s per the latest statistics from the University Grants
ACommission (UGC), there are 789 universities in India. Yet,
India has seen 24,898 applications being filed and 2935
designs being registered. According to PATSEER, out of these, 9584
have been granted. Evidently, there has been a massive rise in the IP
filings across the country and a big chunk of its credit goes to the
Indian government’s Startup India initiative and the rising affinity
towards innovation among the younger generation. However, these
numbers are still lagging far behind the leaders in the respective lists. It
is imperative for the universities of India to take upon the onus of
spurring innovation in India by converting into platforms of innovation.
If research is about discovering the pre-existing truths, then creativity
is about unveiling new truths. Man has over-powered every adversity
from nature because of innovations and knowledge has proven to be
the biggest weapon for mankind in its struggle to overcome hostilities.
This is where Universities play the vital role of saviors by harvesting
new ideas and concepts against the rising expectations from dwindling
resources.
Innovation, first of all, should start from the teaching methodology
itself. All initiatives from universities should accentuate the practice of
lifelong learning. They should encourage the idea of “Once a student,
Always a Student”. Students ought to be encouraged in taking up
research works during their apprenticeship and later as contributors of
research works when they are alumni. An Ideal Student of an Ideal
university would stand out as the most adaptive and creative thinker in
the society. An Ideal University would be the birthplace of reformists
and individualists.
India is a country of diverse understandings. There is a peculiar kind of
unity in its diversity and this is clearly evident in the universities and
their academic structures. No two universities would carry the same
vision, but would definitely carry one similar mission, and that is to
produce lifelong learners; Learners that would continue to contribute to
the society through innovation and logical speculation. This diversity
has in fact, brought the entire educated community together in respect
of each other and this is exactly what makes this nation great.

niversities in India have played the paramount role of upheaving the society into erudition and
Uhave always been the torch-bearers of progress for an entire civilization. From time
immemorial, since man gained the urge to reason every aspect, visible and non-visible, there
has been a need to administer valid knowledge through bona fide sources. Universities could rightly be
called as the congregation of such sources.
With each passing age, many universities were established and were later turned into domains of
excellence in education. Through this issue of The 20 most admired Universities in India, 2017, we
are highlighting some of the prestigious universities of India that have set a legacy for themselves in
terms of academic curriculums and career-oriented activities.
In this issue, we have featured Nalanda University on the Cover Story. This is the same university that
is based on the ancient one that was established and wrecked many years ago. It is being revived with an
even bigger grandeur and aims to garner an even bigger reputation than its predecessor. The leaders of
the world are coming together to retain and sustain the legacy of Nalanda’s immortal learning tradition.
Professor Sunaina Singh, the acclaimed scholar and accomplished teacher is at the helm of affairs at
Nalanda University. As the icon of Asian renaissance, Nalanda University represents an undying
tradition of the quest for peace and harmony in the world. Apart from Nalanda University, if you flip
through the pages, you will find many such equally compelling universities that have garnered
adulations in the world of literacy.
This issue also features a special segment called, Interview with The Knowledge Review, where we
have garnered exclusive insights from Prof. (Dr.) Rose Varghese, the Vice-Chancellor of The National
University of Advanced Legal Studies.

he International University is on a mission to cater
Tto the needs of the twenty first century while
retaining and sustaining the legacy of Nalanda’s
immortal learning tradition that would encourage the
students on an unparalleled experiential educational
journey.
Rising from the ruins like a Phoenix Bird
It all started on the floor of the Bihar Assembly in 2006
when the then President of India, Late Dr A. P. J. Abdul
Kalam, had stressed on the need for reviving the renowned
ancient Nalanda University by re-establishing it. The
International University that we are featuring here was
established in 2010 in Rajgir, and is around 12 kms from
the ancient ruins of Nalanda, Bihar. It was re-established
with the sole motto of regaining the impeccable legacy of
Nalanda University as an International seat of knowledge.
The overriding goal of Nalanda University, as defined by
the Hon’ble Minister of External Affairs Smt. Sushma
Swaraj Ji, is to serve as ‘bridge and foundation’ in linking
India with the world through knowledge. Nalanda, literally
is “inexhaustible giver of knowledge”, representing an
undying tradition of the quest for peace and harmony in the
world. The Aim of the University is to create new
knowledge, nourished by Dharma. As a lamp of Asian
renaissance the University was envisaged as one of the
major conduits of Act East Policy of the Government of
India.
This ancient University was the first of its kind in the world
and the present International University is modelled after

that. Back in the 5 century, it was globally renowned as the
Centre of learning where scholars from across Asia and
beyond came in to quench their thirst for knowledge. The
Nalanda University was the seat of knowledge for over
eight centuries in the ancient kingdom of Magadha. At its

peak (8 – 9 century), it was believed to have had 2,000
teachers and 10,000 students from all over Asia and central
Asia, who lived and studied at the University.
The current Indian Government, through its Act East Policy,
is dedicated to the task of rebuilding this renowned
historical institution. It will be pertinent to mention here
that the valuable contribution and esteemed mentorship of
Hon’ble Chief Minister, Shri Nitish Kumar Ji and the
Hon’ble External Affairs Minister, Madam Sushma Swaraj
Ji is the most significant factor in growth and development
of the Nalanda University.
Recreating the Hallowed Universalism of Nalanda
Nalanda is an international University, which is a ‘sui
generis’ (Greek for unique) University with the objective of
(as envisioned by the Vice Chancellor):
• Imparting value based education and with research
focus towards capacity building of the International
Member States of the University, in the domain of
ancient Indian science, Indian and Asian Philosophy,
Vedic studies, Buddhism, language, Mathematics &
Logic, Astronomy, Historical & Archaeological studies
and other new knowledge domains in higher learning
vital for enhancing the quality of life.
• Contributing to the promotion of peace and human
values by bringing together the entire region of East
Asia and Central Asia on one platform of knowledge
for the world’s well being. Also by focusing on Indian
and the East Asian/Asian wisdom, history and
philosophy, not just to enhance the shared perspective
but also to enhance their understanding globally.
With a distinctive empirical model of learning, Nalanda is
inspired by the academic excellence and global vision of its
historic predecessor and aspires to meet and set global
standards to enable academic excellence and research and
enable capacity building in all areas of higher learning. The
University is being supported by all the Member States of
the East Asia Summit and Intergovernmental
Memorandums of Understanding to that effect have been
signed by 17 countries. This international university is
poised to emerge as a shining example of Asian
collaboration, and will supply the greater part of its brain
power to the world.
“For centuries Nalanda was a beacon which attracted
scholars from all over Asia and became a symbol of
knowledge hub of inter & intra-Asia interaction. It shall
now embark on a similar journey, on an expanded scale
with Asia Pacific and Ocean countries joining in. If the
world’s future lies in achieving a multipolar system it is
necessary that an institution such as Nalanda charts the
course of the region for the 21st Century and beyond.”

With an objective of recreating the University knowledge

system to suit the needs and demands of 21 Century, the
University is in the process of establishing itself in building
human values, Indian culture and ethos and in short
“Man-Making” education as, Swami Vivekananda has
said, through new areas of knowledge.
The university will have the first of its kind campus with a
net zero or near zero environmental impact. This would
mean that the University will generate its own Water and
th
billion years; scientists in 19 century England were
convinced it was 100 million years. The ancient Indians,
long before Copernicus, knew that the earth revolved
around the sun and a thousand years before Kepler, knew
that the orbits of the planets were elliptical. The Indians
developed the use of zero and negative numbers perhaps
thousand years before these concepts were accepted in
Europe”.
Recreating Legacy under the Aegis of a Visionary
Administrator
Professor Sunaina Singh, after taking over as the Vice
Chancellor of Nalanda University, envisioned the new ways
of projecting Nalanda University through dissemination of
knowledge as stated above. An Acclaimed scholar and
accomplished teacher, Professor Singh, is a dynamic leader
who has touched many hearts and inspires many minds. She
is widely known for her rich blend of scholarship,
professional integrity, and administrative competence. She
has an impeccable and proven track record as an able and
visionary administrator that has enabled her to excel in her
leadership role.
Prof. Sunaina Singh is currently also the Vice-President of
the Indian Council for Cultural Relations (ICCR). As the
Renewable Energy apart from sending out zero Waste into
the environment. The university is designed, inspired by
ancient archeological and astronomical practices. For
instance, the incorporation of the Kalchakra concept to
mediate a smooth operation and a successful expansion of
the university, can be seen as its attempt to tie up the
historical legacy inherited by the University with one of the
most urgent contemporary issues that needs to be addressed
- environmental sustainability.
Symbol of Asian Collaboration and a Global Intellectual
Powerhouse
Owing to the international character of the University, it is
imperative that the pedagogy for delivering knowledge at
Nalanda should be unique and global. While old Nalanda
was known for its spectacular library facility, the modern
Nalanda is following the digital route and creating a new
library infrastructure with a robust network facility to host
manuscripts and other print acquisitions. The library which
is envisaged as a resource house of new knowledge systems
will also be a treasure house of archival resources and
gearing up to establish Nalanda University Press.
Currently, the University runs three Master’s programs in
School of Historical Studies, School of Ecology and
Environment Studies and School of Buddhist Studies,
Philosophy and Comparative Religions.
The University is in the process of expanding and is gearing
up its schools of learning to incorporate Mathematics,
Logic, Ancient Sciences, Life Management, New
Economics, Astronomy/Astrology, Vedic Studies, Maritime
Laws/ Security etc. The programs are designed to
encourage experiential learning, promote original research
and develop innovative ideas. The University is also in the
process of expanding its academic profile by bringing in
distinctive Departments/ Centres of learning of Peace and
Security Studies, Evolutionary Anthropology, Indian and
Asian Culture & Philosophy, Information Studies,
Neuroscience, Environment Management, Language &
Literature, Public Health etc., to inculcate an expansive
view of global citizenship which embraces innovation
without boundaries and strength through diversity as we
open new doors of knowledge.
The fundamental telos of the university is to build a
rigorous teaching and research endeavor that will primarily
focus on Indian knowledge system as Dick Teresi, an
erudite American Writer acknowledged - “Twenty-four
centuries before Isaac Newton, the Hindu Rig-Veda asserted
that gravitation held the Universe together. The Indians of
the fifth century A.D. calculated the age of the earth as 4.3

president of Shastri Indo-Canadian Institute (a Bi-National
Institution) between 2009 and 2011, Professor Singh
launched path breaking initiatives that heralded a new
vision and outlook for the institution. She was honored with
a citation by the Indian Chamber of Commerce, Canada
(ICCC), Calgary, for her contribution and initiatives in
strengthening bilateral ties and collaboration in higher
education, in 2011.
Prof. Singh has also been acknowledged for her academic
credentials and distinct leadership skills with awards and
honors such as Education Leadership Award, 2017
(Dewang Mehta National Education Awards), 100-Most
Influential Vice Chancellors, 2016 (World Education
Congress), Bharat Gaurav Award, 2016 (IIFS), Chanakya
Award for Excellence in Good Governance, 2014 (Public
Relations Council of India, Woman of the Year Award, 2014
(by the United Andhra Pradesh Government - Citizens
Council of A.P.), Award for Outstanding Contribution to
Education, 2014 (World Education Congress, Rashtriya
Gaurav Award,(2011, IIFS, Certificate of International
Leadership from National College, Nottingham, U.K.
(2013) etc.
Promoting Collaborative Research and Exposure to new
Experiences
At Nalanda University, students are expected to pursue
interdisciplinary research that emphasizes on collaboration
with students and faculties from various affiliated
universities and institutions. The experience of studying
abroad, along with training in foreign languages enhances
their research skills. Hence, a wide variety of career
prospects are available to the students in various fields. The
University has established linkages and collaborations with
several institutions abroad as well as with partner countries
of the East Asia Summit. The University is affirmative on
knowledge sharing, cultural and civilizational dialogues,
and collaborations and linkages.
Nalanda is the only University in India to adapt Khadi for
its Academic Regalia.
Committed to the Vision while extending need based
support
The new leadership at Nalanda is committed to the vision of
symbolizing Nalanda’s long history of mutual learning,
cross-cultural collaboration and vibrant Asian connections.
Along with the ongoing activities, the University is in the
process of preparing an ideal academic framework,
pedagogy, and evaluation pattern. All these are essential in
bringing quality into the academic programmes offered by
the University.
While committing itself as a part of global citizenship,
Nalanda University also understands the importance of
financially assisting meritorious and needy students. In
order to encourage and reward meritorious students, the
University provides various kinds of financial assistance
like Nalanda Merit Based Scholarship, Nalanda need cum
Merit Scholarship, etc. The University accords Scholarship
to International students. Apart from that, Indian Council
for Cultural Relations (ICCR) Scholarship, Thai
Scholarship, CLMV Scholarship, etc. are also awarded. The
University is also planning to award scholarships to 25
Buddhist monks/nuns from Asian Countries to study at

Multi- Media and State-of-the Art
Air-Conditioned Seminar Hall with the
facility for Video-Conferencing.
We have further initiated steps to
capture the possibilities of
implementing Solar energy and other
modern technologies to facilitate
efficiency in the day to day life in the
Campus.

NUALS is a University established by
The National University of Advanced
Legal Studies Act, 2005 (Act 27 of
2005 of the Kerala State Legislative
Assembly). The Chief Justice of India
is the Visitor of the University, the
Chief Justice of the High Court of
Kerala is the Chancellor and the
Minister for Education in the
Government of Kerala is the
Pro- Chancellor. The Executive
Council consists, among others, a
sitting Judge of the Kerala High Court,
a Member of the Kerala Legislative
Assembly, Secretaries to the
Government in the Departments of
Higher Education, Finance and Law,
the Advocate General, Chairman, Bar
Council of Kerala, etc. This is a
national level Institution of excellence
in higher learning of law and legal
research for which the University has
established Centres of Study and
Research.
We are offering a Five Year B.A. LL.B.
Integrated (Hons.) Course and One
Year LL.M. Course in Constitutional
Law & Administrative Law and in
International Trade Law, of which,
admissions are made through an All
India Level Admission Test for the
National Law Universities in India
(CLAT). The University is following a
Choice Based Credit and Semester
System and is offering vivid types of
Elective Courses on Subjects of
contemporary relevance and on frontier
areas of law such as Competition Law,
Investment Arbitration, Food Law and
Policy, Fisheries Law, Maritime Law,
Media & Telecommunications Law,
Forensic Science, Psychological
Medicine & Law, and Securities Law.
The LL.M. Degree Programme of
NUALS is a full time regular course of
two years’ duration. From the
Academic Year 2015- 16, we have
introduced a One Year LL.M.
Programme in two streams,
Constitutional and Administrative Law
& International Trade Law.
We also have a Ph. D. Programme
which includes a six months Course
Work.
We have Post Graduate Diploma
Courses in Cyber Law and Medical
Law and Ethics. We propose to start
more such courses in the new academic
year.
We have also introduced French and
German Languages for those students
who are interested in learning foreign
languages. We permit our students to
learn Japanese in the close-by NIPPON
Institute. Our teaching pedagogy is
non- conventional and interactive with
a combination of various methods of
studying law and social science
subjects with emphasis on practical
training. There is continuous internal
assessment of students’ participation
and performance. Seminars, Moot
Courts, Debates, Parliamentary
Debates on recent cases, Workshops,
Model U.N. exercises, Field Visits and
so on are organised on a regular basis,
motivating students to be sensitized to
the nuances of the Profession.
The University, in its commitment to
socially relevant issues and in its vision
to be a research- oriented Centre of
Excellence, has established 16 Centres
of learning and research, including a
Centre for Post Graduate Legal
Studies. NUALS is organizing Training
Programmes, Workshops, Seminars,
Field Surveys, Legal Awareness Camps
and Debates under the garb of the 16
Centres on a regular basis. The Centres
have also initiated research projects in
collaboration with various Government
Agencies, the NHRC and the NCW, to
name a few.
We have been awarded with 12 B

The Campus Committee Recruitment
Cell is the officially recognized body
responsible for facilitating and
streamlining the recruitment process. It
is a body constituted and administered
by members of the graduating batch.
As part of a series of academic
initiatives that strengthen the
professional skills and expertise of
students through an interdisciplinary
and holistic approach, NUALS, in
association with the State Bar Council,
conducts Academic Interface
Programmes of Students and Teachers
with Lawyers, on Recent Cases and
Subjects of Contemporary relevance
mainly intended to update the legal
fraternity to the latest cases and the
intricacies of the law and to provide an
opportunity to the students to develop
their analytical skills.

Legal Education with maximum
opportunities for practical training by
drawing parallels from the medical
profession where a student has to
compulsorily undergo House

To make our students exposed to issues
of social relevance, the Faculty and
students went to a Tribal Area in
Kerala, ‘Attapady’ and interacted with
the Tribals in Legal Awareness
Programme.

We have a Moot Court Society where
the activities of the University are
co- ordinated by it under the
supervision of a Faculty Advisor. The
main objective of the Society is to
advance and disseminate learning and
knowledge of legal skills, including
skills relating to advocacy, trial
advocacy, negotiation, client
counselling and research. Our students
have won several laurels in Moot
Courts and other Co- Curricular
activities held all over the Country and
abroad. The NUALS’s Moot Court
team had been selected to represent
India at the 2016 International Rounds
of Philip C. Jessup International Law
Moot Court Competition held at
Washington DC. Another team
qualified to represent India at the
International Rounds of the Leiden Air
Law Moot Court Competition held at
Jakarta, which is a prestigious Moot
Court Competition on ‘Air Law’
organized by the Leiden University,
Netherlands. Further, one of our
students qualified for the prestigious
International Rhodes Scholarship.
NUALS Law Journal, a peer- reviewed
publication of the Students’ Council, is
brought out annually. NUALS’s News
Letter is also brought out annually.

and Society Forum and Debating

annual National Level Cultural Fest

Mellitus’ was organized by dept. of
MLT on 14th November 2015 i.e.
world diabetes day. Awareness of
Diabetes mellitus for the society, free
plasma glucose checkup for teaching
and non-teaching staff was carried out
successfully on that day by MLT

AdtU’s Chancellor, Dr. Narendra Nath Dutta
holds an MBBS degree from Guwahati Medical
College, standing 2nd in the 1965 batch at the
University. He has also completed his Master’s

Degree in ENT, ranking 1 from All India Institute
of Medical Sciences, New Delhi in 1970. Dr.
Dutta started his career as a teacher in Guwahati
Medical College serving for 14 Years and was
bestowed upon by Service above Self Award of
Rotary International, 2000. He was also awarded
with The Prof. Dukhan Ram Award in XXIV
Bihar State Conference of the Association of
Otolaryngologists of India in the Year 2000.
The number of accolades in Dr. Dutta’s hall of
fame is endless with the British Common Wealth
Fellowship in 1981 for Higher Studies in
Microsurgery, in the UK, The Fellowship of
International College of Surgeons in 1982 and the
Citation for Meritorious Service from Rotary
Foundation in 2002 adding to the list. He was also
felicitated on the Annual General Meeting of
North East Chamber Of Commerce and Industry
(NECCI) on 30th Oct. 2002 for his outstanding
performance and exemplary service to the society.

Teach Program: The first schooling program under TEACH
program launched by RC Dispur in collaboration to Assam
down town University (AdtU) at Panikhaiti L.P. school
building completed its first batch on 15th December, 2014
successfully. There were all together 31 students (male-2 +
female-29), of which 16 of them completed the course
successfully and were awarded with a certificate of
appreciation for completion of pre-primary level education.
Health Camps: It is surprising to know that even after so
many decades of freedom and so much advancement in
technology in the medical field, people are still dying in
India. Some die because of lack of options, while some die
because of late detection of diseases. Witnessing the grave
need for affordable medical facilities, AdtU takes timely
initiatives to organize free health camps in the remote areas.
Some of the major highlights are:
Eye Camp 2016 – AdtU had organized an Eye Camp on 20th
March 2016 at Swarna Vidyapitch High School, Mayong in
collaboration with The Rotary Club of Guwahati. Students
from Nursing and Medical Laboratory Technology
Department of the University along with the faculties had
participated and did the Preliminary Screening at the camp.
Health Camp 2015 – A free Health Camp was organized by
AdtU and down town Hospital (DTH) at Gurgaon on 13th
October 2015, where Blood grouping for children and blood
glucose for adults were carried out on the same day. Around
322 children and 130 adults of the city were benefited from
this health camp.
All India BP Survey – Faculties of MLT, TEDM, and
Nursing, along with other departments organized the camp at
AdtU under the able guidance from AIIMS, New Delhi.

Initiative
he alarming global warming statistics has raised
Tawareness about the issue among everyone. More
and more people are realizing the need of reframing
in social infrastructure to achieve the targets of Green
Planet Initiative. Today, every individual is aware about the
solutions that will help in eradication of global warming.
One of the major objectives of this program is to promote
recycling, limiting our daily energy use and buying the
product that could lower the carbon footprint, This goal is
extremely important in order to build a more sustainable,
eco- friendly, and a healthy society. To promote the idea of
sustainable resource system, with respect to this global
change, many of the institutions have developed proactive
environmental policies and termed them holistic
management policies or bottom line policies subsequently.
The higher education societies are no exceptions. The term
Green University was first coined in Stockholm Declaration
in 1972. The theory was implied on, the balance between
uses of carbon emanating technologies and environmental
preservation. According to Foo, an environmentalist, “The
University researchers suggested the climate changes
initially, thus, the university must be a better contributor
towards environmental sustainability”. However, the habits
and values taught by university have a long lasting impact
on students Therefore, inculcation of new environmental
policies in higher education is an acknowledgeable
initiative. The university students, teachers and helpers are
expected to ensure few things for achieving the goal of
Green University. The proactive habits like limited use of
personal vehicle in university, use of bicycle in surrounding
area, cleanliness in campus area, avoiding the use of plastic
are welcomed as student’s participation in the initiative.

The global universities are increasingly building a
sustainable environmental infrastructure in line with their

campus greenway network, A university from China, established the first ever
energy and resource efficient campus of 780 acres in 2007, Many Universities
in U.S. have also built a student service project in 2013 which was designed
to avoid the conventional energy use for typical electronics, like air condition
and lighting bulbs, tube lights etc. The initiative, farming near campus was
lightened by teachers, student’s participation and resulted in developed
natural and cool light around campus. The University of Denmark have built
its own Green Lighthouse that generates energy from excess energy soils and
rocks under the campus and roof top solar panels. While some campuses are
generating energy, some preferred to go for re-use of the utilities. The
installations of Hydration water stations limited the use of packaged water in
campus and steamed to lower emissions of carbon and increased cleanliness.
Some universities from Canada encouraged organic farming in campus and
provided locally produced food to students. The universities of Switzerland
and Peru focused on waste disposal; the institutions disposed the food waste
and paper waste. The universities generated electricity by selling the waste
food to the firm which produces organic fertilizers and biogas fuel as well as
provides scholarships to economically challenged students by in cashing the
amount gained from waste paper. Green transport encouragement program
was established at some universities successfully. Some universities in India
have provided free of charge bicycles for campus use, this benefited student’s
health and it even attracted many joggers, walkers and health conscious
people towards industry campus. Some American universities provided
electric cars and bikes for campus travel. Many students of these university
stated that they preferred electric or CNG vehicles after education also. The
Indian University Grant Commission has introduced green campus initiative
to compulsory promote the utilization of solar energy based systems, i.e. use
of solar water heater, solar dryer, solar cooking system etc., in the campus.
The use of such renewable energy thus helped in reduction of pollution in
university area. The commission is eyeing a 25% reduction in fossil fuel
usage in the coming five years at campus area by promoting the ideas like
using a bicycle and other eco-friendly energy vehicles.
Empowering the initiative through Awareness
The progressive efforts of global universities is a result of social awareness
programs organised by different commissions and corresponding institutions.
Green Campus Initiative by Universities in Indonesia is among the noticeable

Dr. L.S.S. Reddy, Vice Chancellor, KLEF, is an eminent
Professor in Computer Science and Engineering Department,
holding Ph.D. in Computer Science Engineering from BITS
Pilani. He had joined Koneru Lakshmaiah College of
Engineering in December 1995 and proved his administrative
excellence as the Head of Department of Computer Science
and Engineering. He is an outstanding administrator and a
prolific researcher, having over 30 years of experience in
Teaching, Research and Administration at prestigious institutes
like BITS Pilani, CBIT etc.
As Principal, Dr. Reddy was instrumental in promoting KLCE
as one of the leading Institutions in India. KLCE has achieved
remarkable growth in all the fronts of higher education under
the leadership of Dr. L.S.S. Reddy, including accreditation of
all its six eligible UG programs by NBA of AICTE in 2004.
His contribution as a Principal of KLCE was very widely
recognized and appreciated in converting an Autonomous
college into a Deemed to be University u/s 3 of UGC Act 1956
in 2009 and thus KL University (Koneru Lakshmaiah

graduated in Electronics and communication Engineering
in the year 1977. He is the co-founder of the Institute,
along with Sri Koneru Lakshmaiah, which was

eminence and also an industrialist of great repute. Under
his stewardship, the Institute grew by leaps and bounds
and today it is in the forefront of technical education in

Autonomy – an oft-chanted idea and a political
cry – as a value and as propaganda, has been
misconstrued in different ways and for different
reasons. Without going into its theoretical jargon, we need
to understand first that our context here is to value
autonomy as an instrument for assurance of purposive
governance; a fairly equitable governance in academic
institutions. Both, autonomy and governance have
instrumental values as they are supposed to deliver certain
services, ensure equity, equal access to opportunities,
gender justice, and to put in organized efforts for capacity
building, skill development and so on. To realize all these,
which have become values in themselves today, autonomy
serves as a necessary condition. Through autonomy, the
academic institutions and their governance must aspire for
and create an environment in which the academic freedom
of the stakeholders should not go haywire, but channelized
to deliver a culture of performance and yield excellent
human capital.
If autonomy is seen as an instrument, it has its greater role
in providing a broad schema for governance, i.e., ensures
mobility of the organizational structure in a desired
direction. A governance structure and hierarchy of
functionaries should be laid in a fashion that the role of
every superior in the chain is to supervise the chores of
subordinates and ensure delivery of services, obtaining
desired goals and realization of values. With the change of
time, the meaning of autonomy also changes. Autonomy is
not a state-construction or mere self-determination claim.
Today, service is the key – a key not only to achieve the
mission and objectives of the institution, but also a key to
justify autonomy itself. Without service and performance,
autonomy itself will always be in question, rather factually
non-existent. Autonomy is not an idea, it exist in its
function only.
In the actual play of day-to-day administration, autonomy
facilitates conflict resolution, self-governance, apt decision
making, and interim settlements, addresses malpractices,
clears bottle-necks, and eradicates the usual lackadaisical
character of offices, and what not. In more practical sense,
its worth lies in academic flexibility – it may be related to
updating syllabi, attuning the curriculum with
employability and ensuring creation of skill-sets. It is an
awareness towards time and society, and towards the
change in the industry and corporate. Autonomy leads, in
no way, to authoritarianism. Rather, autonomy is exercised

in decentralization to ensure the higher governance values,
as through decentralization an institution can utilize
multiple skills and expertise of people to achieve targets in
an organized way. Decentralization and delegation of
authority psychologically involves the stakeholders in
achieving goals, and in turn, engender sense of
responsibility among them.
Autonomy has a larger role in integration. Integration is the
value that reveals the beauty of autonomy. Integration is the
core value that generates prudence for managing diversity
and equity of the campus populace. The reason why
autonomy is a requisite for managing diversity is that
autonomy enables the organization to choose principles and
parameters for suitable diverse treatments and justified
discrimination, which otherwise is not possible through
blind principles of equality and mere adherence to rules.
Autonomy goes beyond rules; it transcends principles and
creates new bases. The transcendence is no denial of
principles, but a process of acquiring greater rationality that
can encompass the needs of the time. This is the beauty of
autonomy. It leads to transformation of governance. The
transformation is inevitable because the context, scenario
and the time in terms of educational goals and market
requisites are continuously changing. If the time factor is
not kept in mind, the autonomy is spent in struggles for
adjustment with situations, in resisting them and develops
impasse in the path of progress.
Indian philosophy defines beauty with novelty – novelty is
beauty. The right function of autonomy spins off incessant
novelty. In resonance with the time, autonomy becomes
creative, innovative and inclusive. The beauty here is not a
mere precept; it reveals and embodies in form of services,
performance, and realization of vision and mission of the
institution. The beauty of autonomy defines the
acceptability of the leadership. Thus, autonomy embellished
with the aforesaid beauty is the key to transform
governance, which can’t be achieved through mere
control-measures. Daniel H. Pink has rightly observed,
‘control leads to compliance; autonomy leads to
engagement.’ Our question today is meaningful
engagement, not mere compliance.

  • 4. ‘ Editorial s per the latest statistics from the University Grants ACommission (UGC), there are 789 universities in India. Yet, India has seen 24,898 applications being filed and 2935 designs being registered. According to PATSEER, out of these, 9584 have been granted. Evidently, there has been a massive rise in the IP filings across the country and a big chunk of its credit goes to the Indian government’s Startup India initiative and the rising affinity towards innovation among the younger generation. However, these numbers are still lagging far behind the leaders in the respective lists. It is imperative for the universities of India to take upon the onus of spurring innovation in India by converting into platforms of innovation. If research is about discovering the pre-existing truths, then creativity is about unveiling new truths. Man has over-powered every adversity from nature because of innovations and knowledge has proven to be the biggest weapon for mankind in its struggle to overcome hostilities. This is where Universities play the vital role of saviors by harvesting new ideas and concepts against the rising expectations from dwindling resources. Innovation, first of all, should start from the teaching methodology itself. All initiatives from universities should accentuate the practice of lifelong learning. They should encourage the idea of “Once a student, Always a Student”. Students ought to be encouraged in taking up research works during their apprenticeship and later as contributors of research works when they are alumni. An Ideal Student of an Ideal university would stand out as the most adaptive and creative thinker in the society. An Ideal University would be the birthplace of reformists and individualists. India is a country of diverse understandings. There is a peculiar kind of unity in its diversity and this is clearly evident in the universities and their academic structures. No two universities would carry the same vision, but would definitely carry one similar mission, and that is to produce lifelong learners; Learners that would continue to contribute to the society through innovation and logical speculation. Rising from the ruins like a Phoenix Bird It all started on the floor of the Bihar Assembly in 2006 when the then President of India, Late Dr A. P. J. Abdul Kalam, had stressed on the need for reviving the renowned ancient Nalanda University by re-establishing it. The International University that we are featuring here was established in 2010 in Rajgir, and is around 12 kms from the ancient ruins of Nalanda, Bihar. It was re-established with the sole motto of regaining the impeccable legacy of Nalanda University as an International seat of knowledge. The overriding goal of Nalanda University, as defined by the Hon’ble Minister of External Affairs Smt. Sushma Swaraj Ji, is to serve as ‘bridge and foundation’ in linking India with the world through knowledge. Nalanda, literally is “inexhaustible giver of knowledge”, representing an undying tradition of the quest for peace and harmony in the world. The Aim of the University is to create new knowledge, nourished by Dharma. As a lamp of Asian renaissance the University was envisaged as one of the major conduits of Act East Policy of the Government of India. This ancient University was the first of its kind in the world and the present International University is modelled after th that. Back in the 5 century, it was globally renowned as the Centre of learning where scholars from across Asia and beyond came in to quench their thirst for knowledge. The Nalanda University was the seat of knowledge for over eight centuries in the ancient kingdom of Magadha. At its th th peak (8 – 9 century), it was believed to have had 2,000 teachers and 10,000 students from all over Asia and central Asia, who lived and studied at the University. The current Indian Government, through its Act East Policy, is dedicated to the task of rebuilding this renowned historical institution. It will be pertinent to mention here that the valuable contribution and esteemed mentorship of Hon’ble Chief Minister, Shri Nitish Kumar Ji and the Hon’ble External Affairs Minister, Madam Sushma Swaraj Ji is the most significant factor in growth and development of the Nalanda University. Recreating the Hallowed Universalism of Nalanda Nalanda is an international University, which is a ‘sui generis’ (Greek for unique) University with the objective of (as envisioned by the Vice Chancellor): • Imparting value based education and with research focus towards capacity building of the International Member States of the University, in the domain of ancient Indian science, Indian and Asian Philosophy, Vedic studies, Buddhism, language, Mathematics & Logic, Astronomy, Historical & Archaeological studies and other new knowledge domains in higher learning vital for enhancing the quality of life. • Contributing to the promotion of peace and human values by bringing together the entire region of East Asia and Central Asia on one platform of knowledge for the world’s well being. With a distinctive empirical model of learning, Nalanda is inspired by the academic excellence and global vision of its historic predecessor and aspires to meet and set global standards to enable academic excellence and research and enable capacity building in all areas of higher learning. The University is being supported by all the Member States of the East Asia Summit and Intergovernmental Memorandums of Understanding to that effect have been signed by 17 countries. This international university is poised to emerge as a shining example of Asian collaboration, and will supply the greater part of its brain power to the world. “For centuries Nalanda was a beacon which attracted scholars from all over Asia and became a symbol of knowledge hub of inter & intra-Asia interaction. It shall now embark on a similar journey, on an expanded scale with Asia Pacific and Ocean countries joining in. The ancient Indians, long before Copernicus, knew that the earth revolved around the sun and a thousand years before Kepler, knew that the orbits of the planets were elliptical. Recreating Legacy under the Aegis of a Visionary Administrator Professor Sunaina Singh, after taking over as the Vice Chancellor of Nalanda University, envisioned the new ways of projecting Nalanda University through dissemination of knowledge as stated above. An Acclaimed scholar and accomplished teacher, Professor Singh, is a dynamic leader who has touched many hearts and inspires many minds. She is widely known for her rich blend of scholarship, professional integrity, and administrative competence. She has an impeccable and proven track record as an able and visionary administrator that has enabled her to excel in her leadership role. The University is in the process of expanding and is gearing up its schools of learning to incorporate Mathematics, Logic, Ancient Sciences, Life Management, New Economics, Astronomy/Astrology, Vedic Studies, Maritime Laws/ Security etc. The programs are designed to encourage experiential learning, promote original research and develop innovative ideas. We have further initiated steps to capture the possibilities of implementing Solar energy and other modern technologies to facilitate efficiency in the day to day life in the Campus. 3. NUALS is a University established by The National University of Advanced Legal Studies Act, 2005 (Act 27 of 2005 of the Kerala State Legislative Assembly). The Chief Justice of India is the Visitor of the University, the Chief Justice of the High Court of Kerala is the Chancellor and the Minister for Education in the Government of Kerala is the Pro- Chancellor. The Executive Council consists, among others, a sitting Judge of the Kerala High Court, a Member of the Kerala Legislative Assembly, Secretaries to the Government in the Departments of Higher Education, Finance and Law, the Advocate General, Chairman, Bar Council of Kerala, etc. This is a national level Institution of excellence in higher learning of law and legal research for which the University has established Centres of Study and Research. We are offering a Five Year B.A. LL.B. Integrated (Hons.) Course and One Year LL.M. Course in Constitutional Law & Administrative Law and in International Trade Law, of which, admissions are made through an All India Level Admission Test for the National Law Universities in India (CLAT). Seminars, Moot Courts, Debates, Parliamentary Debates on recent cases, Workshops, Model U.N. exercises, Field Visits and so on are organised on a regular basis, motivating students to be sensitized to the nuances of the Profession. The Campus Committee Recruitment Cell is the officially recognized body responsible for facilitating and streamlining the recruitment process. It is a body constituted and administered by members of the graduating batch. As part of a series of academic initiatives that strengthen the professional skills and expertise of students through an interdisciplinary and holistic approach, NUALS, in association with the State Bar Council, conducts Academic Interface Programmes of Students and Teachers with Lawyers, on Recent Cases and Subjects of Contemporary relevance mainly intended to update the legal fraternity to the latest cases and the intricacies of the law and to provide an opportunity to the students to develop their analytical skills. I have been advocating for Clinical Legal Education with maximum opportunities for practical training by drawing parallels from the medical profession where a student has to compulsorily undergo House Surgeoncy to make them totally equipped with the practical aspects of the profession. To make our students exposed to issues of social relevance, the Faculty and students went to a Tribal Area in Kerala, ‘Attapady’ and interacted with the Tribals in Legal Awareness Programme. 5. Tell us about a few of the most popular courses at The National University of Advanced Legal Studies, the campus infrastructure, the discerning assessment practices and some of the most successful placement figures the University has generated: Apart from the academic curriculum discussed earlier, we have an Amenities Centre where we have the facility for Gym for the students, Table Tennis and Indoor Games. We have Hostels for Boys and Girls, Faculty Apartments, Residences for the Vice- Chancellor and Registrar. We have an Administrative Block where we have a fully air-conditioned hi-tech Seminar Room, spacious Auditorium, Council Hall and a Gym for the staff. Many students of NUALS have got placements with Lawyers, reputed Legal firms, Corporate firms, Multi-National Companies, Judge/Advocate General’s Office and many of them opted for Civil Service and various Legal positions. We have a Moot Court Society where the activities of the University are co- ordinated by it under the supervision of a Faculty Advisor. The main objective of the Society is to advance and disseminate learning and knowledge of legal skills, including skills relating to advocacy, trial advocacy, negotiation, client counselling and research. Our students have won several laurels in Moot Courts and other Co- Curricular activities held all over the Country and abroad. The NUALS’s Moot Court team had been selected to represent India at the 2016 International Rounds of Philip C. Jessup International Law Moot Court Competition held at Washington DC. Another team qualified to represent India at the International Rounds of the Leiden Air Law Moot Court Competition held at Jakarta, which is a prestigious Moot Court Competition on ‘Air Law’ organized by the Leiden University, Netherlands. Further, one of our students qualified for the prestigious International Rhodes Scholarship. NUALS Law Journal, a peer- reviewed publication of the Students’ Council, is brought out annually. NUALS’s News Letter is also brought out annually. There are various Forums like the Economic Forum, Quiz Forum, Law and Society Forum and Debating Forum actively functioning throughout the year. The students organize an annual National Level Cultural Fest titled as ‘NAALAM’ which is an Inter- University Students’ Competition. More and more people are realizing the need of reframing in social infrastructure to achieve the targets of Green Planet Initiative. Today, every individual is aware about the solutions that will help in eradication of global warming. One of the major objectives of this program is to promote recycling, limiting our daily energy use and buying the product that could lower the carbon footprint, This goal is extremely important in order to build a more sustainable, eco- friendly, and a healthy society. To promote the idea of sustainable resource system, with respect to this global change, many of the institutions have developed proactive environmental policies and termed them holistic management policies or bottom line policies subsequently. The higher education societies are no exceptions. The term Green University was first coined in Stockholm Declaration in 1972. The theory was implied on, the balance between uses of carbon emanating technologies and environmental preservation. According to Foo, an environmentalist, “The University researchers suggested the climate changes initially, thus, the university must be a better contributor towards environmental sustainability”. However, the habits and values taught by university have a long lasting impact on students Therefore, inculcation of new environmental policies in higher education is an acknowledgeable initiative. The University of Denmark have built its own Green Lighthouse that generates energy from excess energy soils and rocks under the campus and roof top solar panels. While some campuses are generating energy, some preferred to go for re-use of the utilities. The installations of Hydration water stations limited the use of packaged water in campus and steamed to lower emissions of carbon and increased cleanliness. Some universities from Canada encouraged organic farming in campus and provided locally produced food to students. The universities of Switzerland and Peru focused on waste disposal; the institutions disposed the food waste and paper waste. The universities generated electricity by selling the waste food to the firm which produces organic fertilizers and biogas fuel as well as provides scholarships to economically challenged students by in cashing the amount gained from waste paper. Green transport encouragement program was established at some universities successfully. Some universities in India have provided free of charge bicycles for campus use, this benefited student’s health and it even attracted many joggers, walkers and health conscious people towards industry campus. Some American universities provided electric cars and bikes for campus travel. Many students of these university stated that they preferred electric or CNG vehicles after education also. The Indian University Grant Commission has introduced green campus initiative to compulsory promote the utilization of solar energy based systems, i.e. use of solar water heater, solar dryer, solar cooking system etc., in the campus. The use of such renewable energy thus helped in reduction of pollution in university area. The commission is eyeing a 25% reduction in fossil fuel usage in the coming five years at campus area by promoting the ideas like using a bicycle and other eco-friendly energy vehicles. Empowering the initiative through Awareness The progressive efforts of global universities is a result of social awareness programs organised by different commissions and corresponding institutions. Green Campus Initiative by Universities in Indonesia is among the noticeable works. The university established Green Metric World University Ranking that examined pollution levels, in different university campuses. The number of participating universities is over 400 today. People and Planet University League is also a popular competition that accounts for best eco-friendly campus, 250 global universities participated in the event last year.   • 50. Autonomy – an oft-chanted idea and a political cry – as a value and as propaganda, has been misconstrued in different ways and for different reasons. Without going into its theoretical jargon, we need to understand first that our context here is to value autonomy as an instrument for assurance of purposive governance; a fairly equitable governance in academic institutions. Both, autonomy and governance have instrumental values as they are supposed to deliver certain services, ensure equity, equal access to opportunities, gender justice, and to put in organized efforts for capacity building, skill development and so on. To realize all these, which have become values in themselves today, autonomy serves as a necessary condition. Through autonomy, the academic institutions and their governance must aspire for and create an environment in which the academic freedom of the stakeholders should not go haywire, but channelized to deliver a culture of performance and yield excellent human capital. If autonomy is seen as an instrument, it has its greater role in providing a broad schema for governance, i.e., ensures mobility of the organizational structure in a desired direction. A governance structure and hierarchy of functionaries should be laid in a fashion that the role of every superior in the chain is to supervise the chores of subordinates and ensure delivery of services, obtaining desired goals and realization of values. With the change of time, the meaning of autonomy also changes. Autonomy is not a state-construction or mere self-determination claim. Today, service is the key – a key not only to achieve the mission and objectives of the institution, but also a key to justify autonomy itself. Without service and performance, autonomy itself will always be in question, rather factually non-existent. Autonomy is not an idea, it exist in its function only. In the actual play of day-to-day administration, autonomy facilitates conflict resolution, self-governance, apt decision making, and interim settlements, addresses malpractices, clears bottle-necks, and eradicates the usual lackadaisical character of offices, and what not. In more practical sense, its worth lies in academic flexibility – it may be related to updating syllabi, attuning the curriculum with employability and ensuring creation of skill-sets. Decentralization and delegation of authority psychologically involves the stakeholders in achieving goals, and in turn, engender sense of responsibility among them. Autonomy has a larger role in integration. Integration is the value that reveals the beauty of autonomy. Integration is the core value that generates prudence for managing diversity and equity of the campus populace. The reason why autonomy is a requisite for managing diversity is that autonomy enables the organization to choose principles and parameters for suitable diverse treatments and justified discrimination, which otherwise is not possible through blind principles of equality and mere adherence to rules. Autonomy goes beyond rules; it transcends principles and creates new bases. The transcendence is no denial of principles, but a process of acquiring greater rationality that can encompass the needs of the time. This is the beauty of autonomy. It leads to transformation of governance. The transformation is inevitable because the context, scenario and the time in terms of educational goals and market requisites are continuously changing. If the time factor is not kept in mind, the autonomy is spent in struggles for adjustment with situations, in resisting them and develops impasse in the path of progress. Indian philosophy defines beauty with novelty – novelty is beauty. The right function of autonomy spins off incessant novelty. In resonance with the time, autonomy becomes creative, innovative and inclusive. The beauty here is not a mere precept; it reveals and embodies in form of services, performance, and realization of vision and mission of the institution. The beauty of autonomy defines the acceptability of the leadership. Thus, autonomy embellished with the aforesaid beauty is the key to transform governance, which can’t be achieved through mere control-measures. Daniel H.
