Flowers are modified shoots. This is evidenced by several points: flowers and shoot buds occupy the same positions on plants and can both be terminal or axillary. In some plants, flower buds can modify into vegetative buds, or the thalamus can elongate to form a new vegetative branch above the flower. Flowers also show transitional stages between sepals and petals and between petals and stamens. Anatomy of vascular tissue is similar between flowers and stems.
