IntroductIon
Pradhan mantri krishi sinchayee yojana
(PMKSY)
Launched – 1 July 2015
Aims – to achieve convergence of investments in irrigation sector at field level
Hon’ble President in his address to the joint Session of the Parliament of 16thLok
Sabha indicated that “Each drop of water is precious. Government is committed
to giving high priority to water security”
The motto of ‘Har Khet Ko Paani’ is for ensuring optimal use of our water
resources.
 By harnessing rain water through ‘Jal Sanchay’ and ‘Jal Sinchan’
 Micro irrigation will be popularised to ensure ‘Per drop-More crop
 about 65 million hectare (or 45%) is presently covered under
irrigation.
 Substantial dependency on rainfall makes cultivation in
unirrigated areas a high risk, less productive profession.
 Evidences suggest protective irrigation encourages farmers to
invest more in farming technology and inputs leading to
productivity enhancement and increased farm income.
 Vision of PMKSY to ensure access of protective irrigation to all
agricultural farms in the country.
 To produce ‘per drop more crop’, thus bringing much desired
rural prosperity.

OBJECTIVES
 Achieve convergence of investments in irrigation at the field level
(district level and sub district level ).
 Enhance the physical access of water on the farm and expand
cultivable area under assured irrigation (Har Khet ko pani),
 Improve on-farm water use efficiency to reduce wastage and
increase availability
 “Per drop more crop” concept.
 Introduce sustainable water conservation practices
 Ensure the integrated development of rainfed areas using
the watershed approach .
 Promote extension activities relating to water harvesting,
water management and crop alignment for farmers .
 Attract greater private investments in irrigation.

Budget for PMKSY
For 2016-17
AIM- double farmers income by 2022
Hon’ble finance minister Arun Jaitley announced a total allocation of
Rs 35,984 crore for agricultural improvements .
Under this scheme 2.85 million hectare land will be brought under
irrigation
From this allocation of Rs 5,300 crore for PMKSY
For current year it is 5,717 crore
BUDGET CIRCULATION-
From the current year budget of Rs 5717 crore-
Micro Irrigation –Rs 2340 crore
Integrated watershed management programme (IWMP):-
Rs1,500 crore.
Accelerated irrigation benefit programme (AIBP):- Rs
1,377 crore

Latest budget meeting
 Latest Meeting for PMKSY was held on 25 may 2017
 In Haryana for year 2021-2022 Rs.17363 crore 96 lakhs Yojanas are
sanctioned
 The meeting was collaborated under Chairmanship of DR. Dhesi
 Under this sanction all the PMKSY components are funded through
central govt.

Subsidy allowances in Uttarakhand
 For per crop more drop of PMKSY -Rs . 95 lakhs during 2016-17 as
first installment for implementation of this scheme in
Uttarakhand.
 funding pattern between Central And State govt. must be 90 :10.
 Atleast 30% of budget allocations for women Farmers of state .
 SC/ST population of Uttarakhand - 19% and 3% of state budget.
23% higher amounts have been taken into calculation of
subsidy for the North –Eastern and Himalyan states and 15%
higher for states with low penetration of MI namely Bihar ,
Chattisgarh ,Jharkhand , Odisha , UP , West Bengal and Union
territories.
Programme Components
Accelerated Irrigation Benefit Programme(AIBP) -
focus on faster completion of ongoing Major and Medium Irrigation
including National Projects. Being implemented by MOWR , RD&GR
PMKSY (Har Khet ko Pani) Focus on source distribution, ground water
development, rain water harvesting under IWMP (Intergreted watershed
management programme) & MGNREGA
repair, restoration & renovation of traditional water bodies etc. – being
implemented by MOWR, RD&GR.
 PMKSY (Per Drop More Crop) – to focus on micro level storage
structure,water ,coordination & management - being implemented
by DAC&FW.
 PMKSY (Watershed Development) – focus on drainage line
treatment, soil and moisture conservation being implemented by
D0LR .

 NATIONAL STEERING COMMITTEE (NSC)-
under chairmanship of Hon’ble Prime Minister with Union
Ministers and vice chairman , NITI (National institute for
transforming India) aayog
deals in Policy , Strategic direction , Interstate Issues, National

 NATIONAL EXECUTIVE COMMITTEE (NEC)-
under chairmanship of vice chairman , NITI aayog with
secretaries of concerned ministries
deals interministerial coordination and allocation of
resources,monitoring.

under the chairmanship of chief secretary of the sanction
projects and activities as recommended by IDWG (INTER
DEPARTMENTAL WORKING GROUP)

Objectives of Per Drop More
Crop (Micro Irrigation)
Increase productivity of crops and income of farmers.
Promote micro irrigation technologies in water
intensive/consuming crops like sugarcane, banana, cotton
etc
Make potential use of micro irrigation systems for
promoting fertigation.
 Helpful in water scarce and water stressed conditions.
 Link tube-well / river-lift irrigation projects
 Promote, develop micro irrigation technology for agriculture
and horticulture development .
 Create employment opportunities for skilled and unskilled
persons .
Promotion of Drip irrigation
and Sprinkler system
Drip Irrigation
 Involves dripping water into the soil at very low rates (2-20
litres/hours) .
Fertigation is important for getting maximum benefits by this .
Well accepted by farmers , main states -A.P. , Delhi ,Goa ,M.P.,
T.N. ,Haryana –these are considered as category “A” states .
Under the PMKSY scheme Drip irrigation systems such as On-line and
In-line systems are used.
Sprinkler system
Water discharged under pressure with network of HDPE (High
Density Poly Ethylene) pipes
For hilly states +NE region additional 25% to 15 % subsidy .
These maybe portable , mini-sprinkler ,semi-permanent
sprinkler and rain guns

IntroductIon Pradhan mantri krishi sinchayee yojana (PMKSY) Launched – 1 July 2015 Aims – to achieve convergence of investments in irrigation sector at field level Hon’ble President in his address to the joint Session of the Parliament of 16thLok Sabha indicated that “Each drop of water is precious. Government is committed to giving high priority to water security” The motto of ‘Har Khet Ko Paani’ is for ensuring optimal use of our water resources.
  • 4.  By harnessing rain water through ‘Jal Sanchay’ and ‘Jal Sinchan’  Micro irrigation will be popularised to ensure ‘Per drop-More crop  about 65 million hectare (or 45%) is presently covered under irrigation.  Substantial dependency on rainfall makes cultivation in unirrigated areas a high risk, less productive profession.
  • 5.  Evidences suggest protective irrigation encourages farmers to invest more in farming technology and inputs leading to productivity enhancement and increased farm income.  Vision of PMKSY to ensure access of protective irrigation to all agricultural farms in the country.  To produce ‘per drop more crop’, thus bringing much desired rural prosperity.

OBJECTIVES  Achieve convergence of investments in irrigation at the field level (district level and sub district level ).  Enhance the physical access of water on the farm and expand cultivable area under assured irrigation (Har Khet ko pani),  Improve on-farm water use efficiency to reduce wastage and increase availability  “Per drop more crop” concept.
  • 8.  Introduce sustainable water conservation practices  Ensure the integrated development of rainfed areas using the watershed approach .  Promote extension activities relating to water harvesting, water management and crop alignment for farmers .  Attract greater private investments in irrigation.

Budget for PMKSY For 2016-17 AIM- double farmers income by 2022 Hon’ble finance minister Arun Jaitley announced a total allocation of Rs 35,984 crore for agricultural improvements . Under this scheme 2.85 million hectare land will be brought under irrigation From this allocation of Rs 5,300 crore for PMKSY For current year it is 5,717 crore

Subsidy allowances in Uttarakhand  For per crop more drop of PMKSY -Rs . 95 lakhs during 2016-17 as first installment for implementation of this scheme in Uttarakhand.  funding pattern between Central And State govt. must be 90 :10.  Atleast 30% of budget allocations for women Farmers of state .  SC/ST population of Uttarakhand - 19% and 3% of state budget.
  • 17. 23% higher amounts have been taken into calculation of subsidy for the North –Eastern and Himalyan states and 15% higher for states with low penetration of MI namely Bihar , Chattisgarh ,Jharkhand , Odisha , UP , West Bengal and Union territories.

  • 19. Programme Components Accelerated Irrigation Benefit Programme(AIBP) - focus on faster completion of ongoing Major and Medium Irrigation including National Projects. Being implemented by MOWR , RD&GR PMKSY (Har Khet ko Pani) Focus on source distribution, ground water development, rain water harvesting under IWMP (Intergreted watershed management programme) & MGNREGA repair, restoration & renovation of traditional water bodies etc. – being implemented by MOWR, RD&GR.
  • 20.  PMKSY (Per Drop More Crop) – to focus on micro level storage structure,water ,coordination & management - being implemented by DAC&FW.  PMKSY (Watershed Development) – focus on drainage line treatment, soil and moisture conservation being implemented by D0LR .

INSTITUTIONAL MECHANISM  NATIONAL STEERING COMMITTEE (NSC)- under chairmanship of Hon’ble Prime Minister with Union Ministers and vice chairman , NITI (National institute for transforming India) aayog deals in Policy , Strategic direction , Interstate Issues, National Priorities  NATIONAL EXECUTIVE COMMITTEE (NEC)- under chairmanship of vice chairman , NITI aayog with secretaries of concerned ministries deals interministerial coordination and allocation of resources,monitoring.
  • 23.  STATE LEVEL SANTIONING COMMITTEE (SLSC)- under the chairmanship of chief secretary of the sanction projects and activities as recommended by IDWG (INTER DEPARTMENTAL WORKING GROUP)  DISTRICT LEVEL IMPLEMENTATION COMMITTEE (DLIC)- under the chairmanship of collector/DM/CEO of parishad and others ministers. deals with preparation of DIP ,DPRs , Coordination and monitoring

  • 26. Objectives of Per Drop More Crop (Micro Irrigation) Increase productivity of crops and income of farmers. Promote micro irrigation technologies in water intensive/consuming crops like sugarcane, banana, cotton etc Make potential use of micro irrigation systems for promoting fertigation.
  • 27.  Helpful in water scarce and water stressed conditions.  Link tube-well / river-lift irrigation projects  Promote, develop micro irrigation technology for agriculture and horticulture development .  Create employment opportunities for skilled and unskilled persons .

Promotion of Drip irrigation and Sprinkler system Drip Irrigation  Involves dripping water into the soil at very low rates (2-20 litres/hours) . Fertigation is important for getting maximum benefits by this . Well accepted by farmers , main states -A.P. , Delhi ,Goa ,M.P., T.N. ,Haryana –these are considered as category “A” states . Under the PMKSY scheme Drip irrigation systems such as On-line and In-line systems are used.
