Challenges Facing The U.s. Vocational Training System
The challenges facing the U.S. vocational training system today low community college completion
rates and skill mismatch, in particular are the legacy of a long history of conflict between employers,
employees, and unions over how to train American workers. If the government tried to address the
current challenges without accounting for this history, their policy proposals would likely be
impractical and incomplete. Our goal is thus to review the history of vocational training in search for
lessons that indicate what policies and programs have the highest probability of success today.
We focus on two persistent historical challenges for American vocational training: balancing employer
demands with economic mobility for trainees, and coordinating investment and skills certification
between employers, training institutions, trainees, and government. These are the obstacles that any
policy will need to work around or overcome. For example, if successful apprenticeship programs
have succeeded only where employers associations and workers groups coordinate training, it is
unlikely that a regional or national apprenticeship policy can succeed without buy in from employers
and employees willing to agree on a system of certification and cost sharing. The two sections below
will explore how these challenges arose, why they have persisted, and what they mean for current

would be high. Food and water made its way slowly and insufficiently to the survivors; rescue and
medical workers could not save all the trapped and wounded (Petersen). However, some of the
greatest problems occurred weeks, months or even years later. Haiti has tried to abide by the Child
Rights Convention s Article Six that states that every child has an inherent right to life, but it has been
difficult. An examination of the effects of the earthquake and the resulting problems focusing on
healthcare such as women s safety and reproductive care, the spread of diseases, the impact of poverty
and the decline in the mental and physical stability of the youth, demonstrates the negative impacts the
disaster had, especially on the country s children.
The 2010 earthquake left Haiti s people in shock and confusion, causing the women many issues with
both their safety and reproductive health. In the aftermath of a disaster, women and girls are extremely
vulnerable to sexual coercion and violence. In Haiti the breakdown of law and order, and the growing
civil unrest, placed women and girls at a significantly increased risk (Claeys). After the the quake,
women had a lot of trouble finding or affording contraceptives and as a result, some women could not

I made sure to throw the papers all over the place so that I drew attention to myself. My first attempt
was a little weak because I wasn t quite skilled on fake tripping and I probably looked like someone
who was fake tripping. At first, I got a lot of strange looks, like Did that girl just fake trip? so I quickly
picked up all the papers and ran into the bathroom to hide. After I collected myself from the

et al., 2013). In Tanzania, drug related harm reduction currently exists by means of needle and syringe
programs (NSPs) and opioid substitution therapy (OST) (UNAIDS, 2016). Despite the presence of
these harm reduction approaches; research indicates that only 8 10% of the people who utilize the
services are women (Lambdin et al., 2013; Zamudio Haas, Mahenge, Saleem, Mbwambo, Lambdin,
2016). Reluctances of utilizing harm reduction services are largely tied to several specific factors
concerning the unaddressed needs of women. In a number of studies, intense stigma and
discrimination were noted as strong deterrents for WIDUs seeking any kind of harm reduction or
addiction treatment (Alam mehrjerdi et al., 2016, Lambdin, et al., 2013; Torchalla, Linden, Strehlau,
Neilson, Krausz, 2014, Zamudio Haas et al., 2016). In Tanzania, WIDUs reported intense stigma
especially in medical settings when seeking reproductive treatment (Zamudio Haas et al., 2016).

Evolutionary psychologists like Rushton (1991) argue how altruism is part of evolution that originates
