However, formalizing individual land ownership is problematic for pastoralist systems that rely on flexibility of access to lands and resources across regions in response to variable climate conditions. The document explores traditional pastoral governance approaches as a potential model for balancing tenure security with needed mobility. It advocates for land use planning and incentive structures to encourage sustainable practices over punitive actions.
