Vulnerability to climate change is determined by exposure to risks, sensitivity of systems, and adaptive capacity. India faces widespread poverty and many policy and community efforts are needed to build resilience, though many current responses only provide temporary relief. Adaptation is key to reducing the risks of climate change impacts on water and livelihoods.
