Part 158 allows airports enplaning more than 2,500 passengers per year to charge passengers up to
$4.50 per each flight segment but not more than $18.00 per round trip ticket (Price amp; Forrest,
2012). PFC funds are collected by the airlines, forwarded to the airports by the collecting airlines, and
must be expended by airports for projects directly related to safety, security, capacity, noise reduction,
and carrier competition enhancement (Price amp; Forrest, 2012).
The PFC program s history dates back to the 1970s. Prior to 1973, some airports would impose a toll
on enplaning or deplaning passengers, a practice known as per head taxes (Wells amp; Young, 2004).
A 1972 Supreme Court ruling upheld the constitutionality of this practice in Evansville Vanderburgh
Airport Authority District et al. v. Delta Air Lines, Inc. et al. (Wells amp; Young, 2004). However, in
1973, Congress passed the Anti Head Tax Act that prohibited airports from imposing these per head
tolls on enplaning or deplaning passengers (Wells amp; Young, 2004). By 1978, efforts to remove
these anti head tax bans were moving forward, though this came with counter efforts to prohibit
airports that impose per head tolls from collecting any other federal funding (Wells amp; Young,
2004).
In 1990, then Secretary of Transportation Samuel Skinner asked Congress to allow the imposition of
$3.00 PFCs in an extension of the Airport and Airway Improvement Act program (Wells amp;

Nowadays, since the reform of WTO (World Trade Organization), trade barriers declined gradually
over decades, in order to create more exchange between markets. Regulators from different
governments had substantially focused on the same target, especially after 2008 worldwide financial
crisis, to encourage more export from domestic producers.
To boost both value and quantity of exports, officials from different governments provide various
incentives to domestic producers. These incentives are designed to facilitate exporters over areas like
production efficiency, production cost, competitive advantage, brand loyalty and financial cost. One of
the most popular policies to exporters is government subsidies, illegal since 1995, which will normally
decrease the price of export goods and services. Local governments pay the subsidies and their
producers benefit from the subsidies by substantially outperforms international competitors, which do
not subsidized by their government, on price factor. As stated above, subsidy is illegal since 1995, in
the aim of creating more fair trade between markets. However, subsidy in agriculture sector is allowed

Looking back at the physical evidence there were two gunshot wounds. If you go back to the ballistic
test, the gun that was used took some parts of the structure s head. If he shot himself with the gun that
was similar to the horse pistol, that would ve been enough for him to die. It seems unlikely for him to
be able to shoot himself once with that gun, proceed to reload the gun and shoot himself once more.
He would ve been dead after one shot and would not be able to shoot himself again with that kind of

Construction of the Interstate Highway system began in the 1950 s. At this time the unemployment
rates in America were still high from the Great Depression, but automobiles were becoming more
popular and Americans started to move to the suburbs. The highways were built to make travel easier
and more affordable for the average American. The military would also benefit from from highways
by being able to travel quickly across the country in an emergency.
Roads before the Interstate Highway System were not safe and many accidents occured. Deaths
totaled around 40,000 and nearly 1.3 million people were injured every year. (Weingroff). In 1956,
President Dwight D. Eisenhower signed the Federal Aid Highway Act . (Take a Field Trip Through the
1950s.) He also felt that the Interstate Highway System would decrease accidents, save time and

If say you have a division 3 school, with 5500 students, 3000 men and 2500 women. The idea that the
school is going to be able to have at least 75% of those students show or give interest towards a
certain sport or a certain inter mural game, is very hard to actually accomplish. The idea that also, the
underrepresented gender must have the ability to play the game is also very difficult to judge. I guess
if a team can not win a game all season but has double the amount of interest than spots available on
the team, maybe that would or would not require equal funding. I think this prong test of compliance
needs to be re evaluated. Another issue that I think needs to be taken into effect is football. There is no
sport or club, male or female, that can equal the same amount of funding needed for a football team
and even created by a football team. Some smaller division 2 and 3 schools will even have a JV and
Freshman football team along with their traveling varsity program. The amount of money that division
1 football programs bring in for the school is amazing. Just the amount of men that it takes to fill up a
football roster will keep prong 2 alive. As long as there is a big football program, women will need to
have continual expansion of sports, or the teams already in place, which will in turn, have the loss of
