Steven Laporte gave the opening speech at the 5th European Congress on E-Inclusion. The speech discussed the Digital Literacy 2.0 Belgian training campaign which aims to empower socially and educationally disadvantaged adults by teaching them web 2.0 skills in public libraries. The campaign trains library staff to then qualify users as web 2.0 tutors. It uses informal learning strategies and focuses on practical applications of e-citizenship, social networking, basic skills, communication, and collaboration. The summer school involved 18 sessions across 90 libraries with 400 participants, including 10% of employees from Flanders public libraries.
