3. Strengthening NDCs
Countries can bridge the
emissions gap:
• NDCs can be strengthened in
many ways
• Technical potential is available to
close the gap entirely
• Coverage and effectiveness of
national policies can be increased,
roll out of good practices would
narrow the gap considerably
• Most climate actions have
significant sustainable
development benefits
6. National policies
Coverage and effectiveness of national policies could
be increased
• Successful policies:
• Support renewable energy, phase out coal
• Industrial efficiency
• Standards for heating, cooling, appliances
• Support for electric vehicles, standards freight
• Replication could reduce global emissions
considerably beyond current NDCs (reaching 42–
49 GtCO2e/year in 2030), close to the 2°C pathway
7. Sustainable development
Most climate actions have significant sustainable
development benefits
• economic development
• reduced air pollution
• employment
• energy security
(The New Climate Economy report, 2018; McCollum et
al., 2018; IEA World Energy Outlook 2018, IPCC
special report on 1.5°C, 2018)
