Experts from governments, international organizations, and businesses discussed the impact of new technologies on jobs and how policies need to adapt. The growing role of the digital economy in daily life has heightened demand for new data and measurement tools. “Measuring the Digital Economy: A New Perspective” provides an internationally comparable and timely snap-shot of the state of the Digital Economy covering key parameters including the build-out of the infrastructure, uptake and usage across different segments of the population, the importance of information and communication technologies as drivers of innovation and as a transformational force on jobs and skills. It is clear from this stocktaking that a number or critical thresholds have been crossed and the Digital Economy is now the economy. The pace of change described by the report underscores that the ICT revolution is far from being over, and policy makers need to be attentive to its impact on the economy and society. Given the complexity of the changes, the report identifies a number of gaps in the measurement framework and proposes actions to advance the measurement agenda.
The third programme has taken place during 2020, engaging more experts on the pivotal shifts via virtual workshops and wider community debate.Here are ten issues that will provide future challenge and opportunity.

It explores three key drivers of change as leaders around the world view it – shifting demographics, technology innovation and the organisational response. In addition, we have highlighted several areas where new policy decisions need to be made.

As the world of work changes, how will organisations, society and individuals adapt to ensure that the current and the next generation will be able to acquire the skills necessary for future jobs? Building on previous Future Agenda research that focussed on key policy areas primarily in the Asian market and, more recently, an updated outlook on the future of work and skills development developed in partnership with the University of Bristol, School of Management, we are very pleased to be starting a new phase of research. As well as an analysis of the future of work, this will specifically explore the shifting nature of employability and how and where digital skills will have impact.
Over the next few months, expert views from across Europe will be shared in order to develop a richer understanding of key issues and how they vary across different jurisdictions. As with all Future Agenda projects, the aim is to challenge assumptions, identify emerging trends and build an informed assessment of the changes ahead and their implications for policy and action.

Each technological age has been marked by a shift in how the industrial platform enables companies to rethink their business processes and create wealth. In the talk I argue that we are limiting our view of what this next industrial/digital age can offer because of how we read, measure and through that perceive the world (how we cherry pick data). Companies are locked in metrics and quantitative measures, data that can fit into a spreadsheet. And by that they see the digital transformation merely as an efficiency tool to the fossil fuel age. Future of Education
The broadening world of education is undergoing several major shifts. Driven in part by technology innovation and new business models, the learning process is being reinvented and there is a transformation of education economics and outcomes. Alongside this, there are government imperatives to improve access and address the growing requirement for flexible knowledge workers with transferable skills who can adapt to the changing job market. An ageing workforce also means that there is an increasing need for lifelong learning and re-skilling. In addition there is an increasing demand for a more personalised, immersive and mobile learning experience. All this is challenging the traditional expectations around higher education and the role that universities should play. While countries such as Finland and Singapore are consistently seen as leaders in the field, other nations are trying hard to catch up.
Ahead of a series of global expert events during 2019, this is an overview of the Future of Education project. It provides some background on Future Agenda and preceding multi-nation programmes, highlights some of the questions being raised and outlines options for organisations around the world to get involved. Different governments, technology companies, universities and education service providers are collaborating to support this programme that will develop a clear, shared and detailed view of how the future of education may unfold. Rhode Island innovates: A competitive strategy for the Ocean State
In the fall and winter of 2015–2016, the Metropolitan Policy Program at Brookings worked in association with Battelle Technology Partnership Practice (now TEConomy Partners, LLC) and Monitor Deloitte to advance a new competitive strategy for the state of Rhode Island.
This slideshow summary of the project’s final conclusions finds that Rhode Island possesses unique assets for building an advanced economy that works for all but stands weakened by the decline of its core “advanced industries.” Given that erosion, the slideshow asserts that five advanced industry and two “opportunity industry” growth areas hold out solid potential for growth in the Ocean State and recommends that Rhode Island should embark on a three-part strategy to strengthen its advanced industries and improve its statewide platform for growth.

The growth in globally influential, yet unaccountable, organisations that are able to undertake surveillance, steer agendas and shape government policy has wider impact.
In theory it has never been so difficult to remain below the radar. 24/7 news, constant surveillance and demands for greater accountability make it is seemingly impossible for any corporate, political or, on occasion, personal activity to go unnoticed. And yet widespread concerns about the number of increasingly influential, unaccountable, commercially driven organisations that are operating with rapidly expanding reach were often expressed during recent workshops. True, wealthy individuals and organisations have long had a disproportionate influence over elected representatives but the amount of money some companies now have to spend is unprecedented. Furthermore, new technologies have made it easier for others to access information, exert influence and move funds around the world in ways which are almost impossible to trace. The truth is they can operate effectively and invisibly without being restricted by the traditional checks and balances. At a time when calls for greater transparency are escalating it seems that meaningful oversight is lacking.

This paper is located in what is referred to as policy critique within the theoretical framework of International Political Economy (IPE) which, by origin, seeks to problematize issues of policy. In 1994, celebrated Brazilian economist, Reinaldo Gonsalves produced an important thesis and model on how to measure a country’s global insertion. At that time, Gonsalves could not have foreseen the influence of the Internet on global trade or on domestic trade policies. As such, the issue of global digital connectivity now presents itself as another pillar to measure global insertion. By examining regional Caribbean policy in this regard, this is an opportunity to advance Gonsalves’ model stimulate further on the opportunities associated with global digital connectivity.

The Regus Work-Life Balance Index, which surveys over 16,000 professionals in more than 80 countries, has registered 24% rise between 2010 and 2012. This is a positive indication that now even more workers globally believe that conditions are improving and that measures are being taken to help them successfully manage to balance their personal and their work time.
The Regus Index calibrates work-life harmony by combining a number of different factors, both ‘soft’ indicators such as feelings of enjoyment, sense of achievement and satisfaction with the amount of time spent at home, and ‘hard’ factors such as working hours and additional duties in order to monitor real improvements in the lives of professionals all over the globe. In 2012, some 61% of business people globally feel that their work-life balance has improved since 2010. Although a positive majority, this figure still has considerable room for improvement as the decade advances.

Health in the 21st Century - Putting Data to Work for Stronger Health Systems.
This report explores how data and digital technology can help achieve policy objectives and drive positive transformation in the health sector while managing new risks such as privacy, equity and implementation costs. It examines the following topics: improving service delivery models; empowering people to take an active role in their health and their care; improving public health; managing biomedical technologies; enabling better collaboration across borders; and improving health system governance and stewardship. It also examines how health workforces should be equipped to make the most of digital technology. The report contains findings from surveys of OECD countries and shares a range of examples that illustrate the potential benefits as well as challenges of the digital transformation in the health sector. Findings and recommendations are relevant for policymakers, health care providers, payers, industry as well as patients, citizens and civil society.

These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
