SUBJECT: Approval of Low Bid Contract for the 2022 Street Maintenance Program (SMP)

SUMMARY
Staff seeks Council’s authorization in accepting the low bid for the 2022 Street Maintenance
Program.
BACKGROUND INFORMATION
On June 1, 2022 City Manager Buddy Kuhn authorized Freese and Nichols Inc. to provide
engineering services in securing bids for the 2022 SMP in the amount of $54,418.00. Contract cost
estimates were $1,000,000.00 which includes a five percent contingency. This contract cost
estimate was based on 2020’s low bid quantity for similar repairs performed.
The City requested bids thru advertisements in the San Antonio Express-News on June 29 and July
9th
, 2022. A pre-bid submittal meeting was held on July 11, 2022 and the question and answer
period ended on July 13, 2022.
City staff secured and opened three bids on July 20, 2022, which were submitted as follows:
Lone Star Paving in the amount of $910,801.20
Clark Construction in the amount of $1,001,029.54
Texas Materials Group in the amount of $1,188,777.60
This project consists of approximately 47,357 square yards of roadway improvements, utilizing
both milling and overlay of existing surfaces, and full-depth pavement repair. Streets identified
for improvements are:
1. Judson Nature Trail Parking Lot
2. Cardinal, from St. Lukes to Woodway
3. College, from Ciruela to Alamo Heights Blvd.
4. Evans, from Ciruela to Alamo Heights Blvd.
5. Imlay, from College to Alamo Heights Blvd.
6. Loveta, from Castano to College
7. Nacogdoches, from Evans to Alamo Heights Blvd.
8. Redwood, from Henderson to N. New Braunfels
9. W. Castano, from Loveta to Alamo Heights Blvd.
The bids were evaluated by staff and Freese and Nichols Inc.

POLICY ANALYSIS
Freese and Nichols Inc. and City staff recommends the bid contract be awarded to Lone Star
Paving as the lowest qualified bidder. The City Attorney and City Manager were also consulted
on this recommendation.
FISCAL IMPACT
The contract cost is $910,801.20 with a five percent (5%) contingency of $45,540.06 and
engineering fees of $54,418.00 for a total of $1,010,759.26. Funds are currently available under
the FY 2022 Capital Expense for the SMP.

RESOLUTION NO. 2022R – 153
A RESOLUTION ACCEPTING THE LOWEST QUALIFIED BID AND
AWARDING A CONTRACT TO LONE STAR PAVING FOR THE 2022
STREET MAINTENANCE PROGRAM AND AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE THE CONTRACT; AND
SETTING AN EFFECTIVE DATE.
WHEREAS, the City of Alamo Heights desires to engage a contractor for the 2022 Street
Maintenance Program (“SMP”) which consists of approximately 47,357 Square Yards of roadway
improvements, utilizing both milling and overlay of existing surfaces, and full-depth pavement
repair; and
WHEREAS, the Public Works Department with the assistance of Freese and Nichols
sought, obtained and reviewed the low bid proposals for SMP; and
WHEREAS, on July 20, 2022 the City received three (3) bid(s) and City staff
recommended and City Council has determined that the best competitive low bid was submitted
by Lone Star Paving for such public works project;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ALAMO HEIGHTS, TEXAS
SECTION 1. That the bid of Lone Star Paving in the amount of $910,801.20 is determined
to be the best competitive low bid for the street improvements in the Street Maintenance Program, and
such proposal is hereby accepted.
SECTION 2. The City Manager is authorized to negotiate and execute a contract for such
public works project. The contract may include a 5% contingency amount of $45,540.06 to cover
additional street work, a fee of $54,418.00 to Freese and Nichols Inc. to provide engineering
services so that the total cost of construction shall not exceed $1,010,759.26 which is currently
available under the FY 2022 Capital Expense for the SMP.
SECTION 3. This Resolution shall take effect upon passage by the City Council.
