A bill introduced and supported by Pennsylvania Democrats to slap a nosebleed 5% severance tax on PA drillers who already pay a high corporate income tax and an impact fee (adding up to more than a typical severance tax). The bill, if passed, would ensure drilling great diminishes in PA--which is the intention of the Democrats introducing the bill.

This webinar is an update to BlueScape’s presentation on March 22, 2018. On June 7, 2018, the Air Resources Board (ARB), released the Draft Community Air Protection Program Blueprint. ARB requests that comments on the Blueprint be submitted by July 23rd, 2018. The Blueprint builds on ARB’s previous Concept Paper, containing detailed information on identification and selection of Communities; criteria for emission reduction programs; statewide rulemaking actions, tools and resources; and, Air Monitoring Plan requirements.
Communities have been self-recommending to the Air Districts. The Community Identification process closes by June 29, 2018. One of the main concerns of industry is likely to be how effectively these Communities will collect monitoring data, visualize and analyze potential impacts, and work with the regulatory agencies to make and implement appropriate emission reduction decisions.
AB 617 is a fast-developing program with potentially far-reaching consequences in California. The program is expected to be approved by the ARB Board by fall 2018 and launched by year-end. This webinar will update you on current AB 617 Program developments:

EPA is under a Court order to complete the remaining SO2 designations for the rest of the country in three additional rounds. On March 20, 2015 the EPA released an updated guidance for 1-hr SO2 area designations. The two options included are compliance through dispersion modeling or ambient monitoring. Of these two options, dispersion modeling is the fastest and most cost effective one to characterize SO2 air quality. However, this compliance demonstration can be challenging given that AERMOD tends to produce overly conservative concentration estimates. Source characterization techniques and probabilistic techniques may be used to achieve compliance with the 1-hour NAAQS. Three advanced methods discussed: 1) Equivalent Building Dimensions (EBD); 2) Emission Variability Processor (EMVAP); 3) 50th Percentile Background Concentrations.

– They must account for both mass flows and energy
requirements.
– The M&EBs are included with the process flow diagrams
and are the starting blocks for the preliminary design.

but also the temperature and pressures of the streams.
