INTRODUCTION
Education becomes more and more a
shared activity, through the joint effort of
educational experts, parents and the
community. It is a challenging task for us
at the Department of Education to
prepare our schools on a different set-up
but we are committed to our duty to make
education available and thriving in the
most difficult time (Briones, 2020).

Blended Learning is not new in Philippine
Educational set-up, In fact according to DepEd
Memorandum No. 506, s. 2009, Teacher Training
Workshop on the Multi-media Approach in
Teaching ASEAN Culture. Some of its goal is to
promote blended learning approach in teaching
by encouraging teachers to use variety of teaching
methods especially the use of computers and
other multi-media materials to enrich the
teaching of the subjects and share blended
learning approaches with other teachers on other
schools. 5
Technology is no longer a luxury in any learning
setting. It proves to be a vital part of effective
learning. From the standpoint of DepEd, blended
learning is a fusion of online distant learning and in-
person delivery of printed materials to the homes of
the learners.
DepEd Secretary says that Education cannot
wait, and so employing other means specifically the
used of blended learning was introduced where
teachers, students, parents and support staff are all
working to accommodate this massive change.

BACKGROUND
OF THE STUDY
The Department of Education
(DepEd) clarifies blended and distance
learning modality to be implemented this
school year, as the agency prepares for a
“new method of transmitting learning
(PIA, 2020).

However, with the danger of COVID-
19 still on the rise, with no clear sign of
how and when it’ll end, DepEd saw itself
faced with a pivotal and gigantic task: to
preserve the continuity of education
within the Philippines while securing its
stakeholders’ well-being in the process

This research aims to determine the
utilization of blended learning in teaching
students and to identify the problems they face
in order to successfully carry out this type of
teaching and learning process.
The researcher believes that if all teachers
learn to combine the talents, techniques,
strategies and diligence to modern methods
and technologies, no student will not be able to
learn this coming school year.

Scope and delimitation of
the study

The focus of this study is to assess the utilization
of Blended Learning Modalities of selected public
elementary school teachers, learners and parents in
Caloocan North District I, Division of Caloocan City.
This will cover nine different schools such as Amparo
Elementary School, Camarin Elementary School,
Caloocan North Elementary School, Camarin D
Elementary School, Camarin D Elementary School
Unit I, Cielito Zamora Memorial School, Congress
Elementary School, Horacio Dela Costa Elementary
School and Urduja Elementary School.

It delimits that the study may not be
generalizable to other populations outside
of CND I in Camarin, Caloocan City.

Respondents

This study will cover 150 respondents
consisting of 50 selected teachers, 50 selected
pupils and 50 selected parents from nine
different schools in Caloocan North District I at
Camarin, Caloocan City, Metro Manila.
The respondents from this study were
chosen because they are readily available to the
researcher. Thus, makes the researcher’s data
collection easy and accessible. Quotas are met
quickly and the date collection can commence
even within few hours.

Moreover, because of the Covid-19
pandemic which makes it difficult for the
researcher to move around for data collection,
they are deemed most feasible for the study.
The researcher will ensure that the
identity of the respondents under this study
will be keep anonymous to protect their
reputations and dignity. This also entitled that
the respondents are aware of the technicalities
of the study and of their rights.

This study will utilize, “Survey
Questionnaire on Utilization of Blended
Learning”, that will be tailor-made by the
researcher divided into four parts: (1) gathering
information about the demographic profile of
respondents, (2) Learners experience in blended
learning modality, (3) teachers and parents
preparedness and involvement, and (4)
perceived challenges in blended learning.
Synthesis of the Reviewed
Literature and Studies

The current study is deemed similar to the
previous studies conducted because it facilitates on
how blended learning modalities are utilized on the
new normal.
The various literature and studies reviewed on
this paper, it is observed that blended learning is
perceived as useful, enjoyable, supportive, flexible
and motivator for learners. However, these factors
are not sufficient enough to create an atmosphere for
successful learning.

It is necessary to focus on the shortcomings in
the type of blended learning used today in our
educational system so that it can be very successful
in reaching all students in the country and
continuing the flow of education.
There should be more studies guiding teachers
or administrators on how to create a successful
blend, near future will be dominated by tablets,
smart phones and touch screen devices that will be
some of the next interests to be studied in blended
learning courses.

How should we organize such learning
environments in order to support learning
effectively? The answer is we should study to
integrate constructivist and collaborative models
into blended learning environments and aim to
educate more creative and curious students who
reads, writes and produces for the world.
