Introduction:
At 25/05/2016, we have made site visit to inspect Fire Alarm and Firefighting
Systems for "EASTERN WATER TOWER AL MAALAM" at Al Khobar City Cornish Rood.
And we found that the Project consists of two buildings: Main Building (The Tower),
and Pump Station. The Tower contains main four floors _Basement, Ground floor,
Restaurant floor, and View Deck floor_ and a service floor at the top called Machine
floor. The Pump Station contains of two building, Generators building, and Pumps
building which consists of Operators offices and Pump Station.
The existing Fire Fighting System for main buildings consists of: Pipes,
Sprinklers, Fire Hose Cabinets, Fire Hydrants, and Dry Powder Extinguishers, But no
fire pumps were found! And for Electric rooms we found CO2 Fire Suppression
System "Kidde" for each. For BMS room there is FM200 Fire Suppression System. The
Fire Alarm System consists of Addressable Fire Alarm Control Panel "Simplex",
Smoke Detectors, Heat Detectors, Manual Call Points, and Electronic Sounders.
During the visit we inspected every reachable element of the existing
firefighting and fire alarm system. In the following pages we will explain facts,
solutions, and suggestions.

Facts:
1. Fire Fighting System Condition:
Pipes, Sprinklers, Fire Hose Cabinets, Fire Hydrants, Dry Powder
Extinguishers, Pumps, CO2 Fire Suppression System, and FM200 Fire
Suppression System.
• Pipes: (Visual inspect, no pressure test were made yet)
o Painting: Very Good,
o Welds: Very Good,
o Supporting: Very Good.
o Riser: Poor (we couldn't find riser connecting all floors)
• Sprinklers: " Concealed pendent"
o Condition: Good
o Level: most of points are not at the finished Ceiling Level yet,
o Completeness: All Sprinkles heads at GF leak the cover plates,
• Sprinklers: "Upright"
o Condition: Good
o Completeness: Good,
• Sprinkler Head without Drop

• Fire Hose Cabinets: (recessed 1.5" hose reel)
o Condition: Very Good,
o Completeness: Good except One Cabinet.
• Fire Hydrants:
o Condition: Good
o Completeness: Good, But it's recommended to install Cabinet
contains 2.5" hose and recommended accessories.
• Fire Extinguishers:
o Condition: Not Good (some need refilling),
o Completeness: Not Good (Some Areas are not covered)
• Pressure Gage at red level
• Fire Hydrant at Pump Station.
• FHC missing all Elements

• Pumps:
o No fire Pumps were found at site: also it's stated that there are
pumps in layout "YC-EWT-M-603 Maintenance Floor Fire
Fighting System", but we couldn't find it!
o There are three zones of firefighting; two are connected to
water lines (1.Ground and Base floors, 2. Pump station) and
the third we couldn't find the source of water for it.
• Water Source for GF and Basement
• Water Source for Pump Station
• Riser for Upper Floor

• CO2 Fire Suppression System:*
o Condition: Not Good (Panels and extinguishing elements were
not stored in right way),
o Completeness: Not Good (Rooms are not isolated correctly,
Gas will leeks and will not isolate the fire).
• Panels detect fire directly
and starts countdown to
release Gas
• Solenoid Valves were not
kept away of dust and they
are not reliable now.
• Sounders Condition • Rooms are not firmly Isolated
* CO2 is a deadly Gas. If gas extinguished by fault in the presence of Humans, it might
cause them death.

2. Fire Alarm System Condition:
Pipes, Wires, Detectors, Panels.
• Pipes:
o Condition: Good,
o Completeness: Not Completed yet and PVC pipes are used at
some areas out of wall.
• Wires:
o Condition: Not Bad,
o Completeness: Not Completed and at some areas unshielded
cables.
• Detectors:
o Condition: Not Bad, but some detectors were kept uncovered,
o Completeness: Not Completed.
• Panels:
o There are two panels One for Main Building and One for Pump
Station.
o Condition:
• PVC Piping & Unshielded Cables

The Tower's Panel we couldn't check due to power
down and batteries absence.
Pump Station Panel is in a good condition but some
detectors detect false fire and need maintenance.
• Panel for Tower open and no batteries.
• Panel for pump station is complete and kept
closed, but detects false fire.

3. Emergency Exits:
• Restaurant & View Deck:
o For upper levels there are two stairs in good condition leading
to ground floor,
o There are four elevators, but only one was working and not
working well.
• Ground Floor:
o There are enough exits to use at emergency
• Basement:
o There are two emergency exits were found,
• Exit sign at restaurant.

Recommendations:
Fire Fighting System:
1. All Life Safety Systems must be a stand-alone system. So that, source of water
must be Independent and separated and pumped from special fire pumps.
2. Source of water for upper floors is a mystery for now and must be checked
firmly.
3. All Fire Extinguishers shall be checked.
4. Missing Fire Hose cabinet shall be completed.
5. CO2 Systems are not reliable now and if released might cause death to
maintenance team if exist there. We recommend that all CO2 suppression
systems to be renewed.
6. Electric rooms shall not contain wide gas leakage opens.
Fire Alarm System:
1. All areas must be covered with detection devices.
2. All PVC pipes out of wall must be replaced with EMT pipes.
3. All unshielded cables must be replaced with shielded cables.
4. Panel for Tower shall be checked before completing all points to decide if will
work or not. If not you can think of another type of fire alarm more flexible.
Emergency Exits:
1. Emergency lights shall be ensured along the way to safety.
