3. Project Background
The NSW Government Infrastructure Program involves the upgrading of numerous
NSW roads and the duplication of the Port Botany Rail Line (PBRL).
This induction is primarily concerned with the Sydney Gateway Project which
includes the duplication of the PBRL between Botany and Mascot.
The project will provide a range of benefits including:
1. Increased capacity to cater for future population growth and higher traffic
volumes.
2. Increased capacity and efficiency in freight movement to and from Port Botany.
3. Reduction in truck movements on the roads around Port Botany and Sydney
Airport.

Key features of this project brief include:
1. Potholing/ trenching over subterranean utilities in areas identified in the
scope.
2. Surveying all subterranean utilities discovered and potholed.
3. Updating the supplied subterranean utility model and data with all the
survey information.
Due to the nature and location of the investigation sites that Infraworks will be
working closely with Representatives from RMS and ARTC.
Infraworks must share ARTC/RMS commitment to the provision of best practice in
the delivery of the project
5. Site specific induction
You must not commence work on this project until you have completed your
Infraworks Project Induction.
This induction will identify any foreseeable hazards that have the potential to
harm the health & safety of any person accessing or working on the project

7. Safety Documentation
Infraworks have developed a Safety &
Environmental Management Plan that will
be located in the Site compound shed for
your review
All workers on this project must be
trained in the Safe Work Method
Statement that is relevant to the task
they are completing.

9. Daily Pre-Start Meetings
Each morning prior to the
commencement of work all
personnel will be required to attend
a pre-work briefing.
Items covered will be Safety, Scope
of Works for the day, outstanding
issues and of course any issues that
you may have on site.
This is your opportunity to have your
say and ask questions regarding any
uncertainty around your job
10. Mobile plant & equipment
Working in the rail corridor can
present challenges least of all is
sharing the area with people and
plant.
Its important to observe safe
approach distances to plant and not
approach plant unless you have made
eye contact and the operator has
ceased operation.
Where possible barricading and/or
safety barriers should be used to
delineate people from plant.
11. Extreme weather
All site compounds will have
sunscreen to use when required.
In the event of extreme weather the
Site Supervisor shall consult with the
Project Manager to determine the
necessary action to be taken.
Site sheds will have refrigerators for
your use to store food and water
These site sheds will also serve as
First Aid Stations
12. Manual Handling
All Infraworks Safe Work Method
Statements will have a manual
handling content associated with
them
Its important that you read this
documentation carefully.
Manual handling techniques shall
also be discussed during Toolbox
Meetings periodically
13. Hazardous substances/contaminated material
Hazardous substances must not be
stored on site unless contained with
in dedicated cabinets.
All hazardous substances/dangerous
chemicals must have a SDS
associated with it.
Contaminated material must be
disposed off site.
All vehicles and demountable huts
will have spill kits inside them
should they needed if a spill occurs.
14. Working at Heights
Working at heights is work where there is
a risk that a worker or other item could
fall from a height through, into, or on a
place or structure.
Examples of work activities include pole
work, work on overhead wiring
structures, work on signal posts and
gantries, work on embankments, bridge
works, works on buildings and roofs and
working over water.
On this project, it iis unlikely that you
will need to work at height, however if
this occurs please consult your site
supervisor
15. Working in and around public utilities(Gas,
Water,Electrical,Comms)
Before commencing potholing
activities , ensure your site supervisor
is notified and that Protection
Officers are present to provide
protection during process when
required.
Only pothole area’s where indicated
by survey marker flags on ground
surface.
You will also need to use your
‘Assignar App” to complete during
the process from beginning to end
16. Snakes
A common cause of snakebite is when people attempt to kill or
catch the snake.
To ensure the health and safety of airport workers, under no
circumstances should any person attempt to kill or catch a snake,
regardless of whether the snake is considered to be venomous or
harmless.
If a snake is found in the work place and is unable to escape from
the area and/or will continue to place employees, tenants,
contractors or members of the public at risk, take the following
actions:
o Do not attempt to identify the snake – treat all snakes as venomous; Stop
work and evacuate the immediate area;
o Do not attempt to catch or kill the snake;
o Warn other persons in the area of the snake’s presence;
o Contact your site supervisor,
o If possible, try to maintain visual contact with the snake so the snake
handler can easily locate it for capture and removal.
o If someone is bitten, seek immediate medical attention. Do not wash the
bite site – this will assist in snake identification for the purpose of
administering anti-venom.

17. Working in an operational railway
environment
Employee’s must not walk in the danger zone unless:
An easily reached safe place is available there is also no alternative route, Protection Officer to be with you at all times and a reason to be
there. The PO will brief you on the dangers and you have signed and agreed to the preventive measures
Walking in the danger zone is:
Walking from place to place in the danger zone and doing no work other than placing or removing railway track signals, or flags, lights or
clipping and locking points.
Danger zone is everywhere within 3m horizontally from the nearest rail and any distance above or below this 3 m, unless a safe place
exists or has been created.
18. Protection Officer obligations in the ARTC
Network
A worksite within the Danger Zone must have a Protection Officer while
work is being performed.
A Protection Officer is responsible for managing the rail safety component of
worksite protection.
A Protection Officer’s primary duty and responsibility is to keep the worksite
and workers safe.
The Protection Officer must be satisfied other work will not interfere with
their primary duty.
The Protection Officer must:
make a safety assessment, and
brief workers about the rail safety component of worksite protection, and
make sure that the rail safety component of the work is done safely, and
keep records about the method used for working safely on track and
protection arrangements, and
communicate with the Network Control Officer about the work

23. Reporting Incidents
Incidents or near misses, no matter how small must be
reported as soon as possible to your Site Supervisor,
he in turn will inform ARTC/RMS representatives
Examples of incidents include:
Injury (minor cuts, burns and abrasions included)
Vehicle Damage (car collisions, faults or defects)
Equipment Damage (faults, defects, safe operational
devices)
Breach of Policy (non negative drug or alcohol tests)
Inappropriate Behaviour (bullying, discrimination,
horseplay)
Environmental Incident
All incidents will be investigated and the information
given must be accurate in order to ensure a repeat
incident does not occur.
24. Complaints
From time to time you may find
yourself in a situation where
you having to deal with
members of the
public/residents.
Please refer any complaints,
disputes, media questions to
your site supervisor.
25. The foundation of any successful workplace safety
effort is one that encourages employees to identify
unsafe behaviours and opportunities for improvement
while also making well-informed safety decisions
during daily routine tasks.
