2. Vision of the LEG – to guide its support to the LDCs on adaptation
Support provided by the LEG by 2020 of the
achievement of:
The existence of a well-structured adaptation planning
process in the LDCs;
Formulation of robust and good-quality NAPs;
Implementation of priority adaptation needs identified in
the NAPs with funding from the GCF and other sources;
Demonstrable results in building adaptive capacity,
strengthening resilience and reducing vulnerability to
climate change in the LDCs.

3. Updates to LEG rolling work programme and LDC Work Programme
Overarching context:
Slow progress by LDCs in finalising NAPs, mobilising climate finance,
and moving to full implementation stage
Recurring capacity gaps, especially in key technical areas (climate
science, measuring vulnerability, hydromet services)
Paris Agreement imposes new demands, and a new intensity of
engagement by LDCs in inter-governmental process

Preparing a description of the Integrative Framework for NAPs and
SDGs (NAP-SDG iFrame) and supporting tools with the support of the
NAP Technical Working Group
Design of training workshops on NAPs to be held in 2019
NAP Expos
Regional NAP Expos: (i) In conjunction with CBA12 in Malawi in
June 2018; (ii) In conjunction with IMCHE3 in Gabon in Oct 2018

Global NAP Calendar to capture information from all partners on the
meetings, training workshops and conferences related to NAPs

Open NAPs
Ongoing studies: Bhutan, Haiti, Madagascar, Malawi and Tuvalu
To expand the Open NAP case studies to more countries (including
at the regional level) and to continue to use them at NAP-related
events
Continued development of NAP Central to support countries on NAPs;
Work on the approach to address mandate from SBI 47 to support
implementation of NAPs
Continued engagement of the GCF secretariat to enhance LDCs access
to GCF funding for NAPs – at LEG meetings, regional events, etc.
10. About the LDC work programme
Established in 2001, for the implementation Article 4, paragraph 9, of
the Convention
The LDC work programme guides overall support to the LDC under the
Convention
It brings together all areas of support needed by the LDCs to effectively
implement the Convention (and now also the Paris Agreement)
The implementation of the LDC work programe lies under the
responsibility of all support mechanisms in and outside the Convention
and the Paris Agreement – within their respective mandates
The LDC Expert Group (LEG) provides technical support and advise for
the implementation of the LDC work programme

Recommendations by SBI 48 to COP 24 on elements of the new LDC
work programme
Continue strengthening existing (or establishing new) climate change
secretariats in LDCs
Continue training in negotiating skills and language
Support the process to formulate and implement NAPs (and NAPAs)
Support preparation and implementation of NDCs
Continue promoting public awareness programmes to ensure
dissemination of information on climate change
Continue strengthening cooperative action on adaptation technology
development and transfer

Continue strengthening the capacity of meterological and hydrological
services to support the implementation of adaptation actions
Continue supporting capacity building initiatives to enable effective
engagement in reporting and review activities under the Convention and
the Paris Agreement
14. What OECD DAC can contribute to LDC Work Programme
Decision highlights the role of bodies in and outside of the Convention,
as well as South-South Cooperation;
Rio Markers play important role in helping to understand trends in
adaptation finance and where efforts are targeted;
Scope for more detailed analysis on flows of resources to LDCs, and
highlighting ‘orphan’ themes?
Mapping of capacity gaps for accessing support and moving to NAP
implementation;
Placing some structure around technical assistance to LDCs, support to
the ‘matchmaking’ process;
Space to informally coordinate views on accessibility of climate finance
instruments.
