The Chief Minister of Tamil Nadu MK Stalin on August 5,
2021, launched the ‘Makkalai Thedi Maruthuvam’
(healthcare services at people’s doorstep) scheme in
Krishnagiri, Tamil Nadu.
The state government launched scheme aims at
eliminating the need for patients to visit hospitals for the
treatment of non-communicable diseases.
After the launch of the scheme, Chief Minister MK Stalin
said that the healthcare scheme will be a pioneer for the
whole country. The details of the scheme were issued on
August 4 by the Tamil Nadu Health and Family Welfare
Department.

3. PARLIAMENT PASSES ESSENTIAL DEFENCE SERVICES BILL; WHAT ARE THE KEY DETAILS AND

The Essential Defence Services Bill, 2021, was passed by Rajya
Sabha on August 5, 2021. It was earlier passed in Lok Sabha on
August 3 amidst uproar and without any form of discussion.
The latest bill seeks to replace the Ordinance promulgated in June
2020 and allows the Central Government to prohibit lockouts,
strikes and layoffs in the units engaged in the essential defence
services.
The Essential Defence Services Bill, 2021, amends the Industrial
Disputes Act, 1947 to include the essential defence services under
the public utility services.
The Minister of State for Defence Ajay Bhatt in Lok Sabha on July
22, 2021, had introduced ‘The Essential Defence Services Bill,
2021’ which seeks to prohibit any form of agitation or strike by
anyone engaged in the essential defence services.

The Parliament on August 4, 2021 passed the
Airports Economic Regulatory Authority of India
(Amendment) Bill, 2021 after the Rajya Sabha
approved it after a brief discussion amid

The Lok Sabha had passed the bill earlier on
July 29, 2021.
The bill aims to amend the Airports Economic
Regulatory Authority (AERA) of India Act, 2008
and seeks to encourage smaller airports to

The Union Civil Aviation Ministry confirmed on August 5, 2021 that no
Unmanned Aircraft System (UAS) shall be allowed to fly within 25
kilometres from India's international border including the Line of Control
(LoC), Line of Actual Control (LAC) and Actual Ground Position Line
(AGPL).
This was informed by Minister of State for Civil Aviation VK Singh in a
reply to a question regarding regulation of drones in the Lok Sabha. He
said that Unmanned Aircraft System (UAS) Rules, 2021 have been
notified on March 12, 2021.
He said that the rules cover the various aspects of the usage of drones
namely their ownership, registration, transfer, import and operation of
drone traffic management including payment of fees and penalties.

10. LOK SABHA PASSES TAXATION LAWS (AMENDMENT) BILL, TO WITHDRAW
RETROSPECTIVE TAX DEMAND PROVISION
The Lok Sabha passed the Taxation Laws
(Amendment) Bill, 2021 on August 6, 2021. Union
Finance Minister Nirmala Sitharaman introduced
the Bill to amend the Income-Tax Act, 1961, and
the Finance Act, 2012 and withdraw retrospective
tax demand provision.
The bill proposes to amend IT Act to provide that
"no tax demand shall be raised in future on basis
of said retrospective amendment for any indirect
transfer of Indian assets if transaction before 28th
May, 2012". The Finance Act 2012 had received the
assent of the President on May 28, 2012.

14. RBI'S BI-MONTHLY MONETARY POLICY REVIEW: RBI RETAINS REAL GDP
GROWTH AT 9.5% FOR FY 21-22, REPO RATE UNCHANGED AT 4%
The CPI inflation is projected at 5.7 % during 2021-
22, which comprises 5.9% in Q2, 5.3% in Q3 and
5.8% in Q4 of 2021-22 with risks broadly balanced.
The Reserve Bank of India (RBI) on August 6, 2021
retained the real GDP growth forecast at 9.5
percent for the current financial year 2021-2022.
The RBI has also kept the repo rate unchanged at 4
percent and reverse repo rate at 3.35 percent and
decided to continue to maintain its accommodative

15. KERALA ASSEMBLY PASSES RESOLUTION DEMANDING GOVERNMENT TO WITHDRAW
ELECTRICITY (AMENDMENT) BILL
The Kerala Assembly on August 5, 2021, unanimously
passed a resolution demanding the Central Government to
withdraw the Electricity (Amendment) Bill, 2021.
K Krishnankutty, in the House, moved the resolution in the
Assembly which is proposed to be present in the Parliament.
The State Electricity Minister, before moving the resolution in
the House, said that the Central Government failed to
discuss with the States the electricity amendment bill and
was unable to reach a consensus.
As both the Central and State Governments have the right
to make laws in the matter of power distribution, the
Government must be committed to discuss the matter with
the States and reach a consensus.

16. PARLIAMENT PASSES BILL TO AMEND SCHEDULED TRIBES LIST RELATING TO ARUNACHAL PRADESH
On the basis of the recommendation of Arunachal Pradesh, the
amendment bill provides for modifying Part-XV111 of the Schedule
of the Constitution (Scheduled Tribes) Order, 1950, relating to the
State of Arunachal Pradesh.
• The bill provides for the deletion of Abor Tribe from the list of
identified STs in Arunachal Pradesh. The Abor (tribe) in serial No.1
will be deleted, as it is the same as ‘Adi’ in serial No. 16.
• The bill also proposes to replace ‘Tai Khamti’ instead of ‘Khampti’
at serial No. 6 of the list.
• The amendment bill provides for the inclusion of ‘Mishmi-Kaman
(Miju Mishmi)’, ‘Idu (Mishmi)’ and ‘Taraon (Digaru Mishmi)’ in serial
8 in lieu of ‘Mishmi, Idu, Taroan’ in the list.
• The bill will facilitate the inclusion of ‘Tangsa’, ‘Nocte’, ‘Tutsa’,
‘Wancho’ in lieu of ‘Any Naga Tribes’ in serial No. 10 of the list.

17. HIROSHIMA DAY 2021: 76 YEARS OF TWO ATOM BOMBS DROPPED ON HIROSHIMA AND NAGASAKI
Hiroshima Day was observed on August 6 to mark the
anniversary of two atom bombs dropped on Hiroshima and
Nagasaki on this day. Today is the 76th year of destruction that
led to the surrender of Japan during World War II.
Hiroshima day aims at raising awareness about the
devastating power of the two atom bombs that were dropped
on Hiroshima and Nagasaki which led to the ending of the
Second World war.
On August 6, 1945, an atom bomb was dropped on
Hiroshima in Japan by an American B-29 bomber killing nearly
80,000 people instantly while tens of thousands died later due
to the radiation exposure.
Three days later, a second B-29 dropped an atom bomb on
Nagasaki killing another 40,000 people. These bombings, on
the two Japanese cities, were the first time that the atomic
bomb was used.

18. INDRA: INDIA-RUSSIA BEGINS 12TH EDITION OF JOINT MILITARY EXERCISE IN VOLGOGRAD
India and Russia started the 12th edition of the Indo-Russia
Joint Military Exercise (INDRA) at Volgograd city in Russia on
August 4, 2021.
As per the Indian Army, 250 personnel from the armies of
India and Russia will form part of the military exercise.
The Indian Army contingent which will participate in the
upcoming military exercise will comprise a mechanized
infantry battalion. The contingent also underwent rigorous
training at different locations in India to refine their drills for
participation in the joint military exercise.
