12. PROGRAM STANDARDS
• The learners demonstrate understanding of the underlying
principles and theories of journalism, its practices and
techniques, and responsibly apply these as tools for
effective communication and information.
13. CRITERIA FOR ELIGIBILITY
• Any officially enrolled learner from Grades 4 – 6 and Grades 7- 12 with SPJ offered
curriculum may be enlisted provided the following criteria are met.
1. Have a general average grade of 88% or above based on report
card.
2. With certification of good health (fit to undergo extra academic
program)and good moral character.
3. Parents permit, indicating their willingness and full support for their
child’s SPJ enrolment.

Curriculum Design
The SPJ is offered to grades 4 to 6 learners as an elective in accordance to DepEd Order No 21, s. 2019. In the Junior High School, the program is offered as a Special Curricular Program (SCP) as per DepEd No. 46, s. 2012.
Adopting the concept of Spiral Progression in the K to 12 Basic Education Curriculum, the program provides content and performance standards that maximize the potential of learners.
Program Requirements
Program Standards
The learners demonstrate understanding of the underlying principles and theories of journalism, its practices and techniques, and responsibly apply these as tools for effective communication and information.
Time Allotment
In grades 4 to 6, the SPJ is offered for 80 minutes per week; that is, twice a week of 40 minutes per day. In the Junior High School, the program is offered for 240 minutes or four (4) hours per week .
The time allotment for each subject is the minimum period for class interaction. The learning time may include off-school learning experiences at home or in the community to transform learning into real-life situations as provided for in the curriculum. The outputs of such learning experiences are usually in the form of products and performances monitored and credited accordingly.
Medium of Instruction
The medium of instruction in all subjects of the SPJ except in Filipino, Araling Panlipunan and Edukasyon sa Pagpapakatao is English or Filipino with consideration to the mother tongue. The learners may use English or Filipino whenever written outputs or any form of participation is required.
Class Size
Each class under the SPJ must have a maximum of 35 students. However, a minimum of 15 enrollees is required as per DepEd Order 21, s. 2006 entitled Guidelines of the Organization of Classes.
Screening and Admission
Admission is open to incoming grade 4, grade 7 and grade 11 learners who have obtained a rating of 85% in English and Filipino and a general weighted average of 85% or above in the previous level, and who exhibit talent in journalism based on the results of the qualifying test and interview conducted by the school screening committee.
The SPJ Qualifying Exam (SPJQE) will be administered by the Central Office through the school screening committee composed of an objective-type of test and on-the-spot writing exam. Interview questions shall focus on assessing the applicants’ oral language proficiency and inclination to journalism to validate the documents submitted and to gauge their possibility of succeeding in the program.
The SPJQE shall be given a weight of 70% broken down as follows:
Objective test 30%
On-the-spot writing exam 40%
Below is the rubric to be used in the written exam.
The interview shall be given a weight of 30%. To be eligible for interview, students must have reached a total score of 40% in the SPJQE. On the other hand, the interview shall be given a weight of 30%. The rubric to be used in the interview is given below.
Assessment and Grading System
Computation of Grades
To compute the grade of the students, teachers must follow the guidelines stipulated under DepEd Order No. 8, s. 2015 entitled Policy Guidelines of Class Assessment for the K-12 Basic Education Program.
Selection of Honors and Special Awards
Guidelines stipulated under DepEd Order No. 36, s. 2016 entitled “Policy Guidelines on Awards and Recognition for the K to 12 Basic Education Program” shall be observed.
Promotion, Retention and Transfer
Promotion shall follow the same policy applied in the regular program. In order for the learners to be retained in the program, they should receive a final rating of 85% in Journalism and 83% in the core subjects.
