ASSESSMENT FOR LEARNING
ANd dEVELOPMENT IN k-3
In response to a mandate by the North Carolina State
Legislature and the requirements of the Race to the Top-Early
Learning Challenge Grant, NC Superintendent June Atkinson
convened the K-3 Assessment Think Tank which included
NC school teachers, parents, scholars representing seven
NC universities, and additional stakeholders. The group was
charged with proposing a plan to improve early elementary
school learning and instruction through more efficient and
effective use of student-centered assessments. Over a nine-
month period, the Think Tank reviewed scientific findings
and best practices and solicited input from a wide array of
stakeholders, including a survey of over 2,500 NC teachers
and consultation from over 60 state and national scholars and
education leaders. This report summarizes the Think Tank’s
findings, its proposal for an innovative process to improve
learning, and its recommendations for next steps.
BAckGROuNd
From kindergarten entry through third grade, the early
elementary school years represent a pivotal period in
educational development. Achievement gaps that grow
during the years prior to kindergarten are either solidified or
eliminated during the primary grades of elementary school
(Graves, 2006; Reynolds, Ou, & Topitzes, 2004). Education
policy must increase its emphasis on student learning during
this critical period in a way that recognizes each child’s
developmental needs.
In order to optimize student learning, teachers need to utilize
a formative assessment process that identifies strengths
and areas for growth for each student in five domains of
learning. This process is already used by master teachers
and has been shown to improve learning outcomes (Black
& William, 1998; William & Thompson, 2007). This process of
assessment for learning and development must attend to the
whole child, including the child’s culture, family, health, and
early childhood experiences. This assessment should be an
integral part of the instruction and learning process.
Input from North Carolina teachers indicates that they are
willing and able to implement a formative assessment process,
provided they are given resources to strengthen, support, and
guide them. The implementation plan must include professional
development, coaching, and support from leadership.

engages teachers and students with input from parents and
families, school support staff, early childhood programs, and
health care providers. This assessment process will incorporate
multiple forms of evidence, such as observations, student

tasks. .

I. CONTEXT AND RATIONALE
One of the optimum factors in the economy of human civilization is the
undeniable presence of teachers in the world. Teachers’ circle of influence in
every society is indispensable. In fact, they are ones of the elite living proofs
of man’s undying intellectual sojourn. More so, in the long course of
mundane history, they are the ones tagged as teasers of limits and
breakthroughs. That is why they are not worthy to be left behind and never
be discounted in the larger picture of the country’s progress and
development.
Undoubtedly, teachers are not berated nor discredited in every success
of each individual in the society especially here in the Philippines. In this
light, the Department of Education of the Republic of the Philippines in its full
force does not cease supporting teachers in their untiring quest for
knowledge and wisdom for posterity sake. Thus, scholastic and pragmatic
programs and seminars are being offered to teachers to maintain utmost
pedagogical standards nationally, regionally, and locally. No wonder they are
not exempted in the newly observed law of the Philippines called “the CPD
Law”. This law connotes the vitality and prosperity of education in the Pearl
of the Orient Seas.

In line with the aforesaid awareness, researchers of this study try to
look into some of DepEd’s fundamental programs that somehow needed to
be assessed or evaluated so that in the near future or as the need arises,
the former can help the educational matrix out by recommending measures
for improvement. And cited as one of these programs is the DO 35, s. 2016
otherwise known as The Learning Action Cell as a K to 12 Basic Education Program
School-Based Continuing Professional Development Strategy for the Improvement of
Teaching and Learning. Former DepEd Secretary-BR. ARMIN A. LUISTRO said that
through this policy, the DepEd fully supports the continuing professional development of
its teaching personnel based on the principle of lifelong learning and DepEd’s
commitment to the development of teachers’ potential aimed towards their success in
the profession. This can be done through the school-based LAC, which primarily
functions as a professional learning community for teachers that will help them improve
practice and learner achievement.
As a matter of fact such a program is not only adhered nationally and regionally
but also locally. Since the program came into existence, Junior High School teachers of
Marigondon National High School have been observing it. Seminars and trainings were
based on the prevailing needs of teachers to be ICT techy and the like to cope with the
growing demands of learners face-to-face postmodernity and globalization. On the one
hand, series of trainings and seminars were really done by department with their
assigned respective speakers. On the other hand, as to whether teachers have
acquired evaluative knowledge every after those seminars is now the big question.

By and large, evaluations are needed to know whether specific trainings are
suitable and applicable to the signs of the times. In addition, the researchers of this
study want to review Marigondon National High School’s LAC Session pertinent records
and to evaluate the efficacy of its trainings towards teaching performance of Junior
High School Teachers because an action plan that includes blueprint and point of
departure for new researchers will be at hand. Beneficial this would be for
administrators so that the trainings they provided to the teachers will not be wasted with
the help of preventive and corrective measures for improvement.

ACTION RESEARCH QUESTIONS
The problem of the research action plan seeks to evaluate LAC
Sessions and its efficacy towards teaching performance of MNHS’ JHS
Teachers as measures for improvement.
Furthermore, the findings of the study will be used as the baseline
information to answer the following sub-problems in order to attain the
aforesaid goal:
1. On what level is the efficacy of the LAC Sessions in the different
learning area of MNHS?
2. Are LAC Sessions held effective?
3. What will be the proposed action plan of the efficacy of the LAC
Sessions held?

II. PROPOSED INNOVATION, INTERVENTION AND STRATEGY
It has been a year since the formalization of LAC Sessions in
Marigondon National High School. However, the researchers of this study
have observed that some aspects of LAC Sessions are not different from
simple meetings obviously. This observation might not be true to all
departments in the school because other departments are doing post
evaluations too and might have amended things for improvement already for
the betterment of themselves and for their teaching prowess. Another thing
is, there never was a plenary convention in the school just to collate and
survey pertinent records regarding LAC Sessions. More so, teachers are seen
having misconceptions as regards the flow of LAC Sessions resulting to
haphazardness. Moreover, classes were disrupted because LAC Sessions
were done on Weekdays. These are just few observations that need to be
clarified, evaluated, and amended by the researchers hopefully. They will
also attempt to develop survey blueprint materials and collect pertinent
documents such as attendance records, minutes of the sessions, pictures,
etc.
The researchers will follow the following actionable procedures to carry
out their goals. First, they are going to consolidate LAC related materials
from each department and try to interview in-charge people as regards the
materials and will hopefully do further research about them. Second, they

are going to formulate survey questions and checklist for the respondents
and to submit it to the checker or research consultant for correction. And
once corrections are done, short orientations will be served to the
respondents so that they can answer the given questionnaires
comprehensively and questionnaires will be retrieved. Third, data will be
collated and be analyzed. The finishing touches will be made into blue prints
or forms of training and evaluating matrixes and the like. It will then be
submitted to the Division office of Lapu-Lapu for perusal and hopefully will
create eagerness to the Chief of Curriculum Implementers.

III. ACTION RESEARCH METHODS

The respondents of this research study are selected junior teachers of
each department in Marigondon National High School. This research will
determine the needs and problems encountered by the respondents in
having the LAC Sessions. There will be 40 teacher respondents.

B. Data Gathering Methods
This study belongs to both Quantitative Approach and Qualitative
Approach. On the one hand, data as regards efficacy of LAC Sessions to the
teaching performance of teachers needs the Quantitative Approach. On the
other hand, constructive measure for improvement needs the Qualitative
Approach. This is a descriptive survey research that aims to evaluate the
LAC Sessions of Junior High school teachers and its efficacy to the teaching
performance of these teachers. Teachers’ profile (sex, age, and position) per
department will be predetermined. Then, modified questionnaires will be
provided to the respondents to identify aspects of LAC Sessions in
Marigondon National High School. The questionnaires will then be retrieved
and data will be collated and analyzed by the researchers.

In this research study, the researchers will make use of frequency and
percentage distribution of the respondents’ answers.

VI. PLANS FOR DISSEMINATION AND UTILIZATION
The outcome of this study will be used as a proposal that introduces
standard matrix of evaluating LAC Sessions and matrix of training as
measures of improvement in the Division of Lapu-Lapu. Blue prints or forms
to be used for training and for evaluating will be shared to administrators
and supervisors to achieve a unified system in perpetuating LAC Sessions in
the entire division. School administrators will be able to pinpoint as to which
contextualize and specific aspect of LAC Sessions can hopefully augment the
efficacy of the trainings in teaching pedagogy of Junior teachers.
Beneficial this would be for teachers because they can express clear-
cut expressions of their pressing demands in the school and embrace tactics
that somehow make them effective in the scholastic arena.
Hereunder are objectives of the study:
After six months, it is expected to achieve the following:
1. LAC Sessions’ drawback and its need of improvement will be
explained to teachers and administrators;
2. substantive learning as regards LAC Sessions will be understood
by teachers in each department
3. blueprints or forms of training and evaluating matrixes will be
submitted to the Division of Lapu-Lapu and hopefully be shared
to every grassroots level.
