Scope WAC 296-155 PART L
Cranes, Rigging, and Personnel
Lifting
 This part applies to power-operated cranes and
derricks used in construction that can hoist, lower
and horizontally move a suspended load…….
 Equipment includes, Articulating boom cranes;
crawler cranes; mobile cranes, rough-terrain, all-
terrain, commercial truck-mounted, boom truck
cranes; tower cranes; and other variations.

Qualifications
Qualified Rigger (Part L)
“CRANES”
 A qualified rigger is required whenever
employees in the fall zone and are hooking,
unhooking, or guiding a load
 During crane assembly and disassembly hoisting
activities
 This activity requires at least one qualified rigger
Qualified Rigger (Part L)
“CRANES”
 The rigger must meet the qualification
requirements of 296-155-53306
 When hoisting with a Crane or Derrick, the
Qualified Rigger Requirements of Part L apply
and must be followed

 Understands sling and rigging
hardware application and
limitations.
Sling selection and application.
Rigging gear removal criteria.
Load weight estimation, center of
gravity, and basic hand signals, as
applicable.

requirements of applicable ASME
standards: B30.7-2006 Base-
Mounted Drum Hoists, B30.9-2010
Slings, B30.10-2009 Hooks,

the Hook Lifting Devices, B30.21
2005 Manually operated Hoists,

Qualified Rigger (Part L)
“CRANES”
 Qualification Documents:
– Written and Practical test
– Documentation from qualified
evaluator must be on site
• A Third Party Qualified Evaluator
• An Employer Qualified Evaluator
– Employer's qualification is not
portable
– Documentation effective February 1,
2013
Qualified Rigger (Part L)
“CRANES”
 Assessment by a Qualified Evaluator
• Qualified Evaluator is a person who has
demonstrated that they are competent in accurately
assessing whether individuals meet the rigger
qualification requirements of Part L
• Qualified Evaluator (Third Party) means an
independent entity
• Qualified Evaluator (not a third party) is a person
employed by the signal person’s or the rigger’s
employer

 Site Supervisor’s duties (a-l).
“CRANES”
– ( c) ensuring that a qualified person is
designated as the lift director.
– ( i) Allowing crane operation near electric
power lines only when requirements of WAC
296-155-53408 have been met.
– (k) Ensuring that work performed by the
rigging crew is supervised by a qualified
rigger. See WAC 296-155-53406

 LIFT DIRECTOR DUTIES (a-o) “CRANES”
 (g) Assigning qualified signal person(s) and
conveying that information to the crane operator.
 (i) Allowing crane operation near electric power
lines only when the requirements of WAC 296-
155-53408 and any additional requirements
determined by the site supervisor have been
met.

 Lift Director duties continued:
– (l) Informing the crane operator of the weight of
loads to be lifted, as well as the lifting, moving,
and placing locations for these loads.
– (m) Obtaining the crane operator’s verification
that this weight does not exceed the crane’s
rated capacity;
– (n) Ensuring that the load is properly rigged and
balanced before it is lifted more than a few
inches.

 Rigging Requirements for Material Handling
 This part applies to material/load handling
activities when using slings, rigging hardware,
below-the hook-lifting devices when
performing construction activities. ASME
B30.9-2010 Slings, B30.10 2009 Hooks,
B30.20 2010 Below the hook devices, B30.26
2010 Hardware.
Qualified Rigger (Part F-1) “NOT
CRANES”
 Part F-1 All rigging activities must be conducted:
 By a qualified rigger or
 Under the direction of a qualified rigger
 Riggers must be a qualified person who, by possession of a
recognized degree, certificate, or professional standing, or
who by extensive knowledge, training and experience,
successfully demonstrated the ability to solve/resolve
problems relating to the subject matter, the work, or the
project.

CRANES”
 Qualification Requirements:
• Know and understand:
o Requirements for slings, rigging
hardware, and below the hook
lifting devices as applicable
o Rigging limitations, associated
hazards, rigging practices, and
inspection requirements

 Qualification Requirements:
 Know and understand rigging related
conditions, such as load weight estimation,
center of gravity, effect of angles on rigging
components and basic hand signals, as
applicable.
 Sling Hitch application
 Rigging gear removal criteria

 A Qualified Person must inspect the rigging equipment
before each day or shift.
 A Qualified Person must ensure the equipment’s use
and application is safe.
 A Qualified Person must ensure that defective
equipment is removed from service that would create
a hazard if used or meets any of the removal criteria.

  • 2. Rigging for Cranes & Rigging other than Cranes  296-155 Parts L “Cranes” and F-1 –Scope and Application –Rigger Qualifications –Rigging Requirements –Choosing the Right Part –296-155-53401 Duties Assigned personnel
  • 3. Scope WAC 296-155 PART L Cranes, Rigging, and Personnel Lifting  This part applies to power-operated cranes and derricks used in construction that can hoist, lower and horizontally move a suspended load…….  Equipment includes, Articulating boom cranes; crawler cranes; mobile cranes, rough-terrain, all- terrain, commercial truck-mounted, boom truck cranes; tower cranes; and other variations.
  • 4. Part L “CRANES”  Rigging Requirements  Rigger Qualifications
  • 5. Qualified Rigger (Part L) “CRANES”  A qualified rigger is required whenever employees in the fall zone and are hooking, unhooking, or guiding a load  During crane assembly and disassembly hoisting activities  This activity requires at least one qualified rigger
  • 6. Qualified Rigger (Part L) “CRANES”  The rigger must meet the qualification requirements of 296-155-53306  When hoisting with a Crane or Derrick, the Qualified Rigger Requirements of Part L apply and must be followed
  • 7. Qualified Rigger (Part L) “CRANES”  Understands sling and rigging hardware application and limitations. Sling selection and application. Rigging gear removal criteria. Load weight estimation, center of gravity, and basic hand signals, as applicable.
  • 8. Riggers (cont’d) “CRANES”  Qualification Requirements: – Know and understand the requirements of applicable ASME standards: B30.7-2006 Base- Mounted Drum Hoists, B30.9-2010 Slings, B30.10-2009 Hooks, B30.16-2007 Overhead Hoists (Underhung), B30.20 2010 Below the Hook Lifting Devices, B30.21 2005 Manually operated Hoists, B30.26 2004 Rigging Hardware. 8
  • 9. Qualified Rigger (Part L) “CRANES”  Qualification Documents: – Written and Practical test – Documentation from qualified evaluator must be on site • A Third Party Qualified Evaluator • An Employer Qualified Evaluator – Employer's qualification is not portable – Documentation effective February 1, 2013
  • 10.   • 12.  Site Supervisor’s duties (a-l). “CRANES” – ( c) ensuring that a qualified person is designated as the lift director. – ( i) Allowing crane operation near electric power lines only when requirements of WAC 296-155-53408 have been met. – (k) Ensuring that work performed by the rigging crew is supervised by a qualified rigger.   • 13.  LIFT DIRECTOR DUTIES (a-o) “CRANES”  (g) Assigning qualified signal person(s) and conveying that information to the crane operator.  (i) Allowing crane operation near electric power lines only when the requirements of WAC 296- 155-53408 and any additional requirements determined by the site supervisor have been met. 13
  • 14.  Lift Director duties continued: – (l) Informing the crane operator of the weight of loads to be lifted, as well as the lifting, moving, and placing locations for these loads. – (m) Obtaining the crane operator’s verification that this weight does not exceed the crane’s rated capacity; – (n) Ensuring that the load is properly rigged and balanced before it is lifted more than a few inches. 14

Scope “NOT CRANES”  WAC 296-155 Part F-1  Rigging Requirements for Material Handling  This part applies to material/load handling activities when using slings, rigging hardware, below-the hook-lifting devices when performing construction activities. ASME B30.9-2010 Slings, B30.10 2009 Hooks, B30.20 2010 Below the hook devices, B30.26 2010 Hardware.

Qualified Rigger (Part F-1) “NOT CRANES”  Part F-1 All rigging activities must be conducted:  By a qualified rigger or  Under the direction of a qualified rigger  Riggers must be a qualified person who, by possession of a recognized degree, certificate, or professional standing, or who by extensive knowledge, training and experience, successfully demonstrated the ability to solve/resolve problems relating to the subject matter, the work, or the project.

Rigging Requirements, Parts L & F-1  A Qualified Person must inspect the rigging equipment before each day or shift.  A Qualified Person must ensure the equipment’s use and application is safe.  A Qualified Person must ensure that defective equipment is removed from service that would create a hazard if used or meets any of the removal criteria.

  1. (WAC 296-155-53306 Rigger Qualifications. c) The employer must make the documentation for whichever option is used available at the site while the rigger is employed by the employer. The documentation must specify each type of rigging for which the rigger meets the requirements of subsection (3) of this section.

Construction Standard Interpretation 1926 Subpart CC. “Equipment that is designed to function as both a crane and a forklift would be considered multi-purpose equipment and covered by the crane standard when configured, and operated as, a crane.  However, Mr. Raffield submitted a picture of, and information about, a typical vertical mast forklift with a variable length boom attachment that uses slings or a rope to hoist and move a suspended load. This type of forklift described was designed by the manufacturer to lift palletized loads or those that can be safely handled and supported by the forks of the equipment.  The described configuration of a forklift, unlike a crane or derrick, can only provide powered horizontal and vertical movement of the suspended load by both driving the forklift horizontally in addition to moving its mast and forks.  Although the described boom attachment extends the reach of the forks, it was not designed to provide powered horizontal and vertical movement of the load.  This forklift configured with the described boom attachment is not covered by the cranes standard.”
