Job Title: Supervisory Contracting Specialist (Job ID #4237) Series/Grade: MS.1102.15
The Office of Contracting and Procurement (OCP), a dynamic public agency, managing the
acquisition of over $5.6 Billion in goods, services, and construction annually, is seeking to hire

contract and procurement with industry. Our Procurement Training Institute (PTI) offers
thousands of classroom hours each year educating and training OCP employees in procurement
best practices, current laws and regulations and business advisory skills when engaging with
Districts agencies and the vendor community. OCP’s resourceful team also identifies ways to
reuse millions of dollars in surplus property by offering it to District agencies, and when there is
no need within the government, our team allows businesses, non-profits and sometimes

Job Description: This position serves as the dynamic leader of a procurement bureau that
consists of contracting officers and contract specialists charged with meeting the procurement
needs of major District agencies. This position develops procurement strategy for the bureau
and provides leadership of the procurement process from cradle to grave.
Knowledge Required by the Position: Advance knowledge of creative contracting techniques,
negotiation strategies and project management skills, thorough understanding of administrative
inter-relationships in public sector organizations. Mastery of contracting laws, principles, and
regulations to generate new procurement concepts or to plan and manage or review and
recommend to top-management approval of procurements.
Qualifications (Education and/or Experience): The ideal candidate will have 4 years’ experience
and 4-year course of study leading to a bachelor's degree, that included or was supplemented by
at least 24 semester hours in any combination of the following fields: accounting, business,
finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative
methods, or organization, and management. In addition, extensive knowledge of the Medicaid
program and other comprehensive healthcare services.

Education (OSSE) and DC Metropolitan Police Department
Starting Salary Range: $113,940 - $159,515
Tour of Duty: 8:15am – 4:45pm
Duration of Appointment: At-Will Employment
Physical Demands: Work is predominately sedentary
