What is APPES?

• The Accreditation Program for
  Public Elementary Schools
  (APPES) is an evaluation
  system to identify and improve
  school effectiveness and foster
  excellence in the school,
  division, region and national
  levels of the educational
  system.

Aims of APPES
APPES aims to:
• Provide performance standards for pupils, teachers
  and staff;
• Develop a standards-guided system to assess the
  public elementary schools
• Establish an incentive system for accredited
  schools
• Encourage self and peer monitoring and evaluation
  in public elementary schools
• Promote advocacy and social mobilization to
  strengthen partnership with stakeholders
• Empower school heads to lead their leaders and
  students through reforms which lead to higher
  learning outcomes
• Bring resources to the control of the school to spur
  change
• Integrate school management and instructional
  reforms to make the school effective

Steps in the Accreditation
         Process
1.   The Division Superintendent designates a
     Division Supervisor as APPES coordinator.
2.   The Division issues a memorandum on
     potential schools qualified for accreditation.
3.   The Division furnishes the identified schools
     with APPES materials to include the self-
     survey and support materials.
4.   Each potential school organizes a School
     Self-Survey Team (SST), headed by the
     school head and a component head for each
     component of the APPES that will oversee
     the conduct of the school self-evaluation.
5.   The identified school conducts the school
     self-survey within 4 to 6 months. After which,
     the school informs the Division for
     preliminary survey.

Steps in the Accreditation
         Process
6.  The Division conducts preliminary survey
    and provides technical assistance for areas
    that need improvements to the schools that
    are not yet ready.
7. If the school is ready, the Division
    recommends the school for a formal survey
    to the Region.
8. The Region schedules and conducts formal
    school self-survey within 2 months of
    notification from the Division.
9. If the school qualifies for level 1
    accreditation, the Division and Region
    encourage the school for Level 2
    accreditation after 2 years.
10. The same process shall be followed for
    levels 2 and 3 accreditation.

  5. Profiling the school based on the
     self-survey results
  6. Preparing the School Self-Survey
     Report
  7. Seeking technical assistance from
     Division and Regional Staff
  8. Submitting for Preliminary Survey

  Level I (2 years) – Division Level
  • Up to 50,000 funds that can be accessed
     through project proposals that will improve
     pupil performance.
  • Plaque of recognition for the principal (2
     points in performance appraisal)
  • Bronze marker with the listing of principal
     and teachers involved.
  • Certificate of commendation for teachers (1
     point in performance appraisal)
  • Priority in scholarship grants for principal and
     teachers.
  • Provision of instructional materials or
     equipment

  Level II (4 years) – Regional Level
  •   Up to 75,000 funds that can be accessed through
      project proposals that will improve pupil
      performance.
  •   Plaque of recognition for the principal (2 points in
      performance appraisal)
  •   Silver marker with the listing of principal and
      teachers involved.
  •   Certificate of commendation for teachers (2 point
      in performance appraisal)
  •   Priority in scholarship grants for principal and
      teachers.
  •   Provision of instructional materials or equipment
  •   Priority in the allocation of supplementary books
      and instructional materials

     teachers (3 point in performance
     appraisal)

  • 2. What is APPES? • The Accreditation Program for Public Elementary Schools (APPES) is an evaluation system to identify and improve school effectiveness and foster excellence in the school, division, region and national levels of the educational system. Powerpoint Templates Page 2

Aims of APPES APPES aims to: • Provide performance standards for pupils, teachers and staff; • Develop a standards-guided system to assess the public elementary schools • Establish an incentive system for accredited schools • Encourage self and peer monitoring and evaluation in public elementary schools • Promote advocacy and social mobilization to strengthen partnership with stakeholders • Empower school heads to lead their leaders and students through reforms which lead to higher learning outcomes • Bring resources to the control of the school to spur change • Integrate school management and instructional reforms to make the school effective Powerpoint Templates Page 3

  • 7. Steps in the Accreditation Process 1. The Division Superintendent designates a Division Supervisor as APPES coordinator. 2. The Division issues a memorandum on potential schools qualified for accreditation. 3. The Division furnishes the identified schools with APPES materials to include the self- survey and support materials. 4. Each potential school organizes a School Self-Survey Team (SST), headed by the school head and a component head for each component of the APPES that will oversee the conduct of the school self-evaluation. 5. The identified school conducts the school self-survey within 4 to 6 months. After which, the school informs the Division for preliminary survey. Powerpoint Templates Page 7
  • 8. Steps in the Accreditation Process 6. The Division conducts preliminary survey and provides technical assistance for areas that need improvements to the schools that are not yet ready. 7. If the school is ready, the Division recommends the school for a formal survey to the Region. 8. The Region schedules and conducts formal school self-survey within 2 months of notification from the Division. 9. If the school qualifies for level 1 accreditation, the Division and Region encourage the school for Level 2 accreditation after 2 years. 10. Categories of Incentives and Benefits Level I (2 years) – Division Level • Up to 50,000 funds that can be accessed through project proposals that will improve pupil performance. • Plaque of recognition for the principal (2 points in performance appraisal) • Bronze marker with the listing of principal and teachers involved. • Certificate of commendation for teachers (1 point in performance appraisal) • Priority in scholarship grants for principal and teachers. • Provision of instructional materials or equipment Powerpoint Templates Page 10

Categories of Incentives and Benefits Level II (4 years) – Regional Level • Up to 75,000 funds that can be accessed through project proposals that will improve pupil performance. • Plaque of recognition for the principal (2 points in performance appraisal) • Silver marker with the listing of principal and teachers involved. • Certificate of commendation for teachers (2 point in performance appraisal) • Priority in scholarship grants for principal and teachers. • Provision of instructional materials or equipment • Priority in the allocation of supplementary books and instructional materials Powerpoint Templates Page 11
