Madhya Pradesh government is planning to introduce
new 'Prevention of Loss of Public and Private Property and
Recovery of Damages Act’.
This was announced by Madhya Pradesh Home Minister
Narottam Mishra on November 3, 2021.
The Minister informed that under the act, a claim tribunal will
be formed for recovery of damages from those who pelt
stones and damage government and private properties. The

5. Dengue outbreak: Government sends teams
of experts to 9 states and UTs with high
caseload of dengue
The Union Health Ministry of India has sent teams of experts to nine
states and UTs, which have been reporting a high number of dengue
cases. The teams will support the states and the UTs in public health
measures for the management and control of the disease.
According to the statement by the Health Ministry, this is in
accordance with the directions that have been issued by the Union
Health Minister Mansukh Mandaviya during a review meeting on the
dengue situation in Delhi on November 1, 2021.
The Health Minister had also directed the Health Ministry to extend
help to the Union Territories and States that have a high incidence of
dengue cases.

6. Climate finance should at least be $1 trillion:
India at COP26 Climate Summit in Glasgow
Union Minister for Environment, Forest and Climate Change Bhupender
Yadav on November 2, 2021, stressed upon India’s position that climate
finance should be increased to at least $1 trillion to meet the goals of
addressing climate change as it cannot continue at the levels decided in
2009.
There should be a system for monitoring climate finance just as we have for
monitoring mitigation. Yadav called all the Like-Minded Developing
Countries (LMDC) to work closely on protecting the interests of developing
countries.
While speaking at the Ministerial meeting of the Like-Minded Developing
Countries (LMDC) on the sidelines of COP26 in Glasgow, Yadav said that
the unit and strength of LMDC is fundamental in the United Nations
Framework Convention on Climate Change (UNFCCC) negotiations for
preserving the interest of the Global South in the fight against climate
change. India, Cuba, China, Venezuela, and Nicaragua were the
participating countries in the meeting.

‘Ayushman Bharat CAPF’ healthcare scheme
The Union Home Minister Amit Shah on November 2, 2021,
rolled out the ‘Ayushman Bharat CAPF’ healthcare scheme on a
pan-India basis. The scheme has been launched for the
personnel of the Central Armed Police Forces (CAPF) in all states
in a phased manner.
The Home Minister handed over the ‘Ayushman Card’ to a
jawan of CAPF and also handed over the ‘Ayushman CAPF’

8. CDC approves Pfizer COVID-19 vaccine for
children ages 5 to 11
The US Centers for Disease Control (CDC) on November 2, 2021, officially
approved Pfizer’s vaccine for children aged 5 to 11 years old in the US.
CDC Director Dr Rochelle Walensky gave authorization to Pfizer vaccine
for kids under 12 years of age in the US just hours after a unanimous
recommendation by the CDC’s Advisory Committee on Immunization
Practices.
The CDC encouraged health providers to begin vaccination of
approximately 28 million children in age group 5 to 11 years.
Pfizer COVID-19 vaccine for children, developed along with BioNTech, is
the first COVID-19 vaccine for young children under 12 years of age in
the US. President Joe Biden also expressed his support for the COVID
vaccine for young children between 5 to 11 years old. On October 30,
2021, the US Food and Drug Administration (FDA) had authorized the
Pfizer-BioNTech COVID-19 vaccine for children aged 5 to 11 years old.

9. Facebook shuts down facial recognition
system; What is it and why it has been shut
down?
Facebook Inc. announced on November 2, 2021, that will be shutting
down its Facial Recognition System which automatically identifies the
users in the videos and the photos. The system has led to growing
societal concerns about the use of such technology.
The Vice President of Artificial Intelligence at Facebook, Jerome
Pesenti, wrote in a blog post, “Regulators are still in the process of
providing a clear set of rules governing its use.”
It further added that amid this ongoing uncertainty, we believe that
limiting the use of facial recognition to a narrow set of use cases is
appropriate.
The social media platform, which last week renamed itself ‘Meta’
Platforms Inc., has been facing a reckoning over the past few years
