The Office of Contracting and Procurement (OCP), a dynamic public agency, managing

Job Description: This position will provide high levels of customer service to three (3) District
agencies; the Department of Employment Services, the Deputy Mayor of Greater
Economic Opportunities and the Workforce Investment Council) while acquiring various
training services for District residents through Human Care Agreements. The incumbent
performs “cradle to grave” acquisition work including pre and post award functions
within the well-established standards of District contracting.
Knowledge Required by the Position: Thorough knowledge of: 1) a wide range of
contracting methods, contract types, and acquisition planning and implementation of
contracts to carry out pre-award and post-award procurement actions; 2) Cost/price
and market analysis techniques which are sufficient enough to evaluate a contractor's
proposal and prepare a pre-negotiation position with justification; 3) Federal contracting
procedures, small purchasing procedures, procedures used to negotiate service
contracts, technical requirements to evaluate bid responsiveness; and contractor
responsibility and performance; 4) Automated procurement support systems and skills in
expressing ideas both in written and oral communication.
Qualifications (Education and/or Experience): Minimum of two (2) or more years
of experience, of which one year of related specialized experience at or equivalent to
the CS-1102-09. Specialized experience is defined as: applying extensive contract price
and cost analysis techniques; having knowledge of contract pricing procedures
(especially as it relates to analyzing forward pricing rates); finalizing overhead rates; and
knowledge of cost accounting standards, direct labor rates and contractor business
systems. Must have a bachelor’s degree or at least 24 semester hours in any combination
of the following fields: accounting, business, finance, law, contracts, purchasing,
economics, industrial management, marketing, quantitative methods, or organization
and management.
