OBJECTIVE OF HSE PLAN
 The objective of HSE Plan is to provide a
workable model to help the site management
team in striving to achieve the ultimate goal
of AMANA- Zero lost time incident.
 We, the AMANA team of “Project J 175 of
DDD – Office buildings” shall achieve the set
health and safety goals: Zero fatalities, Zero
Lost Time Injuries (LTI).
 We shall achieve our goals by building and
maintaining a safety culture in the day- to -
day work activities of all the employees by
integrating the safety requirements in all the
Company procedures in compliance with all
the legal requirements of Dubai.

 All new employees should attend Safety Induction training.
 They must carry the ID (Emirates ID / Health card / Valid VISA proof).
 Horseplay, Fighting, Gambling, Running is prohibited
 No photography unless authorized
 Possession Or Use Of Alcohol, Or Unauthorized Drugs, Are Totally Prohibited.
Possession, use and sale of alcohol and drugs as well as entry to the Site under
the influence of alcohol or drugs is forbidden (worker who is caught will be
permanently removed from the site);
 No material should be taken from the project’s work areas without written
permission from the project manager or his designated authority.

Personal Behavior and Conduct
 Not permitted on site : Radios, Cassette players, CD player, Music
Systems,
 No site visiting during nights, Week-ends or holidays without prior
permission;
 Compliance with site rules and safety regulations is mandatory;
 Tampering with safety equipment is forbidden;
 Abusive or aggressive behavior is not permitted;
 Causing damage on purpose or misuse of facilities on the job site is
forbidden;
 Eating and resting outside designated areas is strictly prohibited;
 Operating machineries without authorization;
 Compliance with security procedures is mandatory.

NO SMOKING POLICY
 Smoking is prohibited in all areas, such as
offices, toilets, corridors, stairs, floors, site
yard, Hoist, stores and company vehicles
(unless used privately) and other places
where smoking is specifically prohibited.
 THE ENTIRE CONSTRUCTION AREA IS
DESIGNATED AS ‘NO SMOKING ZONE’.
 SMOKING IS STRICTLY PROHIBITED EXCEPT IN
THE *DESIGNATED AREA.
CARELESS SMOKING IS ONE OF THE MAJOR CAUSE OF FIRE
SITE TRAFFIC RULES
SPEED LIMIT must be fixed as per the site requirements.

 Employers must provide adequate preventive
measures for protection of their employees from
risk of injury or occupational disease, fire risks
or other kind of risks, which may result from the
use of machinery and other equipment, handling
of chemicals/ toxic substances or performing
any other work (Working at height etc) at the
work place.

 Follow correct instructions, don’t take chances, if you don’t know,
ask.
 Correct/report unsafe conditions and help to keep everything
clean and orderly.
 Use right tools and equipment for the job, use them safely.
 Report all injuries, get first aid promptly.
 Use, adjust and repair equipment only when authorized.
 Use prescribed equipment, wear safe clothing and keep them in
good condition.
 Don’t horseplay, avoid distracting others.
 Comply with all safety rules and signs.
 Not to intentionally or recklessly interfere with anything provided
in the interest of health and safety – PPEs, Fire Extinguishers etc.

supervisor for two years after a crane collapsed, killing four men and
injured three others. (Getty Images)
A Doha court has jailed a construction site supervisor for two
years after a crane collapsed, killing four men and injured
three others, Qatar daily Gulf Times reported on Sunday.
The supervisor, from Syria, and his employer were also fined 20,000
Qatari riyals ($5,499) each for the accident which killed three Filipino
men and one Indian man.
The accident occurred on March 19, 2007, when a crane being
operated for the first time tilted and fell upon the workers at a
construction site near the West Bay, Doha.
The supervisor, his employer and insurance firm were jointly ordered to
pay 150,000 Qatari riyals as ‘bloodmoney’ to families of three of the
victims, the newspaper said.
Supervisors (Contractors, Subcontractors) can be held
criminally liable for serious injury or death of an
employee if they have been negligent in their duties.

– Ear muffs/ plugs – Protection against hearing loss; Dust Mask / Escape Mask – Dust, Mist, Gas Hazards
– Harness – Protection from falling
Remember! PPE is the last line of defense before “contact.”,
hence should not be considered as first option for protection

 Stay calm, do not panic.
 Inform your supervisor, storekeeper, secretary, and the
nearest first aider.
 Don’t touch the injured person if you suspect that
he has been electrocuted.
 If any material is lying on the injured person, assist
others in removing it.
 Don’t move the injured person unless it is VERY
essential to do so; you may be hurting him by
unnecessary movements
 Move him only if there is further risk of injury to the
casualty at the scene of accident.
 Don’t give any drinks or food to the injured unless
directed by competent persons..

 ALERT! About fire and raise alarm.
 Inform others who may in danger.
 With the minimum of personal risk , attack the fire with fire extinguisher
provided nearby.
 Call others for help while extinguishing FIRE.
 In the event that the fire can not be extinguished , evacuate the building
using one of the designated “Exit” routes ( do not use Lift/Hoist) and go to
“ASSEMBLY POINT”
 Inform your supervisor.

 Sub-contractor management will provide a written report within 24 hrs to
AMANA HSE Department.

Reinforcing safe behavior in the minds of employees,
by means of positive motivational schemes, is a vital
factor in any management system to sustain their
interest. The employees have to be given with a clear
message that if they work safely on a consistent basis,

  • 5. 5 HSE POLICY HSE POLICY (Key points to Remember) - A policy is a statements from top management to show the commitments towards HSE. - Signed and approved by GM - HSE is one of the main priority in the company - Prevention of incidents should be given high priority - Top management should guarantee the adherence of UAE Legal requirements. - Compliance of OHSAS 18001:2007; ISO 14001. - Continual improvements in HSE
  • 6. 6 OBJECTIVE OF HSE PLAN  The objective of HSE Plan is to provide a workable model to help the site management team in striving to achieve the ultimate goal of AMANA- Zero lost time incident.  We, the AMANA team of “Project J 175 of DDD – Office buildings” shall achieve the set health and safety goals: Zero fatalities, Zero Lost Time Injuries (LTI).  We shall achieve our goals by building and maintaining a safety culture in the day- to - day work activities of all the employees by integrating the safety requirements in all the Company procedures in compliance with all the legal requirements of Dubai.   • 7. 7  Provide safest possible working environment to employees.  Encourage safe behavior by suitable motivation.  Discourage all types of unsafe behaviors without fails.  All accidents, illnesses, property damage and pollution are avoidable and are to be prevented  No job is so urgent or demanding that it cannot be done safely  Adhering to HSE rules is a condition of employment  Setting examples through our behaviour  Nobody Gets Killed,  Nobody Gets Seriously Injured  No High Risk Incidents  Every person returns home safely to his family at the end of the project Vision for a Safe Project
  • 8. 8  All new employees should attend Safety Induction training.  They must carry the ID (Emirates ID / Health card / Valid VISA proof).  Horseplay, Fighting, Gambling, Running is prohibited  No photography unless authorized  Possession Or Use Of Alcohol, Or Unauthorized Drugs, Are Totally Prohibited. Possession, use and sale of alcohol and drugs as well as entry to the Site under the influence of alcohol or drugs is forbidden (worker who is caught will be permanently removed from the site);  No material should be taken from the project’s work areas without written permission from the project manager or his designated authority.   • 9. 9 Personal Behavior and Conduct  Not permitted on site : Radios, Cassette players, CD player, Music Systems,  No site visiting during nights, Week-ends or holidays without prior permission;  Compliance with site rules and safety regulations is mandatory;  Tampering with safety equipment is forbidden;  Abusive or aggressive behavior is not permitted;  Causing damage on purpose or misuse of facilities on the job site is forbidden;  Eating and resting outside designated areas is strictly prohibited;  Operating machineries without authorization;  Compliance with security procedures is mandatory.
  • 10. 10 NO SMOKING POLICY  Smoking is prohibited in all areas, such as offices, toilets, corridors, stairs, floors, site yard, Hoist, stores and company vehicles (unless used privately) and other places where smoking is specifically prohibited.  THE ENTIRE CONSTRUCTION AREA IS DESIGNATED AS ‘NO SMOKING ZONE’.  SMOKING IS STRICTLY PROHIBITED EXCEPT IN THE *DESIGNATED AREA. CARELESS SMOKING IS ONE OF THE MAJOR CAUSE OF FIRE
  • 11. SITE TRAFFIC RULES SPEED LIMIT must be fixed as per the site requirements. TRAFFIC HAZARDS: TRAFFIC ACCIDENTS CLAIMS SEVERAL LIVES  No reverse policy at site (Making Round about / U Turn)  No overtake  Camel Hump – Speed Breaker  Drive defensively, depute FLAGman  Not using mobile phone while driving  Usage of Seat belts for driver as well as passenger  Never ride on construction vehicle (JCB, FLT, bobcat etc)  Following Local Traffic Rules Strictly  Care other road users while driving Other Traffic rules must be complied with.   • 13. 13  Employers must provide adequate preventive measures for protection of their employees from risk of injury or occupational disease, fire risks or other kind of risks, which may result from the use of machinery and other equipment, handling of chemicals/ toxic substances or performing any other work (Working at height etc) at the work place. Duties of Employer to Protect Employees Duty of Employer
  • 14. 14  Follow correct instructions, don’t take chances, if you don’t know, ask.  Correct/report unsafe conditions and help to keep everything clean and orderly.  Use right tools and equipment for the job, use them safely.  Report all injuries, get first aid promptly.  Use, adjust and repair equipment only when authorized.  Use prescribed equipment, wear safe clothing and keep them in good condition.  Don’t horseplay, avoid distracting others.  Comply with all safety rules and signs.  Not to intentionally or recklessly interfere with anything provided in the interest of health and safety – PPEs, Fire Extinguishers etc. Employees Obligation
  • 15. 15 SUB-CONTRACTOR’S LEGAL RESPOSIBILTY  Besides moral duty, We / every contractor has a legal responsibility for safety  Supervisors (Contractors, Subcontractors) can be held criminally liable for serious injury or death of an employee if they have been negligent in their duties .
