It is a government where people are ruler by
themselves.
It is also called representative government.

4. Panchayat Raj System
A process through which people participate in their own
government.
The Panchayat Raj system is the first tier or level of democratic
government.
5. Gram Sabha
It is a meeting of all adults who live in the area covered by a
Panchayat.
This could be only one village or a few villages.
Anyone who is above 18 years of age has the right to vote is
a member of the Gram Sabha.
Functions of Gram Sabha
to elect Gram Panchayat
it prevent the Panchayat from misusing money
it keeps an eye on the elected representatives
make representatives responsible to the persons who elected
them
6. The Gram Panchayat It is the executive body

The Ward Panchs and the Sarpanch form the Gram Panchayat.
The Gram Panchayat is elected for five years.
The Gram Panchayat Secretary
not elected but is appointed by the government.

7. Functions of Gram Panchayat
to implement development programmes for all villages that
come under it.
to construct and maintenance
roads, drainage, school buildings, water sources etc.
levying and collecting local taxes.
to generate employment in the village
to record death and birth
8. Sources of funds for the Panchayat
Collection of taxes on houses, market places etc.
Government scheme funds received through various departments
of the government – through the Janpad and Zila Panchayats.
Donations for community works etc.

Zila Parishad

Panchayat Samiti
(Block Level)
Gram Panchayats
(Village Level)
It is the highest level of Panchayat Raj system.
• It makes development plans at the district level.
• with the help of Panch.ayat Samitis,it regulates the
money distribution among all the Gram Panchayats
It functions at the block level under the Zila
Parishad
It is under the Panchayat Samiti comprise
Panchs and Sarpanchs at the village level
