2. Government to set up 75 Science Technology
& Innovation hubs exclusively for SCs & STs
The Union Minister Jitendra Singh announced on
October 6, 2021, that the Central Government will set
up 75 Science Technology & Innovation Hubs across
the country exclusively for Scheduled Castes (SCs) and
Scheduled Tribes (STs).
The hubs will further promote scientific talent and will
also contribute to the socio-economic development of
the communities.
The Union Minister added that the decision was taken
after a high-level review meeting with the senior
officials of the Department of Science and Technology.

3. MUDRA Toolbox launched in 5 languages for
dementia patients
The Indian Council of Medical Research (ICMR) on October 7, 2021 launched
the Multilingual Dementia Research and Assessment (MUDRA) Toolbox in five
Indian languages - Hindi, Bengali, Telugu, Kannada and Malayalam.
The toolbox has been launched for undertaking uniform, standardized dementia
research in the country. ICMR Director General Dr Balram Bhargava said in an
official statement that the toolbox includes various cognitive tests to assess
different domains of cognition such as attention and executive function,
memory, language, and visuospatial functions.
•The MUDRA Toolbox is a comprehensive tool that has been specifically
designed to diagnose dementia in the Indian population.
•It has been developed over a period of six years by a team of researchers from
various fields including neurologists, psychologists and speech-language
pathologists.
•The investigators had worked very hard to develop and validate the tool in the
Indian population.
•The unique tool comprises various tests and questionnaires and aims to be
culturally, educationally and linguistically relevant.

4. India's Look East policy matured into Act
East: EAM Jaishankar at India ASEAN Summit
2021
India ASEAN Summit 2021: India's ties with ASEAN is rooted in
history, geography and culture, said External Affairs Minister Dr. S
Jaishankar while speaking at the inaugural session of the India
ASEAN Summit on October 7, 2021.
EAM Jaishankar stated that it is a matter of great pleasure to
address the inaugural session of the ASEAN-India Business
Summit 2021 and the event is an outcome of the partnership of
the CII with MEA.
The Union Minister commended the organizers for bringing
together a wide array of participants drawn from Government,
business chambers, enterprises and think-tanks and said our
collective expectation is that this gathering would deliberate on
the challenges and opportunities in ASEAN-India business
relations.

5. PM-MITRA Parks: Cabinet approves setting up of 7
mega textile parks with outlay of Rs. 4,445 crores
The Union Cabinet on October 6, 2021, gave its approval to set up 7 Mega
Integrated Textile Region and Apparel (PM-MITRA) Parks with a total outlay
of Rs. 4,445 crores over the period of 5 years. The parks will help to position
India strongly on the global textiles map.
PM-MITRA Parks was announced in the Union Budget 2021-22. According
to the official release, the proposals of state governments having ready
availability of contiguous and encumbrance-free land parcels of 1,000 plus
acres along other textiles related facilities ecosystem are welcome.
The Union Textiles Minister Piyush Goyal, while giving details about the
decision taken at the Union Cabinet meeting, said that 10 states have
already shown interest in setting up the mega textile parks.
The 10 states are namely- Punjab, Odisha, Tamil Nadu, Gujarat, Andhra
Pradesh, Assam, Rajasthan, Telangana, and Madhya Pradesh.

6. Vehicle Scrapping Policy
The Union Transport Ministry on October 5, 2021 issued a list of
incentives and disincentives of the Vehicle Scrapping Policy. The list has
been issued to encourage the vehicle owners to discard their old
polluting vehicles that are high maintenance and have a higher fuel
consumption cost.
Union Finance Minister Nirmala Sitharaman had first announced the
Vehicle Scrapping Policy during her budget speech in February 2021.
The policy was introduced to bring transformational changes in the
automobile sector by phasing out old, unfit and polluting vehicles.
Under the vehicle scrapping policy, all personal vehicles will have to
undergo fitness tests in automated centres after 20 years and
commercial vehicles will undergo the test after 15 years.

7. Government proposes amendments to
Forest Conservation Act
The Ministry of Environment has proposed to amend the Forest
Conservation Act in order to do away with the requirement of prior
government approval for the development of border infrastructure
on forest land.
The Ministry has claimed that it causes delays in the implementation
of critical projects.
The Environment Ministry has also invited suggestions from States
and UTs and all the people concerned on the proposed
amendments to the Forest Conservation Act, within the next 15 days.
The ministry, in addition, has proposed to allow the states to permit
non-forest use of forest land for the implementation of strategic and
security projects that are required to be completed in a given time
frame. It has also proposed removing safaris, zoos, forest training
infrastructure from the definition of non-forestry activities.

8. US President Joe Biden, China President Xi
Jinping to hold virtual bilateral meeting by
end of 2021
US President Joe Biden and China President Xi Jinping are planning to hold
a ‘virtual bilateral meeting’ by the end of 2021, informed the White House.
There is an ‘agreement in principle’ for the virtual bilateral meeting, as per
media reports. The virtual bilateral meeting between Biden and Jinping was
announced during the meeting of US National Security Advisor Jake
Sullivan with China’s top diplomat Yang Jiechi in Zurich.
As per the media reports, the closed-door high-level meeting between
Sullivan and Yang meant for improving the communication between the top
two economies lasted for more than six hours.
Both met for the first time after the unpleasant public grievances episode in
Alaska in March 2021. The meeting was described as the follow-up to the
September 9 call between US President Biden and Chinese President
Jinping.

9. WHO approves world's first malaria vaccine
RTS,S/AS01
The World Health Organization on October 6, 2021 recommended the
widespread use of the world's first malaria vaccine- RTS, S/AS01
(RTS,S) among children, especially in sub-Saharan Africa and in other
regions with moderate and high malaria transmission.
The RTS,S vaccine has been approved as it significantly reduces
malaria and life-threatening severe cases.
Over 800,000 children have received the vaccine so far and have been
benefiting from the additional protection against the disease.
WHO Director-General Tedros Adhanom Ghebreyesus stated, "I
started my career as a #malaria researcher, and I longed for the day
that we would have an effective vaccine against this ancient and
terrible disease. Today is that day: @WHO is recommending the
broad use of the world’s first malaria vaccine."
