The Research aims on Human Resource Management and innovation has to date relied on a theoretical assumption that there exists an identifiable set of HR practices which organizations seeking to be innovative should adopt. However, analysis of the various prescriptions of HR practices for innovation reveals a high level of internal inconsistency, leading to conflicting advice for practitioners. Furthermore, a review of empirical research on the topic indicates that HR practices within innovative organizations are remarkably similar to those found in the best practice literature This raises questions about the link between strategy and HRM, and about the theoretical foundations of research on HRM and innovation. Drawing on recent research on HRM and firm performance, I suggest that research on HRM and innovation can benefit from incorporating elements from both contingency theory and best practice approaches into the existing configuration theory approach. A change in direction for both theoretical and empirical research on HRM and innovation is proposed. This paper is laid out as follows. In part one, I ask what a strategy of innovation is, and consider what employee behaviors are believed to be consistent with such a strategy. The second section compares and contrasts different authors’ prescriptions of HR practices for innovation, and also compares the findings of research on HRM and innovation with the findings of the best practice approach. In the final part I consider the implications of MY review for future research on this topic. I propose a broadening of the theoretical base on which research on HRM and innovation is founded, and discuss the particular challenges involved in conducting empirical research on HR systems for innovation.

ABSTRACT. From a corporate governance perspective,
one of the most important jobs of a firm�s top manage-
ment team is to create and maintain a positive moral
environment. Business ethics has long been considered a
cornerstone in the field of strategic management and a
number of scholars have called for more research in this
area over the years. In this paper 658 articles that appeared
in Strategic Management Journal over the 10-year period
between 1996 and 2005 are reviewed for business ethics
focus and content. The results reveal that while business
ethics research in Strategic Management Journal is on the
rise, the overall focus on this research stream has been
limited. The most prominent ethics theme during the
review period was environmentalism, accounting for 30%
of all ethics articles. Author affiliations, future research
directions, and implications are also discussed.

Introduction
Business ethics is a controversial topic that hits home
at all levels of an organization. The recent moral
lapses that triggered the downfalls of firms such
as Enron and WorldCom led to a new wave of
government legislation, such as Sarbanes-Oxley Act,
which is geared toward holding Chief Financial
Officers and other top management team members
directly accountable for the actions of their col-
leagues. New laws and a revamped focus on ethics in
the boardroom have created new and interesting
opportunities for research into issues such as cor-
porate governance and organizational culture. While
the symbiotic relationship between strategy and
ethics has traditionally been a fact of life, it appears
that the two domains are now beginning to truly
coalesce.
It has been just over 10 years since LaRue Tone
Hosmer�s (1994) seminal article ‘‘Strategic Planning
As If Ethics Mattered’’ appeared in Strategic Man-
agement Journal (SMJ hereafter). Hosmer methodically
made the case for the inclusion of more ethics
research in the field of strategy and he asserted that
(1994, p. 17), ‘‘Ethics and the moral obligations of
management were an accepted component in the
strategic planning process during the early develop-
ment of Corporate Strategy as a field of study.’’
There is little doubt that earlier strategy scholars
envisioned ethics as a core and vital area in the field.
In his classic, groundbreaking, book Administra-
tive Behavior, Simon (1947, p. 47) asserted that
‘‘administrative decisions in an organizational con-
text always had an ethical as well as factual content.’’
In today�s business environment the pressure on
CEOs and Board of Director members to establish
and maintain a cogent and unambiguous moral
environment is formidable. CEOs are now fully
expected to incorporate a moral dimension into their
definition of the firm�s strategic visi.

The study identified the effect of performance measurement in corporate strategy formulation processes in Syrian banks. This has been done through a survey of the views of senior management in the banks of the study sample, the study aimed to identify the level of performance measurement and what is the style of measurement used in these banks, in addition to the identification of strategy formulation processes, and the role that provided performance measurement systems for strategy formulation processes in studied banks. In order to achieve these objectives the researcher prepared a questionnaire, has distributed questionnaires on the banks of the study sample, where the study examined two government banks and seven private banks. The distributed questionnaires has reached (147) form, and the recovered (116), which represented the percentage (78.91%) which is acceptable to represent the community of study. The researcher analyzed data using the Statistical Package for Social Sciences (SPSS) and to identify the descriptive statistics for the sample of the study and its characteristics, as well as to prove the validity of hypotheses.

RESULTS: Overall life span (LS) was 2252.1±1742.5 days and cumulative 5-year survival (5YS) reached 73.2%, 10 years – 64.8%, 20 years – 42.5%. 513 LCP lived more than 5 years (LS=3124.6±1525.6 days), 148 LCP – more than 10 years (LS=5054.4±1504.1 days).199 LCP died because of LC (LS=562.7±374.5 days). 5YS of LCP after bi/lobectomies was significantly superior in comparison with LCP after pneumonectomies (78.1% vs.63.7%, P=0.00001 by log-rank test). AT significantly improved 5YS (66.3% vs. 34.8%) (P=0.00000 by log-rank test) only for LCP with N1-2. Cox modeling displayed that 5YS of LCP significantly depended on: phase transition (PT) early-invasive LC in terms of synergetics, PT N0—N12, cell ratio factors (ratio between cancer cells- CC and blood cells subpopulations), G1-3, histology, glucose, AT, blood cell circuit, prothrombin index, heparin tolerance, recalcification time (P=0.000-0.038). Neural networks, genetic algorithm selection and bootstrap simulation revealed relationships between 5YS and PT early-invasive LC (rank=1), PT N0—N12 (rank=2), thrombocytes/CC (3), erythrocytes/CC (4), eosinophils/CC (5), healthy cells/CC (6), lymphocytes/CC (7), segmented neutrophils/CC (8), stick neutrophils/CC (9), monocytes/CC (10); leucocytes/CC (11). Correct prediction of 5YS was 100% by neural networks computing (area under ROC curve=1.0; error=0.0).
CONCLUSIONS: 5YS of LCP after radical procedures significantly depended on: 1) PT early-invasive cancer; 2) PT N0--N12; 3) cell ratio factors; 4) blood cell circuit; 5) biochemical factors; 6) hemostasis system; 7) AT; 8) LC characteristics; 9) LC cell dynamics; 10) surgery type: lobectomy/pneumonectomy; 11) anthropometric data. Optimal diagnosis and treatment strategies for LC are: 1) screening and early detection of LC; 2) availability of experienced thoracic surgeons because of complexity of radical procedures; 3) aggressive en block surgery and adequate lymph node dissection for completeness; 4) precise prediction; 5) adjuvant chemoimmunoradiotherapy for LCP with unfavorable prognosis.

approach to managing WHS work. Managers create
culture by what they systematically pay attention to and
what they measure, control, reward and in other ways
deal with (Schein in Hopkins, 2004).
Thus the way the senior managers conduct the strategic
planning process, the goals and objectives, the
measurement and the evaluation process will impact on
the organisational culture and so the effectiveness of the
management of WHS.
6. The concept of a learning culture, as discussed in the
Introduction, is also important in how managers approach
strategic planning. When an organisation has, or aims for a
learning culture, they will be willing and have the
competence to draw the right conclusions from its WHS
information system, and the will to implement major reforms
when the need is indicated.
Thus the existence of a learning culture will impact on the
approach to strategic planning and so the management of
WHS.
7. The Role of WHS in the Overall Management Process
The WHS practitioner wanting to discuss with managers the
role of WHS in the overall management processes can find
useful reference in the work of Andrew Hopkins, particularly
Lessons from Longford (2000), Safety, Culture and Risk
(2004) and Failure to Learn (2008). Not only do these case
studies show the business interruption and financial impact
of disasters but they highlight how approaches to overall
management contributed to the disaster.

10. There does not have to be a disaster for the link between
WHS and management to be made clear.
It should be remembered that WHS risks are a part of
everything a business does, and WHS does not stand
outside of the normal business activities. Thus WHS should
be included as an integral part of an organisation’s strategic
planning.
11. While it has been said around the world for many years that
good safety makes for good business, research conducted in
Australia in the early 2000s (Mather & Finkel, 2003) provided
evidence by exploring the relationship between the WHS
performance and share price performance of large
companies.
Westpac surveyed the companies on the Australian stock
market to try to find companies in each industrial sector that
had good arrangements for WHS (good policies and
procedures for managing their safety, purchasing new
equipment and for selecting sub-contractors for example).
They then set up a portfolio of these companies and
compared the performance of the ‘good WHS performers’
with the rest of the Australian stock exchange (ASX) over the
previous ten years.
12. The ‘good WHS performers’ appear to have outperformed
the share price growth of the ASX over the ten years.
Westpac also compared the performance with a subset of
companies on the ASX to make an even more cautious
comparison (the ‘surveyed universe’ in Figure 3) but still the
good WHS performers appeared to be growing their share
price faster than the poorer WHS performers.
