This document certifies that Kathy Jones' doctoral study was found to be complete and satisfactory. It was reviewed by a committee consisting of Dr. Thomas Schnick, Dr. Barbara Bailey, and Dr. Brett Welch. The study investigated the relationship between 3rd grade students' oral reading fluency rates and their reading proficiency on the state-mandated Texas Assessment of Knowledge and Skills. The results indicated a relationship between oral reading fluency and reading proficiency. The study may help schools identify at-risk readers and implement interventions to improve student reading proficiency.
