NAP Training Viet Nam - Climate Change and Viet Nam's NAPUNDP Climate
This two-day workshop supported the Government of Viet Nam in building the necessary capacity to advance its National Adaptation Plan (NAP) process. The workshop closely focused on building National Adaptation Plans in the agricultural sector through multi-stakeholder collaboration, and increased knowledge and capacity on a number of topics including: prioritization of adaptation options, cost-benefit analysis, overview of the broad-based nature of climate change adaption impacts, analysis of challenges, and creation of an open discussion with key stakeholders on defining a road-map for the NAP process. The workshop was delivered using discussions and case studies to enhance interactive learning for participants, with supporting presentations by GiZ and SNV.

The objective of this work is to contribute to valorization de Nephelium lappaceum by the characterization of kinetics of drying of seeds of Nephelium lappaceum. The seeds were dehydrated until a constant mass respectively in a drying oven and a microwawe oven. The temperatures and the powers of drying are respectively: 50, 60 and 70°C and 140, 280 and 420 W. The results show that the curves of drying of seeds of Nephelium lappaceum do not present a phase of constant kinetics. The coefficients of diffusion vary between 2.09.10-8 to 2.98. 10-8m-2/s in the interval of 50°C at 70°C and between 4.83×10-07 at 9.04×10-07 m-8/s for the powers going of 140 W with 420 W the relation between Arrhenius and a value of energy of activation of 16.49 kJ. mol-1 expressed the effect of the temperature on effective diffusivity.

However, this trend also means that some important emission sources, which are not so prominently featured in UNFCCC emission accounting norms, receive less attention. The top-level international sector categorisation norms do not necessarily correlate closely with the actual emissions sources and the institutions responsible for them. As sub-sets of the energy sector, the transport and buildings sectors are somewhat underrepresented in NDCs, considering their importance for emissions. The building sector, for example, is referred to in fewer than one quarter of NDCs (World Bank 2016), although accounting for approximately 18% of emissions in 2010 (IPCC 2014). Whilst these sectors may often be included implicitly in economy wide targets, the lack of explicit reference to targets or measures within the sectors specifically creates challenges in the translation of the NDC targets to implementation at the sector level; at the national level, it may remain unclear to public and private stakeholders within these sectors what, if at all, are the implications of the Paris Agreement and the NDC for the sector.

These things will be explored in greater detail through our work in leading Sector Approaches e.g. through the Status Report
Closer alignment of sector plans with NDCs: NDCs and national climate strategy documents should be revised to take account of the consolidated knowledge from subnational and national sector plans, in order to make the NDC an accurate reflection of ambition. This process was not usually done in full for the first round of NDCs for all sectors; it is likely that NDCs do not yet sufficiently incorporate subnational ambition due to misalignment.
Translation of national targets to sector level targets: Clearer identification of sector targets in NDCs: Climate policy documents and NDCs provide little in the way of specific sector targets, for all sector, from which to develop implementation roadmaps and projects that might win support from climate related international funds.
Long-term decarbonisation planning: Comprehensive long-term plans for full sector decarbonisation should be born out of increased collaboration between inter-related sectors, at the national and subnational level. Long term, full-decarbonisation plans are required for reaching decarbonisation pathways that are compatible with the targets of the Paris Agreement.

These things will be explored in greater detail through our work in leading Sector Approaches e.g. through the Status Report
Knowledge and awareness of the implications of the Paris Agreement targets for the future of the sector in the country should be improved across sector stakeholders, including amongst related private sector industries – increased understanding that all sector should be fully decarbonised in the long term may provide clearer signals to investors. These signals may not yet be clear in mid-term economy wide emission reduction targets.
Better understanding of wider impacts and benefits can adjust political and cultural barriers, and mitigate perceived costs and risks for investment.
Maintain inter-institutional lines of communication and processes (often established during initial INDC preparation) to allow for continuous involvement of line ministries. Maintain and build institutional capacities in key ministries and agencies
In the case that comprehensive transport sector roadmaps exist, these may be fed into NDC and climate strategy revisions. In the case that they don’t exist, the targets of the NDCs could be translated to roadmaps focused on implementable actions
Individual project proposals for international support could be developed from the investment plans of transport sector roadmaps, in the case that support is required for the implementation of measures. Whilst international finance commitments to support climate change mitigation and adaptation measures needs to be scaled up, there also remains challenges with the allocation of existing funds. Countries with clear investment plans and projects that clearly reflect their NDC contents and national development plans will be well positioned to access existing and new finance.
TA for countries to be based on country needs. May include analysis of specific mitigation options, assistance for development of sector roadmaps or inputs for NDC revision.
Central pillar for work at the national level will be analysis of political economy and benefits of mitigation action.
NDC status report scope is still yet to be fully defined – we welcome feedback on what should be contained. Possible elements: current status and impact of NDCs, current status of NDC implementation, status of sector integration with NDCs, experiences with various approaches for NDC implementation, emerging trends in links between NDC implementation and NAMAs.
