I provide day-to-day oversight and leadership of Blue Cross Blue Shield Facilities Department in Texas.
Responsibilities include maintenance, repair, installation and operation of the facility as it pertains to
electrical systems, mechanical systems, capacity planning, project management, customer build-outs,
and all other aspects of Blue Cross Blue Shield Texas, a subdivision of Health Care Services Corporation
a Mutual Legal Reserve Company. Responsibilities included managing the following facilities:
1. The primary site of my responsibility was for the Blue Cross Blue Shield Texas Headquarters Building
located in Richardson, Texas. A complex of 1,050,000 sq. ft. including a 1,000,000+ sq. ft. parking garage
for 4,000 vehicles and 24 acres of landscaping. Completed in 2009 and fully occupied in 2010. This was
my primary site for Management. The other sites I was the second in command as support and therefore
was at these sites during construction, commissioning and frequent site inspections and testing and
operations, as well as, day to day operations as required.
2. Then I was second and on call 27x7 for the Texas Tier 4 Data Center located in Fort Worth, Texas with
200,000 sq. ft. of floor space for data processing equipment. A state of the art tier 4 data center with
construction completed in 2009. Currently used as a test site and hot site in case of emergency.
3. I was second and on call 27x7 for the Texas Output Service Center (OSC) located in Plano, Texas. A
100,000 sq. ft. building that functioned as the Texas warehouse for all legal insurance paper documents
that must be retained, supplied all office supplies for the Texas Headquarters Building and all the
incoming and outgoing mail systems for Explanation of Benefits (EOBs), Checks and all
Incoming/Outgoing Documents for the 5 states under the umbrella of Health Care Service Corporation,
that includes Texas, Illinois, Oklahoma, New Mexico and Montana. Completed in 2009.
Position Objectives: •Provide leadership to the local Facilities team with a broad set of responsibilities;
manage tactical and strategic activities with focus on continuous improvement. •Operates and maintains
the headquarters building to assure 100% uptime to customers. •Ensures that the headquarters building
comply with all local, state, and federal health and safety requirements. •Operates the headquarters
building equipment to obtain maximum effectiveness and efficiency (safety, cost, equipment longevity,
and reliability). •Works with Sales, Service Delivery and Customers to provide successful build
implementations within specified timelines. •Participates in all Change Management processes including
risk assessment and procedural development and review. •Works closely with the headquarters building
team in problem resolution and trending as well as the OSC and Data Center. •Manages raised-floor

equipment (critical and non-critical) •Managing facilities training program and overall staff development.

chillers, HVAC equipment, fire detection/suppression and building monitoring systems. •Management of
critical infrastructure improvement projects. •Development and management of facilities budget for
maintenance, repairs, capital and general operating costs; bottom-up development of yearly budgets.
