BACKGROUND INFORMATION
The Public Works Department requested Freese and Nichols
Inc. provide engineering services in securing bids for the
2017 SMP at a cost of $23,836.

BACKGROUND INFORMATION
On May 24, 2017, the City received and opened six bids:
• Oldcastle Materials in the amount of $335,102.93
• Clark Construction in the amount of $384,889.80
• Lone Star Paving in the amount of $397,440.22
• J and P Paving in the amount of $401,536.67
• Curran Construction in the amount of $416,583.95
• AJ in the amount of $681,999.50

BACKGROUND INFORMATION
Streets included in this year’s base bids are:
• Ogden from Townsend to Viesca
• Abiso from Townsend to Ogden
• Columbine from Ogden to Abiso
• Chichester, from Austin Hwy to Cleveland Court
• E. ElmView from Vanderhoeven to N. New Braunfels

BACKGROUND INFORMATION
Project consists of approximately 25,000 sy. of roadway
improvements, utilizing both milling and overlay of existing
surfaces as well as some full depth reconstruction.

POLICY ANALYSIS
Oldcastle Materials submitted the lowest bid. After
further examination of all bids Freese and Nichols
determined that Oldcastle was non-responsive in their
bid by failing to furnish references as required. All other
respondents submitted references.
Freese and Nichols Inc. recommends the bid contract
be awarded to Clark Construction as being the next
lowest bid.

FISCAL IMPACT
The contract cost is $384,889.80. A recommendation with
approval of a 25% increase to the contract is sought, as
allowed by law. This amounts to an additional $96,222.45
totaling $481,111.25 which is currently budgeted under the
Capital Expense for SMP.
The additional funds will cover $14,607.11 in contingency
to the contract while allowing $81,615.34 to be used on
additional streets, which are:

• Base repairs on *Tuxedo at Forest Shire
• Pave Imlay between Ogden and Abiso
• Pave Arbutus between Ogden and Abiso
* Intend on submitting Tuxedo from Nacogdoches to the
cul-de-sac for mill and overlay in the 2018 SMP
