mismanagement, which has left the City in chapter nine bankruptcy for three and a half years, and a
political climate distorted from lack of experience, and conflicting ideologies and agendas. Also well
documented is the strained relationship of between the City and the Unions that represent its
employees. Most notably the firefighter s union, which has sued the City on numerous occasions over
