies and
actions for hazards that threaten the community.
NOW THEREFORE BE IT RESOLVED THAT:
Section 1. The Bexar County Hazard Mitigation Plan is approved in its entirety;
Section 2. The City of Alamo Heights will pursue available funding opportunities for
implementation of the proposals designated therein, and will, upon receipt of such funding or other
necessary resources, seek to implement the actions contained in the mitigation strategies;
Section 3. The City of Alamo Heights vests with the Mayor the responsibility, authority, and
means to inform all parties of this action; assure that the Hazard Mitigation Plan will be reviewed
at least annually; and that any needed adjustments will be presented to the City Council for
consideration;
Section 4. The City of Alamo Heights agrees to take such other action as may be reasonably
necessary to carry out the objectives of the Plan and report on progress as required by FEMA and
the Texas Division of Emergency Management (TDEM); and

Section 5. This Resolution shall take effect upon passage by the City Council.
